The special feature of the Vietnamese community here is that Estonia has the world's leading level of digitalization, including the global digital citizenship program (e-Residency), with 201 Vietnamese people and 45 Vietnamese businesses currently participating in this program.
The Embassy always considers the work of the overseas Vietnamese community as a key task, protecting the legitimate rights of the people, actively promoting cultural exchange. The community is always united, looking towards the homeland and country, always trusting the leadership of the Party and State, trusting and proud of the development of the country.

Renewing relations with Estonia on traditional basis
Speaking to the people and staff of the Embassy, Prime Minister Pham Minh Chinh shared his good feelings about Estonia, a country with a resilient tradition in the struggle for independence and freedom, a unique culture, and a peaceful and beautiful country.
The Prime Minister emphasized that Vietnam highly values its traditional friendship with Estonia, and we always remember Estonia's support and assistance for the past struggle for national liberation and in Vietnam's current national construction and development. Today, we need to promote Estonian relations in line with the new context, conditions and situation.
This visit will open a new chapter in cooperation between the two countries, especially in areas where Estonia has strengths and Vietnam has needs such as e-government, digital economy, artificial intelligence, cyber security, and financial technology.
The Prime Minister said that during this historic visit to Estonia, the two sides understood each other better, shared experiences in building, protecting and developing the country, especially in building a digital society, digital government, and digital citizens. This is Estonia's soft power, affirming that a small country can still play a leading role in the world thanks to its intelligence. Meanwhile, Vietnam is a dynamically developing economy with a large demand for raw materials, and is a large market for Estonia.
The two sides strongly committed to promoting political-diplomatic cooperation, increasing exchanges of high-level delegations, and cooperation in science-technology and innovation.
On this occasion, the two sides signed and exchanged a Memorandum of Understanding on cooperation between the Ministry of Foreign Affairs of Vietnam and the Ministry of Foreign Affairs of Estonia and a Memorandum of Understanding on cooperation in digital transformation and digital economy between the Ministry of Science and Technology of Vietnam and the Ministry of Justice and Digital Transformation of Estonia. The two Prime Ministers agreed to assign relevant agencies to directly discuss and send expert delegations to specifically implement the agreements.
The two sides also agreed to promote economic, trade and investment cooperation, connect businesses, connect the two economies, exchange people, and promote the potential and strengths that the two countries can complement each other.
"The relationship between the two countries has new opportunities and new fortunes. It is necessary to promote and renew the relationship between the two countries on the basis of traditional relations," the Prime Minister emphasized.
The Prime Minister respectfully sent greetings and regards from the Party and State leaders, and General Secretary To Lam, to the Vietnamese community in Estonia, wishing them a peaceful and successful life and growing strength and wealth, always looking towards their homeland. This is the wish of our Party and State.
The Prime Minister highly appreciated the sentiments of the Vietnamese community in Estonia – a community that, although not large, is mostly intellectual, patriotic, always looking towards the homeland, always appreciating the sentiments and care of the Party and State, obeying the laws of the host country and striving to rise up and basically succeeding. The Estonian side also highly respects and appreciates the Vietnamese community here.
At meetings with Estonian leaders, the Prime Minister asked the Estonian government to facilitate the Vietnamese community in Estonia to live, study and do business, integrate well into the host society, preserve Vietnamese cultural identity and language, make positive contributions to Estonia's socio-economy, and play a good role as a bridge of friendship between the two countries.
The Prime Minister affirmed that the Party and State have no other goal than to protect the country's independence, sovereignty, unity, and territorial integrity and to care for the people's material and spiritual lives to make them increasingly prosperous and happy.
The Prime Minister emphasized: With the viewpoint of leaving no one behind in the development process, the Vietnamese community abroad is an inseparable part of the Vietnamese ethnic community. Even if the Vietnamese community abroad has only one person, our Party and State will find every appropriate and effective way to care for, support and help each person to take care of their own life, their family's life and contribute to the community, to the country as well as to foster the relationship between Vietnam and the host country. This is a consistent viewpoint in the process of protecting, building and developing the country.
Announcing the main features of the country's situation and major strategic orientations and solutions being implemented, the Prime Minister said that when Party and State leaders go abroad, they always listen to and accept people's recommendations and proposals to amend regulations to suit new conditions and circumstances.
Recently, a number of policies for overseas Vietnamese have continued to be specified in draft laws, submitted to the National Assembly for consideration and approval, including the Law on Identity Cards, the Housing Law, and the Land Law. The Government is continuing to submit to the National Assembly amendments to the Law on Nationality, with a more open spirit.
The Prime Minister acknowledged, highly appreciated and requested the Vietnamese Embassy in Finland and Estonia to continue to make efforts to fulfill its assigned tasks, especially in caring for the material and spiritual life of overseas Vietnamese and promoting the friendship and cooperation between Vietnam and Estonia. At the same time, the Embassy, the State Committee for Overseas Vietnamese, the Ministry of Industry and Trade, and relevant agencies facilitate and support Vietnamese people in promoting trade and investment connections, promotional activities, and import and export of key domestic products.
Directing agencies to continue researching visa, labor, and travel policies to make them more convenient for people, the Prime Minister suggested that while Vietnam has not yet established an embassy in Estonia and Estonia has not yet established an embassy in Vietnam, the Ministry of Foreign Affairs should quickly promote the establishment of honorary consulates of one country in the other to facilitate exchanges between people and businesses of the two countries.
The Prime Minister hopes that people will continue to unite, develop the community, promote "national love and compatriotism", those who go first help those who come after, strive to rise up, exploit Estonia's dynamic startup ecosystem to develop business; continue to give comments on institutions, mechanisms and policies, contributing to the country's economic growth target of 8% in 2025 and double digits in the coming years; at the same time, contribute to the country "catching up, progressing together and surpassing" in the integration process, promoting a leading role in a number of fields, just like Estonia has done.
"And we are always the messengers of a nation that loves and longs for peace despite having gone through many wars," said the Prime Minister.
