Prime Minister: Innovation and creation for private economic development is limitless

To develop the private economy as the most important driving force of the national economy, the State must create, people are the foundation, enterprises are the center, the subject and institutions, mechanisms and policies are the driving force.

Creating a favorable environment for the private economy to develop dramatically

On the afternoon of May 8, Prime Minister Pham Minh Chinh chaired a meeting with the Policy Advisory Council to continue perfecting the draft Resolution of the National Assembly on a number of specific mechanisms and policies for private economic development to implement Resolution 68 of the Politburo .

This is the second working session of the Prime Minister in two consecutive days on this important content. According to the report of the Ministry of Finance - the agency in charge of drafting the National Assembly's Resolution, the tasks and solutions stipulated in Resolution 68 that need to be institutionalized include 3 groups.

Group 1, tasks and solutions with relatively clear content, urgent, but not yet institutionalized or need to be amended or supplemented immediately, under the authority of the National Assembly and not within the scope of the laws in the content of the 9th session, 15th National Assembly. For this group, the Ministry of Finance proposes to develop a draft resolution of the National Assembly, with specific policy groups.

Group 2, tasks and solutions with relatively clear content, need to be institutionalized, or need to be amended and supplemented immediately and are within the scope of the laws being amended and supplemented, expected to be submitted to the National Assembly for approval at the 9th session of the 15th tenure.

These draft laws include: Law on Cadres and Civil Servants; Law on Bidding, Law on Investment under the public-private partnership model; Law on Investment, Law on Public Investment; Law on Corporate Income Tax; Law on Science, Technology and Innovation; Law on Digital Technology Industry; Law on Handling of Administrative Violations; Law on Credit Institutions.

Group 3, tasks and solutions are orientational, not urgent and require time for careful research and evaluation to propose the development or amendment and supplementation of relevant laws, and submit them to the National Assembly for consideration and approval.

At the meeting, delegates focused on discussing and giving comments on the content, especially specific policy groups in the draft Resolution of the National Assembly on a number of specific mechanisms and policies for private economic development: A number of principles for inspection and examination of enterprises and business households; shortening bankruptcy procedures for enterprises; principles for handling violations in production and business activities of enterprises and business households; support for access to land and production and business premises in industrial parks, industrial clusters, technology incubators;...

Delegates also gave their opinions on the following policies: Support for renting houses and land that are unused or unutilized public assets in the locality; increase capital sources for the private economy through expanding the subjects and activities of the Small and Medium Enterprise Development Fund; support for green transformation finance; improve the quality of human resources for enterprises; order enterprises to implement key and important national projects; tax and fee incentives to promote innovative startups; tax policies for business households; support for building digital platforms, shared software, consulting services, training for small and micro enterprises, business households, and individual businesses; support for the development of pioneering enterprises, reaching international standards.

Creating entrepreneurial spirit and legitimate enrichment for all people

Speaking at the meeting, Prime Minister Pham Minh Chinh acknowledged and highly appreciated the Policy Advisory Council, although newly established, which has promoted the rich experience, extensive knowledge, and dedicated working spirit of its members and made very positive contributions to the direction and administration of the Government and the Prime Minister, including many profound, practical, and valuable opinions for the completion and submission to the Politburo of the Project and Resolution on private economic development.

The Government has submitted to the Politburo the Resolutions on the "strategic quartet", including: Resolution No. 57-NQ/TW on breakthroughs in science, technology, innovation and national digital transformation, Resolution No. 59-NQ/TW on international integration, Private economic development through expansion of Resolution No. 66-NQ/TW on innovation in law making and enforcement, Resolution No. 68-NQ/TW on private economic development.

The Prime Minister emphasized the need to urgently institutionalize the Politburo's Resolution and develop a National Assembly Resolution to promote rapid and sustainable private economic development. The contents of the "strategic quartet" according to the Resolutions, if implemented synchronously and methodically, will have a positive resonance effect on each other.

The drafting of the National Assembly's Resolution needs to focus on the most urgent issues that need to be resolved immediately, that are of most concern to people and businesses, and that are both urgent and long-term, but are not yet included in the draft laws.

According to the Prime Minister, mechanisms and policies must be "leverage and fulcrum", close to the situation, suitable to current conditions, creating an enthusiastic mentality, promoting the spirit of confidence, self-reliance, self-reliance, pride in striving for development; exploiting and effectively using all resources, maximizing innovation; promoting production and business, promoting growth, developing the country's economy, creating jobs and livelihoods for the people.

"Innovation and creativity in developing the private economy are limitless, for the goal of a rich people, a strong country, democracy, fairness and civilization of our country in the new era," the Prime Minister emphasized. Analyzing and emphasizing some additional contents to complete the draft Resolution, the Prime Minister pointed out that there must be a mechanism to remove difficulties, obstacles, and bottlenecks that are hindering the development of the private economy; creating a trend and movement to develop private enterprises, everyone, every individual competing to start a business, competing to get rich legitimately.

Along with that, build strong enough mechanisms and policies for large economic groups to participate in global supply chains and become multinational corporations; encourage and create conditions for business households to become enterprises, micro-enterprises to become small enterprises, small enterprises to become large enterprises, and large enterprises to become larger enterprises.

Review and ensure property rights, freedom of business, fair and equal competition, equal access to resources, capital, land, and public assets; promote public-private partnership. Human resource training policies must originate from market demand, business development requirements, and closely combine businesses with schools and training institutions.

The Prime Minister also directed that it is necessary to clarify the content of assigning tasks and placing orders to businesses. Placing orders and assigning tasks is not limited to the field or scale of the project.

The draft Resolution also needs to clarify and emphasize more the mechanisms and institutions related to intangible assets, brands, and intellectual property.

In particular, the Prime Minister emphasized that in order for people and businesses to feel secure in investing, producing and doing business, it is necessary to specify the content of Resolution 68 on "complying with the principle of clearly distinguishing criminal, administrative and civil responsibilities; between legal entities and individuals in handling violations".

The Prime Minister also noted to consider more content on credit guarantees for small and medium enterprises; encourage private investment funds; the simplest, fastest, and cheapest procedures for business registration and dissolution, and especially eliminating the mechanism of asking for and giving; clarifying tax policies in the direction of simplifying procedures, encouraging business development; businesses having both responsibilities and obligations; promoting the use of electronic invoices generated from cash registers.

Regarding progress, the Prime Minister requested to urgently collect opinions from the business community, members of the Government, Chairmen of People's Committees of provinces and centrally-run cities; and submit to the National Assembly for approval before May 18.
