(NLDO) - The Prime Minister attended the groundbreaking ceremony of the social housing project in the Nam Vinh Yen New Urban Area (Vinh Phuc province) with a scale of more than 5,300 apartments and an investment capital of 7,000 billion VND.
On March 16, during his working program in Vinh Phuc province, Prime Minister Pham Minh Chinh attended the groundbreaking ceremony for the construction of social housing projects in the Nam Vinh Yen New Urban Area project, phase 1.

According to the Project to build at least 1 million social housing units for low-income people and industrial park workers approved by the Prime Minister, by 2030 Vinh Phuc province must complete 28,300 apartments.
The project has a scale of 38 buildings, more than 5,300 apartments, a total floor area of nearly 190,000 m2 on a land area of 17 hectares, a total investment of more than 7,000 billion VND, expected to be completed before 2030. The investor is the Construction Development Investment Joint Stock Corporation (DIC).
Speaking at the groundbreaking ceremony, Prime Minister Pham Minh Chinh highly appreciated the groundbreaking of the social housing project in the Nam Vinh Yen New Urban Area - Phase 1 of Vinh Phuc.

The Head of Government assessed that this is a concrete step to implement Directive No. 34-CT/TW of the Secretariat on strengthening the Party's leadership in the development of social housing in the new situation; Project "Investing in the construction of at least 1 million social housing apartments for low-income earners and industrial park workers in the 2021-2030 period"; Decision No. 444/QD-TTg of the Prime Minister assigning the target of completing social housing in 2025 and the following years until 2030.
The Prime Minister emphasized that the consistent viewpoint of our Party and State is to develop rapidly and sustainably, promote growth on the basis of macroeconomic stability, ensure a bright, green, clean and beautiful environment; at the same time ensure progress, fairness, social security, leave no one behind, invest in people is invest in development, including ensuring equal access to housing for all citizens. The Constitution also stipulates that citizens have the right to housing.
Social housing is prioritized in planning and land allocation; priority is given to land use fees, finance, and capital sources; priority is given to synchronous infrastructure construction; price control is given, and profits are regulated within a certain limit; so the quality of construction and housing must be ensured.
However, these priorities should not lower the value and quality of social housing. Authorities at all levels must clearly recognize and thoroughly understand this in implementing investment in social housing development, the Prime Minister said.

Investors have promised to do, have committed to do, ensure transparency in project implementation, ensure the legitimate rights and interests of the people.
The Prime Minister assigned the Ministry of Construction and relevant ministries and sectors to continue to develop and complete standards and regulations to meet the requirements of modern, civilized, bright, green, clean and beautiful housing for systematic implementation nationwide. At the same time, urgently complete the dossier to submit to the Government before March 25 to present to the National Assembly at the next session to remove difficulties and legal obstacles, and promote the development of social housing nationwide.
Ministries and sectors, according to their functions, tasks and powers, shall carry out state management of land, environment, society, education, health, etc. related to social housing. The banking sector must have stable and long-term credit for investors and users of social housing, especially young people under 35 years old.
The Prime Minister emphasized the motto "3 yes, 2 no" in developing social housing, in which "3 yes" includes: benefiting the State, benefiting the people, benefiting the enterprises, harmonious benefits, and sharing risks. "2 no" means no personal motives, corruption, negativity, and no loss or waste of State assets, people's assets, and national resources.
