Reporting at the conference, Chairman of Hanoi People's Committee Tran Sy Thanh pointed out the city's positive economic results such as GRDP in the first quarter increased by 5.8%; total state budget revenue in the area was nearly 178,000 billion VND, up 21.6% over the same period last year; accumulated in the first 4 months of the year, attracting 1.7 billion USD of FDI capital (equal to the whole year of 2022).
Regarding the key tasks in the coming time, Hanoi leaders said the city will continue to develop urban infrastructure synchronously; review and thoroughly handle projects with slow progress in land use.
Hanoi will speed up the construction of Ring Road 4; urban railway projects; and renovate and rebuild old apartment buildings.
Hanoi City leaders also made proposals and recommendations to the Government, Prime Minister and ministries and branches about 9 railway routes in the area.
For the Nhon - Hanoi Railway Station railway project, the progress has reached about 76.5%, the city is striving to complete the elevated section in 2023. Hanoi has requested the Prime Minister to allow payment from the budget's advance capital to disburse payments to contractors and consultants of the project.
The Van Cao - Ngoc Khanh - Lang Hoa Lac urban railway project has a total investment of about 65,000 billion VND. Hanoi has proposed that the Government consider and prioritize the use of ODA capital to invest in the project.
In addition, Hanoi also proposed that the Government allow research and implementation of the investment project to build the Ha Dong - Xuan Mai railway line from ODA capital to ensure technical and technological synchronization with the section (Cat Linh - Ha Dong) currently in operation...
Consider speeding up the consultation process to complete the procedure for adjusting the investment policy of the Nam Thang Long - Tran Hung Dao railway project in 2023.
The Ministry of Transport needs to urgently hand over documents to the city for management according to the railway network system planning for the period 2021 - 2030, with a vision to 2050, to implement the Yen Vien - Ngoc Hoi railway line.

Concluding the conference, Prime Minister Pham Minh Chinh assigned the Ministry of Planning and Investment to handle procedural problems, the Ministry of Finance on capital, and the Ministry of Transport on the route of Hanoi urban railway projects, to be completed in the second quarter.
In addition, regarding Hanoi's proposal to decide on changing the land use purpose from 10 hectares of rice fields or more to non-agricultural land in accordance with the planning, this is the content that many localities have proposed. The Prime Minister assigned ministries and branches to urgently report to competent authorities to consider issuing appropriate resolutions.
The Head of Government also requested to urgently complete the Hanoi Capital Planning for the 2021-2030 period, with a vision to 2050; and adjust the overall Hanoi Capital Construction Master Plan to 2045 and a vision to 2065.

The Prime Minister also assigned very specific tasks to ministries and branches to handle 31 recommendations from Hanoi; hoping that the capital will further promote the spirit of self-reliance, self-improvement, innovation, daring to think, daring to do; building and developing comprehensively, quickly, sustainably, and culturally, becoming a model of socio-economic development for the whole country.
