On the evening of November 14th, Prime Minister Pham Minh Chinh chaired a meeting with relevant stakeholders regarding the progress of infrastructure projects serving the APEC 2027 Conference in Phu Quoc, An Giang province, and continued to direct the removal of difficulties and obstacles to accelerate the progress of the projects.

Also attending were Deputy Prime Minister Tran Hong Ha; leaders of several central ministries and agencies and An Giang province; and leaders of related corporations.
To serve the APEC 2027 Conference, An Giang province proposed and received approval to implement 21 infrastructure projects in the Phu Quoc Special Economic Zone, including 10 public investment projects and 11 projects under the public-private partnership (PPP) model.

The projects include: transportation and connecting routes; maritime passenger ports, airports; undergrounding and digitization of electricity and telecommunications infrastructure; lakes and freshwater supply systems; wastewater and waste drainage and treatment projects; urban renovation; construction of convention centers; resettlement areas, mixed-use urban areas, etc.
According to reports, to date, the province has selected investors for 7 non-budgetary projects; approved and selected contractors for the construction of 8 public investment projects. An Giang province is committed to completing the works and projects within its functions and responsibilities to serve the APEC 2027 Conference.
However, there are still some obstacles related to certain mechanisms and policies, as well as delays in handing over some construction items and projects to investors, affecting the overall progress of infrastructure investment and development serving the APEC 2027 Conference.

Concluding the meeting, Prime Minister Pham Minh Chinh emphasized that the implementation of projects and works serving APEC is of great importance and urgency. General Secretary To Lam and other key leaders are very concerned about the progress of infrastructure projects serving the Conference. The Government has established a Task Force directly led by Deputy Prime Minister Nguyen Chi Dung.
The Prime Minister commended the relevant ministries, departments, units, and businesses, especially An Giang province, for actively implementing the political tasks assigned by the Party and the State.
However, there is still much work to be done, and time is running out. Therefore, the Prime Minister requested that all relevant entities continue to actively and decisively participate in implementing projects, works, and tasks according to their functions, duties, and powers; if anything exceeds their authority, they should report to the competent authority.
The Prime Minister has given specific instructions regarding 10 key projects that are still facing difficulties and obstacles. Among them, An Giang province is responsible for constructing a wastewater treatment plant under an investment-business model, accelerating progress so that all procedures are completed by November 2025.

For projects and works that require investment under the BT and BOT models, the procedures must be completed by the end of November. If the process exceeds the authority of An Giang province or encounters difficulties and obstacles, the province must report to the Government.
Main arterial road projects are implemented through public investment from central and local government budgets. For urban railway projects implemented under the PPP model, the Prime Minister requested that they be carried out in a spirit of harmonizing the interests of the people, the State, and businesses, while sharing the risks.
The Duong Dong 2 and Cua Can reservoir investment projects, as well as the fiber optic cable undergrounding and digitalization projects, are implemented as public investment projects, with An Giang province acting as the investor and making decisions within its authority.
With central government funding for projects, the Ministry of Finance must ensure sufficient funds are allocated and disbursed according to the approved schedule, without delay.
Regarding the project to improve the environmental landscape of Phu Quoc Special Economic Zone, the Prime Minister requested its implementation in the spirit of "bright, green, clean, and beautiful" so that international friends can witness and enjoy the beautiful nature of Vietnam. The Prime Minister directed the Vietnam Electricity Corporation to supplement the electricity supply to Phu Quoc immediately.

Regarding the international maritime passenger port, progress must be accelerated to meet international standards, and any difficulties or obstacles should be reported to the Government.
Regarding the handover of assets of the Vietnam Airports Corporation (ACV) at Phu Quoc International Airport, the Prime Minister emphasized the principle of applying current laws appropriately. Land-related matters should be handled according to the Land Law. Assets on the land owned by the enterprise should also be handled according to general regulations, ensuring compliance with the law, preventing loss of state assets and budget, combating corruption and negative practices, and ensuring timely progress for the implementation of subsequent projects. Therefore, the Prime Minister requested that all relevant parties coordinate closely and handle the work according to the above principles. In particular, the Prime Minister stressed that under any circumstances, absolute safety for aviation operations must be ensured, guaranteeing smooth and efficient operation; national and ethnic interests must be placed above all else.
The Prime Minister assigned Deputy Prime Minister Nguyen Chi Dung to continue directing related work and report any emerging issues to the Prime Minister promptly.
