The Prime Minister noted that the mechanism of asking for and giving should be eliminated to prevent and combat group interests, corruption, negativity, and violations in policy and law making; and to minimize administrative procedures and business conditions for people and businesses.
On February 27, concluding the Government meeting on law-making in February 2024, Prime Minister Pham Minh Chinh acknowledged that the presiding ministries had made efforts and actively prepared and submitted projects and proposals for law-making, seriously accepted and explained.
The Prime Minister requested that ministers direct the serious and complete acceptance of opinions of Government members, complete draft laws, proposals for law making, proposals for law and ordinance making programs; Deputy Prime Ministers pay attention to and directly direct the completion of projects and proposals as assigned; submit to competent authorities as prescribed.

Noting the preparation of draft laws to be submitted to the National Assembly for consideration and comments at the upcoming 7th session, the number of draft laws is very large, the tasks are very heavy, the Prime Minister requested ministers and heads of ministerial-level agencies to focus resources, lead and direct the completion of draft laws according to regulations.
The Prime Minister requested promoting the role of leaders directly leading and directing the work of building and perfecting institutions; focusing resources and having appropriate policies for cadres and civil servants working in legal affairs, especially the work of building and perfecting institutions.
At the same time, further shorten the process of amending and supplementing legal documents to meet practical requirements; continue to refer to international experience, absorb contents suitable to the conditions and circumstances of our country; strengthen policy communication, especially communication in the process of building and promulgating laws, creating consensus and effectiveness in the process of building, promulgating and enforcing laws.
Ensuring progress and improving the quality of draft laws
The Head of Government emphasized the requirement to ensure progress and improve the quality of draft laws on the basis of closely following the Party's guidelines and policies and relevant State policies and laws.
At the same time, it is necessary to remove difficulties and obstacles in practice, handle issues that have been regulated but have been overcome in practice, and new issues that have not been regulated; strengthen policy response capacity; and ensure processes and procedures are in accordance with regulations.
The Prime Minister noted that the design of policies, regulations and expressions must ensure clarity, brevity, ease of understanding, ease of implementation, ease of inspection, monitoring and evaluation. In particular, attention should be paid to listening to the opinions of experts, scientists, practitioners, businesses and citizens.

At the meeting, the Government considered and gave opinions and resolutions on many important contents: Draft Law on People's Air Defense; Draft Law on Management and Use of Weapons, Explosives and Supporting Tools (amended); Draft Law on Cultural Heritage (amended); Draft Law on Amending and Supplementing a Number of Articles of the Law on Pharmacy; Proposal to develop a Law on Diplomatic Ranks and Ranks; Proposal to develop a Law on Civil Aviation (amended); Proposal to develop a Law on Railways (amended); Proposal to develop a Law on Digital Technology Industry; Proposal on the Law and Ordinance Development Program for 2025, adjustment of the Law and Ordinance Development Program for 2024, etc. The Government listened to the presiding agency present a summary of the draft laws and proposals for law making; report on explanations and acceptance of opinions on the draft laws; synthesize opinions from ministries and branches; review the preparation process and procedures; requirements and principles for law making; consistency and consistency with relevant legal provisions; and refer to international experience.
