Prime Minister Pham Minh Chinh: The Can Tho - Ca Mau expressway project must be completed by December 19, 2025 at the latest.

On the afternoon of April 20, during his working program in some southern provinces, Prime Minister Pham Minh Chinh inspected the construction site of the Can Tho - Ca Mau Expressway Project in Ca Mau province.

This is the 8th time the Prime Minister has inspected the construction site and worked on the Can Tho - Ca Mau expressway project. Since the beginning of 2025, the Prime Minister and Deputy Prime Minister Tran Hong Ha have inspected, met and worked separately on projects in this area 4 times.

The Can Tho - Ca Mau expressway project has a main route length of more than 110km (through Can Tho city 0.6km, Hau Giang province 63.65km, Bac Lieu province 7.7km, Kien Giang province 17km, Ca Mau province 21.9km) and 25.85km of connecting routes.

The project is divided into 2 component projects (DATP) including the Can Tho - Hau Giang section and the Hau Giang - Ca Mau section invested by My Thuan Project Management Board; scale of 4 lanes, total investment of 27,523 billion VND, including 4 construction packages; started on January 1, 2023, according to plan to be completed by the end of 2025.

Up to now, localities have handed over the entire 110km main route, but there is still a problem with the site of a rest stop in Kien Giang province. Regarding the construction situation, the Ministry of Construction has directed the investor to develop a detailed plan and resolutely directed the contractors to organize the implementation of the construction. Up to now, the contractors have mobilized 183 construction teams, 971 machines and equipment, 3,000 workers, organized overtime, and the construction output has reached 66%/70% of the plan, 4% behind schedule.

Of which, the route has been filled to the load-bearing elevation of 74.9/83.37km (89.84%), still lacking about 250,000m3 , expected to complete the filling in April 2025. Along with that, the construction of 95/95 bridges on the main route has been deployed, 66/95 bridges have completed the bridge deck; 11 large bridges have been technically opened to traffic; meeting the schedule.

Notably, after many times of the Prime Minister's direction, urging, and removal of difficulties and obstacles, the material supply situation has improved: Sand for roadbed construction has been licensed, qualified for exploitation of 25.7 million m3 / demand of 18.5 million m3 , localities have completed the licensing procedures for mining materials to supply the project according to the assigned targets. Meanwhile, localities have identified a source of 5.29 million m3 of rock to supply the project; Antraco mine has resumed exploitation and prioritized 1 million m3 for the project. Currently, 1.1/2.2 million m3 of rock have been mobilized for the project...

Inspecting the Can Tho - Ca Mau expressway sections, Prime Minister Pham Minh Chinh welcomed and commended Ca Mau province, the investor of the Project Management Board, and the units that have recently performed well in directing and implementing the project. With the goal of having an expressway connecting Cao Bang to Ca Mau by the end of this year, the Prime Minister requested to work throughout the holidays, focusing on "3 shifts, 4 shifts" to implement the project to ensure progress and quality.

Regarding the difficulties in roadbed loading, the Prime Minister requested to find all high-tech solutions to overcome the difficulties and speed up the construction progress. In addition, the Prime Minister also requested efforts to start construction of Rach Mieu 2 Bridge this July.

Regarding Ca Mau province, the Prime Minister noted that if Ca Mau wants to develop, it must expand Ca Mau airport, Hon Khoai port, and build the Ca Mau - Dat Mui expressway; requesting the province to work with ministries, branches, and units to immediately deploy key projects, connecting the whole province with the region and the whole country, internationally by road, waterway, and air.

After inspecting the construction site, Prime Minister Pham Minh Chinh chaired a meeting with ministries, branches and Ca Mau province on the implementation of the Can Tho - Ca Mau expressway project and a number of key transport projects in Ca Mau province.

After listening to the reports of ministries, branches, localities and units on issues of concern and concluding the meeting, Prime Minister Pham Minh Chinh emphasized that, promoting the spirit of the Liberation of the South and National Reunification Day on April 30, ministries, branches, localities and units must be faster, more rapid, bolder, more daring, and apply flexibly to solve the infrastructure problem for the Mekong Delta, and soon complete this expressway project ahead of schedule.

The Prime Minister affirmed that, up to now, the Party and State have done many great things, especially overcoming all difficulties, developing the socio-economy impressively, improving people's lives; emphasizing that we are in "a special time, a special atmosphere, special efforts, special results". The Party and State are very concerned about the development of the Mekong Delta region, especially the many untapped potentials, and the Government and the Prime Minister have paid much attention to removing difficulties and promoting the development of this region, especially in terms of infrastructure.

Clearly directing the requirement to complete the Can Tho - Ca Mau expressway project no later than December 19 this year, to celebrate the anniversary of the National Resistance Day, the Prime Minister requested the Ministry of Construction to continue directing the Project Management Board, contractors, and consultants to mobilize maximum human resources, machinery and equipment, and work in 3 shifts, during holidays and Tet. Localities should focus on mobilizing to the construction site the remaining materials according to the project schedule, ensuring sufficient and timely supplies, absolutely not allowing the project to fall behind schedule.

The Prime Minister pointed out that we must continue to research and apply science and technology to shorten loading time and construction time to strive for earlier completion, but must strictly follow the design, ensure quality, technique, aesthetics, environmental protection and must ensure absolute safety of the project when put into use.

Localities where the project passes through continue to support the Project Management Board and contractors in both material and spiritual terms, so that engineers and workers are not left alone on the construction site. At the same time, mobilize the Army to participate in restoring the project environment. The Prime Minister noted the urgent planning and construction of rest stops of appropriate scale.

At the same time, it is necessary to actively support project management boards and contractors of other projects in the area; in case the sand source for the project is not fully used, it must be immediately transferred to other projects.

The Prime Minister directed the Ministry of Construction to coordinate with agencies to propose appropriate forms of rewards for units that perform well, including the My Thuan Project Management Board, including cash bonuses according to Government regulations, to be completed before April 30.

At the same time, trust contractors who do well (projects that ensure progress, quality, and no price increases) to carry out new projects with the spirit of "3 yes, 2 no": There is benefit for the State, benefit for the people, benefit for businesses; no corruption, negativity, and no loss or waste of assets, efforts, and money of the People.

In the coming period, the agencies are required to urgently prepare for investment in phase 2 of expressway projects in the Mekong Delta in the period of 2026 - 2030. The Prime Minister directed the Ministry of National Defense to urgently deploy the expressway section from Ca Mau to Dat Mui and from Dat Mui to Hon Khoai port from Ca Mau, which is strategically located, following the shortest and most direct route possible. Ca Mau province will carry out site clearance, separating it into a separate project, with the Central Government supporting 50% of the budget for this.

To develop a synchronous logistics infrastructure system in the Mekong Delta, the Prime Minister assigned the Ministry of Construction to urgently design a railway route from Ho Chi Minh City to Can Tho; plan and implement inland waterway port projects. At the same time, Ca Mau urgently and diligently implemented the project to expand and upgrade Ca Mau airport to accommodate large aircraft, to be completed this year.
