Prime Minister Pham Minh Chinh asked Vietnamese businesses and entrepreneurs to implement '3 pioneering actions'

In recent times, the Party and State have continued to pay attention to developing Vietnamese enterprises and entrepreneurs, especially the Politburo 's issuance of Resolution 68-NQ/TW in 2025 on private economic development, which has made an important contribution and created a driving force to promote the development of Vietnamese enterprises and entrepreneurs.

In the first nine months of 2025, the number of newly registered and re-operated enterprises reached over 231,000, up 26.4% over the same period. The total additional capital of operating enterprises was VND3.3 quadrillion, up 186.5%. As of October 5, there were about 1 million operating enterprises nationwide.

Many Vietnamese enterprises and product brands have reached regional and world levels, such as: Vietnam National Industry and Energy Group, Vietnam Electricity Group, Military Industry and Telecommunications Group, Vietnam Dairy Products Joint Stock Company, Vingroup Corporation, Hoa Phat Group Joint Stock Company,FPT Corporation, Truong Hai Corporation, TH Group Joint Stock Company... Vietnamese enterprises are capable of undertaking many large-scale projects and works with complex techniques, modern science and technology, especially in a short time and at reduced costs.

Vietnamese enterprises and entrepreneurs have made positive contributions to the country's socio-economic development. They have contributed to stabilizing the macro-economy, promoting growth, and ensuring major balances of the economy. GDP growth in the first 9 months reached 7.84%. State budget revenue in the first 9 months reached 1.92 trillion VND, equal to 97.9% of the estimate, up 30.5% over the same period. Total import-export turnover in the first 9 months reached 680.66 billion USD, up 17.3%; trade surplus is estimated at 16.82 billion USD.

At the conference, representatives of businesses and entrepreneurs thanked the Party, State, Government and Prime Minister for their attention, direction, creation, facilitation and service to help Vietnamese businesses and entrepreneurs continuously develop and grow stronger. Businesses expressed confidence and aspiration to rise up in the new era; improve competitiveness, accompany the Government in creating national development; pioneer in digital transformation, innovation, green economy development, knowledge economy, improve adaptability with the country's rapid and sustainable development...

Vietnamese enterprises request relevant agencies to promptly submit to the Politburo a Resolution on State-owned enterprise development; continue to concretize Resolution 68 on private economic development, boldly assigning work to enterprises, especially having a mechanism for placing orders with private enterprises; resolve and thoroughly handle difficulties and outstanding problems so that enterprises can feel secure in production and business; the administrative system, especially the cadres and civil servants directly handling the work, further demonstrate the spirit of creation and service to enterprises and people...

Responding to the business's suggestions and concluding the Conference, Prime Minister Pham Minh Chinh reiterated the spirit of "solidarity, love, and assistance" as in President Ho Chi Minh's letter to the Vietnamese business community 80 years ago. Once again, on behalf of General Secretary To Lam and the Party and State leaders, the Prime Minister congratulated and highly appreciated Vietnamese businesses and businessmen for their continuous growth, making important contributions to the country's socio-economic development, especially always accompanying the nation, country and people in difficult times.

The Prime Minister emphasized the Government's commitment to integrity, creativity, action, and service to businesses and entrepreneurs; and expressed five wishes for Vietnamese businesses and entrepreneurs. In particular, the Prime Minister hopes that Vietnamese businesses and entrepreneurs will wholeheartedly follow the Party; uphold the spirit of great national unity and international solidarity; join the whole country in combining national strength with the strength of the times for development; accompany the nation, firmly follow the path of national independence and socialism; and together with the people, create the strength of the entire nation.

Along with that, the Prime Minister requested Vietnamese enterprises and entrepreneurs to implement "3 pioneering" actions. These are pioneering, being exemplary, taking the lead in developing science, technology, innovation, digital transformation, going straight into developing core technologies, creating a movement and trend of innovation among the entire population, contributing to building a digital nation; being pioneering, being exemplary in legal production and business, contributing to building a socialist rule-of-law state of the people, by the people, for the people; being pioneering, being exemplary in implementing Resolution 68 of the Politburo on developing the private economy, contributing to building a socialist-oriented market economy, under the leadership of the Party, management of the State, and ownership of the people.

The Prime Minister hopes and believes that Vietnamese businesses and entrepreneurs will grow strongly, bringing the country to rapid and sustainable development, entering a new era of wealth, civilization, prosperity and happiness.

* At the conference, Prime Minister Pham Minh Chinh and Deputy Prime Ministers presented many noble awards of the Party, State, Government, and Prime Minister to outstanding entrepreneurs and enterprises with outstanding achievements.
