Prime Minister Pham Minh Chinh inspects and wishes Happy New Year to the Public Security and Defense forces on duty during Tet.

* A solid steel shield protecting the Party and State

Inspecting and wishing a Happy New Year to officers and soldiers of the Guard Command, Prime Minister Pham Minh Chinh commended the efforts, struggles, feats, achievements and important contributions of the Guard Command, as well as the current combat readiness work.

According to the Prime Minister , in 2022, officers and soldiers of the Guard force made great efforts and were determined to excellently complete their assigned tasks. The People's Public Security Guard force ensured security and safety for 2,258 activities of senior Party and State leaders; 146 especially important events and 55 high-ranking international delegations to Vietnam.

Regarding the 2023 tasks, the Prime Minister requested the People's Public Security Guard force to continue to thoroughly grasp the absolute and direct leadership in all aspects of the Party, headed by General Secretary Nguyen Phu Trong, the direct management and direction of the Central Public Security Party Committee, the leadership of the Ministry of Public Security and the supervision of the people.

The Guard Command is determined to build a "model Party organization, taking the lead in Party building and rectification, improving the leadership capacity and fighting strength of Party organizations and Party members"; build a team of leaders, commanders at all levels and cadres and soldiers with strong political will, absolutely loyal to the Party, the Fatherland and the people, maintaining the qualities of "having a warm heart, a cool head, steady feet and clean hands, respecting honor because honor is the most sacred and noble thing". Along with that, urgently perfect the law on guard work and building the People's Public Security Guard force, ensuring a systematic, synchronous, highly effective legal system, creating a solid legal corridor, favorable for the People's Public Security Guard force to perform its duties and enforce the law in the new situation.

At the same time, focus on building a People's Public Security Guard force that is "truly clean, strong, disciplined, elite, and modern" in the spirit of Resolution 12-NQ/TW of the Politburo; thoroughly grasp the motto "Building people as the center, modern first, combined with modern means, logistics, and techniques to ensure synchronization and suitability: People first - Guns later"; proactively research, apply, and transfer scientific and technological results and products to serve security work.

The Prime Minister requested the People's Public Security Guard force to proactively grasp, analyze, and accurately forecast the situation, identify from a distance and early on risks that threaten the security and safety of the guarded objects to advise on policies and strategic solutions for guarding work; strengthen preventive solutions, eliminate from a distance and early on security risks to guarding work, absolutely protect the safety of the guarded objects, and avoid being passive, surprised, or making mistakes.

According to the Prime Minister, the People's Public Security Guard force needs to strengthen relations with agencies and units, promote the combined strength of the political system and all classes of people. Promote international cooperation in security work, expand cooperation with security forces and security guards of other countries, especially countries with advanced and modern security work; focus on training and fostering officers and soldiers to meet the requirements of working in an international environment, have tactical skills to protect important people, handle situations professionally and effectively, contributing to beautifying the image of the Vietnam People's Public Security in the hearts of international friends.

The Head of Government affirmed that the Party and State always pay special attention to and take care of building the People's Public Security Guard force to truly be the core force, the "sharp sword", the solid steel shield protecting the Party and the State. The Prime Minister believes that the People's Public Security Guard force will continue to achieve many outstanding achievements and feats to celebrate the 70th anniversary of the force's founding (February 16, 1953 - February 16, 2023), making positive and effective contributions to the cause of building and defending the Socialist Republic of Vietnam.

Along with instructions and directions on duty and combat readiness, especially during the Lunar New Year 2023, the Prime Minister wished all officers and soldiers of the People's Public Security Guard force and their families a new year of health, happiness and success.

* Ready to fight, no days off

Visiting and wishing a Happy New Year to the Internal Political Security Department, Prime Minister Pham Minh Chinh expressed his joy at the combat readiness work, with the motto "no days off", as well as the thoughtful New Year preparation atmosphere of the Internal Political Security Department.

Prime Minister Pham Minh Chinh said that the Internal Political Security Department has always excellently fulfilled its task of ensuring internal political security, contributing to maintaining political security stability, social order and safety, and facilitating the country's socio-economic development.

In particular, the Internal Political Security Department has advised the Party and State leaders on policies, solutions and measures to ensure national security and internal political security; at the same time, it has fought, suppressed and handled subjects propagating against the Party and the State; and well performed the state management function of protecting state secrets.

On behalf of the Party and State leaders, the Prime Minister commended the efforts, struggles, achievements and important contributions of the Internal Political Security Department.

The Prime Minister said that in 2023 and the following years, the world situation is forecast to continue to develop rapidly, complicatedly, and unpredictably, with many potential destabilizing factors, affecting the assurance of national security and internal political security of countries, including ours.

In the country, hostile, reactionary, and opposing forces continue to sabotage; taking advantage of limitations, shortcomings, and violations in state management to distort and defame the Party and the State... In addition, the state of degradation in political ideology, morality, "self-evolution", "self-transformation", cultural and ideological security, information security, and economic security tend to develop in a complicated manner. The above context poses heavier, more difficult, and more complicated tasks for the People's Public Security force, including the Internal Political Security Department.

The Prime Minister highly agreed with the direction and tasks of the Internal Political Security Department during the period; at the same time, he directed the Department to carry out a number of key tasks and solutions so that the work of protecting internal political security can achieve the desired results.

Accordingly, the Prime Minister requested that the internal political security force continue to concretize the new thinking on protecting national security and protecting the Fatherland in the Resolution of the 13th National Party Congress; do a good job of strategic advice in protecting the Party's ideological foundation; fight and refute hostile and erroneous viewpoints; promote the dissemination of positive information and orient public opinion.

The head of the Government directs the internal political security protection force to closely monitor, evaluate, and accurately forecast the situation from the grassroots, early, from afar, and from outside about risks and attacks on the internal security to promptly advise on preventive solutions to protect internal political security. Research and propose new points and new contents to be added to the Resolution of the 8th Central Committee, Session XIII, on "Strategy for protecting the Fatherland in the new situation".

Along with that, promptly detect, combat, prevent, stop and handle activities that take advantage of national security, social order and safety; strengthen the management of cultural and ideological security, information and communication security; advise and propose solutions to ensure security and safety in the process of building e-government, digital transformation...

The Prime Minister requested the Internal Political Security Department to advise on the effective implementation of the Law on Protection of State Secrets and its guiding and implementing documents; to do a good job of preventing, detecting, and stopping activities of collecting, attacking, and appropriating state secrets; to step up the building of a truly clean, strong, disciplined, elite, and modern force to meet the requirements and tasks in the new situation in the spirit of Resolution 12-NQ/TW of the Politburo.

On the occasion of the Year of the Cat, the Prime Minister wished the officers and soldiers of the Internal Political Security Department and their families good health, happiness and success in the new year. The Prime Minister believes that the Internal Political Security Department will continue to uphold the glorious tradition of the heroic People's Security Force, successfully complete the assigned tasks, worthy of the trust and love of the Party and State leaders, the leaders of the Ministry of Public Security and the people.

* Do a good job in military rear area

Visiting and wishing the Armored Corps a Happy New Year, after listening to a report on combat readiness and preparations for Tet of the Corps and five units under the Corps via online form, Prime Minister Pham Minh Chinh praised the proactive, scientific and effective spirit of the entire Armored Corps.

The Head of Government reviewed and shared the process of establishment, development, hardships, sacrifices and glorious achievements of the Armored Force, Armored Corps of the Vietnam People's Army over the past 63 years.

The Prime Minister affirmed that the glorious feats, arduous training, ingenuity, creativity, solidarity, and collective achievements of the Armored Corps and the building of the glorious tradition of "Once in battle, we must win", have contributed to beautifying the image of "Uncle Ho's soldiers" of the heroic Vietnamese Army.

On behalf of the Party and State leaders, the Prime Minister commended the feats and achievements of the Armored Corps and the Armored Forces of the entire army. According to the Prime Minister, in the coming time, the world situation will continue to develop rapidly, complicatedly and unpredictably, posing heavier and more complicated tasks for the Army in general and the Armored Forces in particular.

To successfully complete its tasks and make greater contributions to the cause of national construction and defense, the Prime Minister requested the Corps to continue to thoroughly grasp and effectively implement the Resolution of the 13th National Party Congress, the Central Committee's specialized resolutions, and military and defense strategies and projects.

Along with that, the Armored Corps continues to adjust its organization and staffing according to Resolution 05-NQ/TW of the Politburo with a suitable roadmap and steps, aiming to build a "skillful, compact, and strong" Corps, in line with military art and existing weapons and equipment; improve training quality, meet mission requirements; be ready for combat; focus on building a clean and strong Party organization, building a contingent of cadres and Party members with steadfast political will, high qualifications and capacity; promote the implementation of the campaign "Promoting tradition, dedicating talent, worthy of being Uncle Ho's soldiers".

The Prime Minister requested the Corps to well implement the military rear policy and the policy for people with meritorious services; provide medical examination and treatment for policy beneficiaries and the poor, especially in remote, border and island areas; actively participate in movements to repay gratitude, eliminate hunger, reduce poverty, and overcome the consequences of natural disasters; especially during Tet so that everyone can enjoy the Spring and celebrate Tet.

In addition, the entire force focuses on studying new forms of warfare and combat methods to supplement and perfect military art, military theory, combat objects, and combat directions; strictly maintaining combat readiness, checking, adjusting, and supplementing combat plans at all levels; promptly and effectively handling situations, avoiding being passive and surprised.

The Prime Minister reminded the Corps to focus on improving the material and spiritual life of soldiers; ensuring good logistics and technical work for performing tasks; fully preparing material conditions and organizing for officers and soldiers to welcome Spring and Tet happily, warmly, safely and economically.

On the occasion of the New Year of the Cat 2023, Prime Minister Pham Minh Chinh wished the officers and soldiers of the Armored Corps and their families good health, happiness, and success; believed that the Armored Corps and the entire armored force would continue to unite, innovate, and uphold the qualities of "Uncle Ho's soldiers", excellently completing all assigned tasks; contributing to firmly protecting the sacred sovereignty of the Fatherland./.
