The seminar took place in person and online connection to the headquarters of the People's Committees of provinces and centrally-run cities, with the participation of more than 1,000 delegates representing enterprises, business associations, business households, cooperatives... to listen to contributions and recommendations on policies, tasks and solutions for private economic development in the coming time, thereby affirming the position and role of the private economy, contributing significantly to the rapid and sustainable development of the economy and society.

Establishment of the National Steering Committee to implement Resolution 68-NQ/TW of the Politburo
Opening the discussion, Minister and Head of the Government Office Tran Van Son announced Decision No. 1055/QD-TTg dated May 30, 2025 of the Prime Minister establishing the National Steering Committee to implement Resolution 68-NQ/TW of the Politburo.
Speaking at the opening of the seminar, Prime Minister Pham Minh Chinh said that immediately after the Politburo issued Resolution 68, the Government submitted to the National Assembly Resolution 198 on a number of special mechanisms and policies for private economic development; the Government issued a program and action plan of the Government to implement the Resolution.
The Prime Minister said that after the May 18 Conference on implementing Resolutions 66 and 68 of the Politburo, the Prime Minister discussed and answered some questions from some delegates, but many delegates still wanted to have more opinions. Therefore, the Prime Minister directed to organize a discussion with businesses and associations on implementing Resolution 68.
The Prime Minister stated that the Resolutions of the Politburo, the National Assembly, and the Government have been very synchronous and complete. The issue raised and the greatest wish is to organize and implement them well and effectively with the spirit of "thinking deeply and doing big", having the most effective way of doing things, making the best use of the capabilities of nearly 1 million enterprises and 5 million business households. Each person contributes, each household contributes, then the whole society will have great resources to "change the state, turn the situation around", and bring the country to develop quickly and sustainably.
The Prime Minister suggested clearly defining what the State must do, what local authorities must do, what businesses must do, what people must do to implement the Resolutions of the Politburo, the National Assembly, and the Government on private economic development; promoting solidarity and unity to work together, with the spirit of "The Party has directed, the Government is unified, the National Assembly agrees, the people support, the Fatherland expects, then only discuss and do, not discuss backing down".
Presenting a report on the development of the private economy, Deputy Minister of Finance Le Tan Can said: Resolution 68/NQ-TW sets out 8 groups of tasks and solutions demonstrating the spirit of innovation, breakthrough, and strong reform, ensuring adherence to 3 strategic breakthroughs (in institutions, human resources, infrastructure) and in the overall 4 important Resolutions of the Politburo that the General Secretary concluded as "The Four Pillars".
"Golden key" opens the door for businesses
Mr. Nguyen Van Than, Chairman of the Vietnam Association of Small and Medium Enterprises, commented that Resolution 68 of the Politburo on private economic development shows unprecedented breakthroughs in the concept and thinking of private economic development. The Resolution has set out specific and drastic goals, tasks and solutions, focusing on core issues to promote the rapid and sustainable development of the private economic sector.
Notably, less than two weeks – exactly 12 days – after the Politburo’s Resolution 68 was issued, the Government promptly issued Resolution 138 on a specific action plan. At the same time, the National Assembly also issued Resolution 198 on specific mechanisms and policies to promote private economic development. This is an unprecedented step forward, demonstrating the determination and synchronization of the Party and State in supporting and developing the private economic sector.
The current key task is to institutionalize the resolutions into specific mechanisms and policies that are highly feasible in practice, in order to create practical results that are in line with the established goals.
Speaking, Ms. Mai Kieu Lien, General Director of Vinamilk, said that the Resolution and policies of the Government are very clear. The problem is how we implement them? It all depends on people. The same goes for businesses, success or failure depends on people and the same goes for a country. If everyone agrees with the Government to implement correctly, sufficiently and as the Government's policies have been set out, all businesses will develop and that is a world trend.
Ms. Mai Kieu Lien suggested that in the process of implementing policies, if there are problems or difficulties, she hopes that ministries, branches, levels and the Government will handle and resolve them quickly.
Mr. Truong Gia Binh, Head of the Private Economic Development Research Board under the Administrative Procedure Reform Advisory Council, excitedly said: Some businessmen have compared the application of Decree 68-NQ/TW of the Politburo on private economic development to "a drought meeting a shower". Businesses believe that this "shower" is a new hope, an expectation of the "trust" of the Party, Government and State.
Enterprises hope that the Party, Government and State will always support and create the most favorable conditions for all enterprises to have the opportunity to develop and serve the economic development of the country.
Mr. Nguyen Quoc Hiep, Chairman of the Vietnam Association of Construction Contractors, said that Resolutions 66 and 68 of the Politburo are truly the "golden key" to open the door for businesses to overcome long-standing barriers in an inherently harsh business environment. It is a revolution in awareness of the role of private enterprises in the cause of building and developing the country's economy. However, from awareness to concrete action is a process that requires the participation of all levels of government.
Mr. Tran Dinh Long, Chairman of Hoa Phat Group, said: Resolution 68 is so wonderful. In the meeting of large enterprises 6 months ago, enterprises wished to propose like that and unexpectedly Resolution 68 was born even more open than that.
Mr. Long suggested that with Resolution 68 and then Resolution 198 of the National Assembly, the Government's decrees and circulars also need to be clearer and more specific.
In the Government's decrees or in the statements of Government officials, it must be stated very clearly and express a clear viewpoint: The prerequisite is to protect and develop domestic production. For example, the high-speed railway project is a once-in-a-lifetime opportunity. If we want to do it quickly, we can call for foreign bids. But if we want to protect the domestic railway industry, we must protect domestic production.
Mr. Tran Dinh Long proposed that all public investment projects, such as highways, must have a ratio of 70% domestically produced goods. That is a firm condition.
After Hoa Phat's statement, the Prime Minister said he agreed with the viewpoint on the requirement of experience for businesses and investors. In reality, there is a situation where investors are required to have experience in a certain field in order to participate.
The Prime Minister said that state management agencies must clearly distinguish between the conditions and standards of investors and those of contractors. Investors with money can invest in any field that is effective and profitable, so they do not need to have experience. For example, it is possible to stipulate that casino investors must have 2 billion USD to invest in casinos in Vietnam, but do not require them to have experience in this field. They can organize their business, hire experienced contractors, and hire someone to manage it is their business. This is the administrative procedure bottleneck that needs to be resolved.
Immediately after the speeches of representatives of enterprises and business associations, Minister of Agriculture and Environment Do Duc Duy responded to a number of recommendations from the business community, especially regarding access to land and production premises.
Minister of Finance Nguyen Van Thang pledged that with the responsibility of being the advisory body for the Government to implement Resolution 68 of the Politburo, the ministry will concretize the groups of solutions as well as the 3 strategic breakthroughs in this Resolution as soon as possible.
"See what businesses need and what problems they have and proactively resolve them"
In his concluding remarks, Prime Minister Pham Minh Chinh highly appreciated the delegates attending the seminar for their determination to implement the Resolutions of the Party and State into concrete, measurable products and results to report to the people in the spirit of doing what is said.
Regarding the responsibilities of the Government, ministries, branches, and local leaders, the Prime Minister clearly stated 7 groups of tasks and solutions.
Firstly, the Government, ministries, branches and localities must properly perform their role as creators, not getting caught up in specific matters. That is, building strategies, planning and plans; building institutions, mechanisms and policies to develop the private economy; designing tools for inspection and supervision, focusing on post-inspection instead of pre-inspection; evaluating and summarizing practices, drawing lessons, building theories; competing to reward and honor businesses and entrepreneurs with the view that the market is a battlefield and entrepreneurs are soldiers; at the same time, handling violations in a timely and rectifying manner, without affecting the honor of entrepreneurs and businesses. The Prime Minister clearly stated that he is ready to honor entrepreneurs as heroes and other titles if they are worthy of their contributions.
Second, the Government, ministries, branches and localities focus on better implementing the three strategic breakthroughs in institutions, infrastructure and human resources; promoting decentralization, decentralization, reducing administrative procedures, reducing time, reducing compliance costs, reducing efforts for people and businesses; developing infrastructure to create new development space, new urban, industrial and service areas, increasing land value, reducing input costs, increasing product competitiveness; training human resources to meet the human resource requirements of businesses when developing.
Third, the Government, ministries, sectors and localities must ensure the maintenance of independence, sovereignty, political stability, social order and safety, including cyber safety and security, so that businesses can develop quickly and sustainably. "We cannot develop quickly and sustainably in an unstable country, without ensuring order and safety, without independence and freedom," the Prime Minister stated.
Fourth, the Party, the State, and relevant responsible agencies must ensure equal access to capital, resources, land, human resources, law, freedom of business, equality, and property rights of enterprises.
Fifth, the Prime Minister requested regular meetings and discussions with businesses to find solutions to problems. The Government and the Prime Minister have been actively and proactively meeting with businesses in recent times. Since the beginning of 2025, they have met at least three times to discuss the development of Resolution 68, to remove difficulties and respond to new developments in policies. Proposing quarterly meetings, the Prime Minister requested ministries, branches and localities to do the same, to meet with businesses more regularly and periodically to remove difficulties and problems in the sectors under their management. Along with that, promoting the role of the National Legal Portal that has just been launched.
In particular, the Prime Minister requested that all requests, difficulties, and proposals from businesses must be resolved within 2 weeks. "Whether it is successful or not, we must speak up. We must notify as soon as it is resolved, not just internally. Keeping it quiet is not acceptable."

Sixth, with proposals, especially initiatives and issues requiring state management and law-making, ministries, branches and agencies must listen and fully accept them. If they do not accept them, they must explain.
Seventh, the State Bank and the Ministry of Finance, ministries and sectors closely related to business activities such as the Ministry of Construction, the Ministry of Agriculture and Environment, regularly review policies such as monetary policy, fiscal policy, materials policy, construction policy, etc.
"Businesses' recommendations must be resolved within two weeks, but we must also constantly innovate, see what businesses need and what problems they have, and proactively resolve them," said the Prime Minister.
Regarding the proposals at the seminar, leaders of several ministries and branches responded. The Prime Minister assigned the Government Office to synthesize and assigned ministries and branches to continue responding and answering businesses.
