Regarding the proposal to adjust the basic salary increase from January 1, 2026, according to a National Assembly delegate, this will contribute to ensuring the lives of salary earners and attracting and employing talented people to work in state agencies.
Speaking at the discussion on October 29, delegate Tran Quoc Tuan ( Vinh Long delegation) said that after nearly 4 months since officially implementing the 2-level local government model, our administrative apparatus has become "lighter" in terms of focal points, but "heavier" in terms of work. Officials and civil servants in many localities, especially at the grassroots level, have to work further, do more work, but their income has not improved.
Emphasizing that improving the lives of officials means improving the quality of the apparatus, delegates recommended that the National Assembly and the Government consider adjusting the basic salary increase from January 1, 2026, not waiting until mid-year like previous periods.

Delegate Nguyen Van Than (Hung Yen delegation) said that there should be mechanisms and policies to retain good cadres, civil servants, and public employees who are active workers in the State apparatus. In particular, salary policies should be given the first attention, because only when they have enough money to provide a stable family life can they focus on their work.
According to the delegates, the salaries of cadres, civil servants and public employees have increased but are not yet guaranteed. It is necessary to set the average monthly income of civil servants and public employees at 15 million VND or more.

Also on salary policy, some delegates recommended that the Government should soon develop a framework for job positions, salary policies, and salary tables for all those receiving State salaries, including allowances for positions, fields, localities, and specific characteristics, to avoid the current situation where each industry and each level has its own salary table and each specialized law has its own policy. At the same time, it must be public and transparent so that people know.
Responding to this issue, Prime Minister Pham Minh Chinh said he would consider, balance, and seek opinions from competent authorities, including the National Assembly, to increase salaries sooner.
