Also attending the groundbreaking ceremony were Comrade Bui Thi Minh Hoai, Politburo member, Secretary of the Hanoi Party Committee, Comrade Tran Sy Thanh, Party Central Committee member, Chairman of the Hanoi People's Committee; leaders of ministries, branches, central agencies and Hanoi City.
The Tu Lien Bridge project is an important project that has received special attention from Party and Government leaders, requiring early implementation, following the direction of General Secretary To Lam at the working session with the Standing Committee of the Hanoi Party Committee on November 27, 2025 and Resolution No. 77/NQ-CP of the regular Government meeting in March 2025 and the Government's online conference with localities.
The Tu Lien Bridge and the road construction project at both ends of the bridge consists of 4 component projects, with a total investment of about 19,830 billion VND. Of which, 3 component projects for site clearance have a total investment of about 4,332 billion VND, a total reclaimed area of about 62.53 hectares, and about 701 cases of land reclamation.
The Tu Lien Bridge and approach roads project is invested by the Hanoi Traffic Construction Investment Project Management Board with a total investment of about 15,498 billion VND. The construction contractor is a consortium of Pacific Construction Group (China), VinGroup and several other partners.

In which, the approach road to the bridge on Nghi Tam side is 48 m wide, on Dong Anh side is 60 m wide, the main Tu Lien cable-stayed bridge is 43 m wide (steel girder structure with main span of 500 m, tower pier 185 m high), cantilever bridge, steel bridge; 2 intersections with Nghi Tam road and intersection with Truong Sa road, underpass and technical infrastructure works, sidewalks, lighting, architectural lighting, trees...
Up to this point, the project implementation has achieved good results, ensuring the commencement of the project on the entire route, expected to be completed in 2027.
Tu Lien Bridge is one of 18 road bridges crossing the Red River under the Hanoi Capital Transport Development Plan to 2030 with a vision to 2050, with the goal of connecting traffic and socio-economic infrastructure between the two sides of the Red River of the Capital; contributing to the implementation of the growth target of over 8% in 2025, creating momentum for double-digit growth for the following years of the Capital in particular and the whole country in general.
This is the first bridge over the Red River to start construction in 2025 to create momentum for the continued construction of 6 major bridge projects such as Tran Hung Dao Bridge, Thuong Cat Bridge, Ngoc Hoi Bridge (Ring Road 3.5), Hong Ha Bridge, Me So Bridge (Ring Road 4), Van Phuc Bridge, etc.

The investment in completing the bridge will facilitate the connection of Hanoi City Center with the northern and northeastern areas of the Red River, Thai Nguyen Province, connecting with the National Exhibition and Fair Center and the route from Gia Binh Airport to Hanoi City Center, contributing to the socio-economic development of Hanoi City and the Capital Region.
Tu Lien Bridge project with two-plane cable-stayed architectural design, large main span length and tower height, cross-cable diagram on one plane will create an architectural highlight, after completion in 2027 will be one of the symbolic bridge projects of Hanoi City.
According to Chairman of Hanoi People's Committee Tran Sy Thanh, immediately following the direction of the Party and State leaders, Hanoi has focused on implementing synchronous tasks with many creative, flexible and appropriate solutions such as issuing investment project implementation plans with specific and detailed timelines; organizing weekly meetings; issuing a "green lane" priority mechanism to immediately process documents within 24 hours of receiving the documents; deciding to apply the form of contractor selection in special cases for consulting packages exceeding the designated bidding limit (applying Decree No. 17/2025/ND-CP dated February 6, 2025 of the Government)...
Thanks to that, after only 5 months from the direction of the Party and State leaders, the project has completed the preparation work, meeting all the required conditions to start construction, while similar projects in the past took many years.

Speaking at the event, Prime Minister Pham Minh Chinh expressed his joy at attending the groundbreaking ceremony in an atmosphere where the whole country is excitedly competing to celebrate the 135th birthday of the great President Ho Chi Minh (May 19, 1890 - May 19, 2025), preparing to celebrate the 80th anniversary of the August Revolution and National Day September 2, continuing the success of a series of groundbreaking and inauguration events of key national projects and major works on the occasion of the 50th anniversary of the Liberation of the South and National Reunification (April 30, 1975 - April 30, 2025).
This event also contributes to affirming the strong transformation, rapid and sustainable development, promoting the role of economic locomotive for the whole country of Hanoi, a thousand-year-old culture, hero, Capital of conscience, human dignity, City for peace.
However, in the development process, Hanoi also faces many difficulties and challenges, in which the two immediate issues that need to be focused on are traffic infrastructure and environmental pollution, with appropriate and feasible steps and roadmaps, choosing key points and focal points to allocate resources for implementation.
The Prime Minister emphasized that the Tu Lien bridge project will contribute to solving Hanoi's traffic problems, connecting areas of Hanoi, connecting regions, and connecting internationally through Noi Bai and Gia Binh airports.

Along with that, it contributes to promoting Hanoi's economic growth from 8% this year as the set target, creating new development space, increasing land value, developing the economy, especially services, tourism, culture, entertainment in the area north of the Red River...
The Prime Minister highly appreciated Hanoi City and relevant agencies for working day and night, making efforts to complete a huge amount of work as committed, such as approving investment policies, preparing investment, designing, selecting contractors, and clearing land.
Believing that Hanoi will increasingly gain more experience and promote responsibility to implement upcoming major transport infrastructure projects, the Prime Minister requested that Hanoi Party Committees and authorities at all levels continue to promote the spirit of initiative, creativity, and positivity in project implementation, mobilizing the entire political system to participate in order to soon complete site clearance for the project, pay attention to people's lives, and ensure that new housing is better than the old one.
The Prime Minister requested the Project Management Board to promote the highest responsibility, and contractors to make efforts to shorten the project construction time to 24 months, while improving quality, avoiding capital increase, ensuring technical, aesthetic, safety, environmental sanitation, and avoiding negativity, corruption, and waste, on the basis of applying the most advanced and modern technologies and machinery.
In particular, the Prime Minister wishes the bridge to be an architectural highlight, creating a beautiful landscape, worthy of and honoring Hanoi, a thousand-year-old culture, heroism, the Capital of conscience, human dignity, and the City for Peace.
The Prime Minister requested contractors to cooperate closely, increase the use of local human resources and materials, and increase the transfer of modern technology; consulting units to promote responsibility, closely follow the project to perform their tasks.
Ministries, branches and central agencies join Hanoi in urgently handling arising issues; if there is anything necessary or if there is any problem, promptly report to the Prime Minister.
The Prime Minister respectfully thanked the people in the affected areas who were willing to give up their land, move their houses and residences to make room for this important project; called on people to continue supporting the project in the spirit of harmonizing the interests of the State, people and businesses, as well as in implementing other projects, contributing to creating a combined strength to build the capital and the country to become increasingly rich, civilized, prosperous, and the people to become increasingly prosperous and happy.
