The dispatch stated that from the night of October 28 until now, in the Central and Central Highlands regions, there has been prolonged heavy rain, especially in Ha Tinh , with total rainfall in some places exceeding 500 mm; in many places, there have been deep floods, landslides, traffic disruptions, and dam failures, greatly affecting people's production and daily life, and there have been a number of cases of loss of life.

Heavy rain on the morning of October 30 caused landslides at many points on the North-South railway line through Ha Tinh.

The Prime Minister sent his condolences to the families of the victims and shared the difficulties and losses of the Party Committee, government and people in the flood-affected areas.

The National Center for Hydro-Meteorological Forecasting predicts that in the coming days, the Central and Central Highlands regions will continue to have moderate to heavy rain, and in some places very heavy rain, while the soil in some areas is saturated or nearly saturated with water, with a high risk of landslides on steep slopes and deep flooding in low-lying areas, along rivers and streams, and in urban areas.

The Prime Minister requested to continue focusing on directing and implementing flood response work to ensure people's safety.

In particular, the Chairman of the People's Committee of provinces and cities organizes the review and evacuation of households in dangerous areas, especially households in areas where landslides, flash floods, and deep flooding have occurred or are at high risk of occurring, to safe places; has plans to support temporary accommodation, food, and necessities for people who have to evacuate, ensuring a stable life for the people.

At the same time, arrange forces to guard and control people and vehicles passing through culverts, spillways, deeply flooded areas, areas with strong currents, landslides or areas at risk of landslides, and resolutely not allow people and vehicles to pass through if safety is not ensured; proactively direct the work of ensuring safety for students in flooded areas.

Localities proactively deploy work to ensure the safety of dykes and dams according to the alarm level, especially key works under construction, to minimize damage; proactively arrange forces and means in key areas to promptly organize support for people to evacuate and rescue when situations arise...

The Prime Minister also requested each ministry to carry out its duties according to its functions. In particular, the Ministry of Education and Training coordinates with localities to direct the work of ensuring safety for teachers, students, facilities, equipment, tools and learning materials in areas affected by floods.

The Ministry of Transport coordinates with localities to direct, guide traffic and ensure traffic safety in flood-affected areas, promptly handle incidents, ensure smooth traffic, especially on the North-South railway and main traffic routes...
