At the meeting, the Government Standing Committee and delegates gave their opinions on reports and submissions on the socio-economic situation; allocation and disbursement of public investment capital; and implementation of national target programs in July and the first 7 months of 2025.

According to reports and opinions at the meeting, in July, the world situation continued to face many difficulties and challenges; many new developments emerged.
Domestically, with the spirit of effort, determination, steadfastness towards the goal, flexibility, courage, and resoluteness in implementing work, being ready for scenarios and proactively responding to the situation, the Government and the Prime Minister have resolutely directed ministries, branches, and localities to focus on implementing work, concretizing resolutions, conclusions, and directives of the Party Central Committee, the Politburo, the Secretariat, laws, and resolutions of the National Assembly; implementing 3 strategic breakthroughs, 4 pillar resolutions, promoting new growth drivers; handling obstacles in the legal system and focusing on quickly and thoroughly resolving issues arising in the initial stage of operating 2-level local governments, ensuring smoothness, continuity, and efficiency.

The Prime Minister chaired an online conference between the Government and localities, determining the growth target for 2025 from 8.3-8.5% and assigning growth targets to each ministry, sector, locality, and state-owned enterprise.
Thanks to that, the socio-economic situation continues to maintain a positive trend, each month is better than the previous month, achieving many important results with many bright spots, gaining trust and high appreciation from the international community, people and businesses, creating a premise to strive to achieve the annual growth target of 8.3-8.5%.

The economy continued to grow, the macro economy was basically stable, inflation was under control, major balances were ensured, many important targets and indicators were better than the previous month and the same period last year. Notably, new orders increased again, the Purchasing Managers' Index (PMI) in July reached 52.4 points, the first month above 50 points since the beginning of the second quarter.

The fields of culture, society and social security continue to be focused. Organize well the activities of gratitude and care for people with workers to celebrate the 78th anniversary of War Invalids and Martyrs Day (July 27, 1947 - February 27, 2025). Quickly overcome the consequences of natural disasters; The Prime Minister has directed the timely allocation of 250 billion VND to support Son La, Dien Bien and Nghe An provinces, the Ministry of Finance has provided 100 tons of rice to support Dien Bien province. The whole country has supported the elimination of over 264,500 temporary and dilapidated houses, reaching 95.3% of the plan, completing the goal of housing support for people with meritorious services before July 27, 2025.

National defense, security, social order and safety are maintained; the fight against, prevention and suppression of smuggling, trade fraud, intellectual property violations... continue to be promoted.
However, both immediate and long-term difficulties and challenges remain enormous; requiring all levels, sectors and localities to be more proactive, resolute and closely follow up to complete the assigned tasks.

Concluding the meeting, Prime Minister Pham Minh Chinh analyzed and emphasized some more contents on assessing the situation, direction, management, and policy response in July and the past time; outstanding socio-economic results, limitations and shortcomings; lessons learned; and forecasting the situation in the coming time.
Requiring continued flexible and effective adaptation to the situation, without being subjective, negligent or panicky, the Prime Minister also emphasized key tasks and solutions, breakthroughs in various fields to renew traditional growth drivers, promote new growth drivers; diversify markets, products and supply chains; effectively implement the four "four pillars" resolutions of the Politburo; remove difficult projects...

At the same time, well organize activities to celebrate the 80th anniversary of the August Revolution and National Day September 2, groundbreaking and inauguration ceremonies of major works and projects, the Exhibition "80 Years of the Journey of Independence - Freedom - Happiness"; prepare for the new school year; develop and implement projects to prevent and respond to landslides, subsidence, drought and flooding in the Northern mountainous region and the Mekong Delta...
The Prime Minister requested the Ministry of Finance and the Government Office to absorb the opinions at the meeting, and ministries and agencies to continue to contribute comments to complete the report and draft Resolution of the regular Government meeting in July 2025 to ensure 6 clarity: clear people, clear work, clear time, clear responsibility, clear products, clear authority.
