On the afternoon of January 16 (local time), in Davos, Switzerland, Prime Minister Pham Minh Chinh attended and delivered a speech as the keynote speaker at the Policy Dialogue Session "Vietnam: Shaping a Global Vision" within the framework of the World Economic Forum (WEF) Davos 2024.

This is one of eight dialogue sessions with heads of state and government organized by WEF, demonstrating the interest and positive assessment of WEF and its members for the role, international position, achievements, vision and development prospects of Vietnam.

The dialogue session is held in an open format, interacting directly with a world-leading international commentator and broadcast on multiple online media platforms.

The Prime Minister's policy dialogue session was proposed by WEF and identified as a highlight session at the conference, with the direct participation of Professor Klaus Schwab, Founder and Chairman of WEF, 100 leaders, representatives of countries, international organizations, corporations and businesses that are members of WEF. Famous commentator on international relations Thomas Friedman, New York Times Magazine, author of the book The World is Flat, was the moderator of the dialogue session.

Professor Schwab assessed that Vietnam is not only a star in the East Asian region but is also in the process of transforming into a country with economic influence on the world level. He highly appreciated and believed in the increasing role of Vietnam, saying that Vietnam has truly become one of the pioneering countries in developing a green and smart economy.

Mr. Thomas Friedman said that Vietnam is a typical example of reform and development, internationally recognized as a model of rapid and sustainable economic development. As a moderator, he expressed his desire to hear about Vietnam's experience, development orientation and contribution to solving global issues.

Speaking at the dialogue, the Prime Minister affirmed a number of Vietnam's consistent orientations and viewpoints in the process of national construction and development.

Responding to commentator Thomas Friedman's question about Vietnam's viewpoint on balancing relations with major countries, the Prime Minister emphasized that Vietnam is one of the countries that has suffered the most damage since World War II, continuously affected by war, siege, and embargo.

However, Vietnam has "put the past behind, overcome differences, promote similarities, and look to the future" to turn enemies into friends.

The Prime Minister affirmed that the visit to Vietnam by General Secretary and President of China Xi Jinping and US President Joe Biden demonstrates the strong political trust between Vietnam and the two partners, demonstrating Vietnam's independent and self-reliant foreign policy for peace, cooperation, development and prosperity, multilateralization and diversification.

Some of Vietnam's priority areas in the coming time include: digital transformation, science and technology, artificial intelligence, green transformation... and identify this as both an objective requirement and trend and a strategic choice.

The Prime Minister's messages received high appreciation from delegates attending the dialogue session, including many leaders of the world's leading corporations.

In the semiconductor field, the Prime Minister shared Vietnam's efforts in developing strategic infrastructure, especially information infrastructure, and is planning to train 50-100 thousand engineers in the semiconductor field in the near future.

Regarding artificial intelligence, the Prime Minister assessed that every issue has two sides, saying that Vietnam will actively exploit the advantages and limit the negative aspects of AI, starting with building a national database, in parallel with perfecting investment attraction policies and enhancing and improving the effectiveness of human resource training.

In cooperation with enterprises, the Vietnamese Government will continue to improve and develop three strategic breakthroughs in institutions, infrastructure, and human resources; create the most favorable conditions for foreign enterprises to cooperate in business, on the basis of maximizing the trust, hope, and determination of both sides and wishing that enterprises link production and consumption with research and training.

No country can develop if it still keeps the old mindset.

Previously, Prime Minister Pham Minh Chinh also attended and spoke at the Vietnam National Strategy Dialogue and the World Economic Forum (WEF) with the theme: "New development horizons: Promoting transformation, opening up new growth drivers in Vietnam".

Attending the Dialogue were WEF Asia-Pacific Regional Director Joo-Ok Lee and about 60 leaders of global corporations that are WEF members. Partners were interested in learning about Vietnam's policies in emerging areas such as green transformation, renewable energy development, rare earth mining, semiconductor industry development, carbon credit market, and implementation of Power Plan 8.

The Prime Minister affirmed that transforming, searching for and creating new growth drivers is an objective and inevitable trend in today's world; no country or economy, if it still maintains the old mindset and relies only on traditional growth drivers, can develop quickly and sustainably.

Vietnam is promoting transformation, including economic transformation, renewing old growth drivers (investment, export, consumption) and promoting new growth drivers; digital transformation, green transformation, developing circular economy, sharing economy, knowledge economy; transformation of mechanisms, policies, building strategic infrastructure for transformation; transformation of human resources.

WEF identified Vietnam as one of the countries that the business community is most interested in at this conference.

The Prime Minister asked the WEF and its members to continue cooperating with Vietnam; called on investors to join Vietnam in increasing investment in priority areas such as innovation, high technology, including semiconductor technology and artificial intelligence. Vietnam always accompanies and cooperates with investors in the spirit of mutual win-win, mutual benefit, harmonious benefits, and shared risks.
