Implementing the Resolution of the 13th National Party Congress and the Conclusion of the Politburo, recently, the Government and the Prime Minister have directed and organized many meetings with ministries, branches and Ho Chi Minh City and Da Nang to deploy the development of the Project of an International Financial Center in Vietnam to submit to competent authorities.

Most recently, on May 6, the Central Party Office issued a document announcing the Politburo's direction on building an international financial center in Vietnam.

Concluding the meeting, Prime Minister Pham Minh Chinh emphasized that the construction of an international financial center in Vietnam is extremely necessary and must be resolutely implemented according to the Resolution of the 13th National Party Congress and the direction of the Politburo to serve the country's rapid and sustainable development.
The Prime Minister stated that the goal is to succeed and to succeed, there must be a difference, a special mechanism to attract capital to develop the country quickly and sustainably, at the same time investors also make a profit, both sides benefit and win.

The Prime Minister requested that a new report and submission be prepared for the Politburo, which must include, explain, and update new content that the Politburo and relevant agencies have commented on.
Relevant units complete the draft Conclusion of the Politburo, the draft Resolution of the National Assembly to submit immediately at the ongoing 9th Session, the Government's action program on building an international financial center in Vietnam, with a spirit of high determination, great effort, drastic action, ensuring clear assignment of people, clear work, clear time, clear products, clear responsibilities, clear authority; in which it is proposed to assign the Government to specify in detail the issues that are still fluctuating, the contents that still have many different opinions.
Reports, submissions, draft conclusions and resolutions must clarify Vietnam's advantages; assess positive impacts, challenges and risks, and have solutions to overcome risks; propose a strategy to build an international financial center in Vietnam with its own path, promoting comparative advantages; key and priority areas; propose breakthrough and outstanding policies in the direction of manageable institutions and policy mechanisms, ensuring the maintenance of independence and sovereignty, but must be open, with modern and smooth infrastructure and smart human resources.

The project must clearly define the strategy for attracting foreign capital, including both traditional and new sectors, both direct and indirect, both public and private sectors, both real and virtual environments.
The Prime Minister stated that the construction of an international financial center is to attract resources, serve rapid and sustainable development, based on science and technology, innovation; serve the implementation of 3 strategic breakthroughs; green development, digital economy, circular economy; promote 3 traditional growth drivers and new growth drivers; serve startups, innovation. Therefore, there must be a system of breakthrough, outstanding policies, attracting and convincing investors in the Middle East, China, ASEAN, the United States, and Europe to participate in the international financial center in Vietnam.

The project needs to determine the investment capital source for the Financial Center; plan the location and area for developing the center's infrastructure; plan the personnel, management and operation apparatus of the center, etc.
Prime Minister Pham Minh Chinh assigned Permanent Deputy Prime Minister Nguyen Hoa Binh to preside over and direct ministries, branches and localities to review the work, complete reports, submissions, draft conclusions, resolutions and action programs of the Politburo, National Assembly and Government on the International Financial Center in Vietnam to ensure progress and quality.
