The dispatch stated: The preparation and organization of this year's High School Graduation Exam takes place in the context of the arrangement of two-level local governments; more than 22 million children and students are preparing to end the school year and are about to have summer vacation.
All levels, sectors and localities have focused on implementing the Party and State's educational and training policies and guidelines and achieved many positive results; however, there are still limitations and shortcomings; including the local surplus and shortage of teachers in some localities, with about 60,000 assigned positions yet to be recruited while there is still a shortage of more than 120,000 teachers at all levels of public preschool and general education; there are still unsafe situations, accidents and drowning for children and students.

Create an environment for students to have healthy fun; practice life skills, participate in foreign language, cultural, artistic, sports and physical development activities.
To ensure that the 2025 High School Graduation Exam (hereinafter referred to as the Exam) takes place safely, seriously, concisely, and effectively; to ensure that there are enough teachers for teaching from the 2025-2026 school year and that children and students can have fun and exercise in a healthy, safe, and beneficial way during the summer vacation, the Prime Minister requests:
1. Regarding preparation and organization of the 2025 High School Graduation Exam
a) Chairman of People's Committees of provinces and centrally-run cities:
- Take full responsibility for the Exam in the area, ensuring that the organization of the Exam is not affected by the arrangement of the apparatus. Strictly implement the direction of the Prime Minister in Official Dispatch No. 58/CD-TTg dated May 8, 2025 and Directive No. 37/CT-TTg dated October 7, 2024 on the direction and coordination of the organization of the Exam to ensure quality, safety, seriousness, efficiency, reduce pressure, and create favorable conditions for students.
- Focus on preparing carefully and fully all conditions, having a specific plan and method to organize the Exam to ensure 6 things are clear: "clear people, clear work, clear responsibility, clear authority, clear time, clear results"; strengthen the inspection of all stages and steps, especially the stage of assigning responsibilities to relevant agencies, organizations and individuals responsible throughout the preparation and organization of the Exam.
b) The Ministry of Education and Training shall strengthen inspection of the preparation and organization of the Exam in relation to ensuring that human resources and conditions for organizing the Exam are adequate, thorough, and in accordance with regulations. Promptly handle, resolve, and recommend competent authorities to handle any problems that arise beyond their authority during the preparation and organization of the Exam.
c) Relevant ministries and agencies shall proactively develop detailed and specific plans and solutions for coordinating the organization of the Exam to ensure consistency and smoothness from the central to local levels in all cases; strictly implement the direction of the Prime Minister in Official Dispatch No. 58/CD-TTg dated May 8, 2025 on strengthening the organization of the Exam.
d) Propose that the Central Executive Committee of the Ho Chi Minh Communist Youth Union closely coordinate with the Ministry of Education and Training to direct, provide specific guidance, and organize exam support activities to support candidates, candidates' families, and ensure order and safety during the exam.
d) All levels, sectors, and mass organizations shall direct and closely coordinate with the Education sector to support and create the most favorable conditions for candidates, families, and educational institutions in organizing the Exam.
e) General education institutions and parents should pay attention to, guide and support students in reviewing and systematizing knowledge to create the most favorable conditions for students in terms of knowledge, capacity, physical and mental health so that they can have a comfortable and confident mindset to enter the exam and achieve the highest results.
2. Regarding ensuring the staffing and staff of preschool and general education teachers
a) Ministry of Education and Training:
- Coordinate with the Ministry of Home Affairs to review, urge and inspect the recruitment of teachers in localities to ensure that all assigned positions are recruited; continue to review and propose to competent authorities to supplement the missing preschool and general education teacher positions compared to the prescribed norms of the education sector.
- Research and find appropriate and effective solutions to overcome the shortage of teachers, ensuring 2 sessions of teaching per day; do not let the arrangement and organization of the apparatus lead to a shortage of teachers, affecting students' learning.
b) The Ministry of Home Affairs inspects and urges localities to recruit teachers according to assigned staffing levels, overcome the surplus and shortage of teachers in educational institutions, and ensure the principle of "where there are students, there must be teachers in the classroom" but must be suitable to local realities and effective in arrangement.
c) People's Committees of provinces and centrally-run cities focus on implementing:
- Proactively review, arrange, and regulate preschool and general education teachers among educational institutions in the area to overcome the local surplus and shortage of teachers; increase the number of seconded teachers, inter-school and inter-level teaching.
- Have synchronous and effective solutions to recruit the right and sufficient teachers according to the number of positions assigned by competent authorities, not allowing the situation of having positions but not recruiting; sign teaching contracts to promptly supplement the number of missing teachers according to regulations; consider and prioritize recruitment and signing contracts according to authority for teachers who have had time to perform teaching contracts at educational institutions if they meet professional requirements and are in accordance with regulations; during the implementation process, if there are issues beyond authority, proactively report and propose to competent authorities.
- Continue to develop and improve the quality of the teaching staff to meet the needs of implementing the new preschool and general education program. Research mechanisms and policies to attract teachers to work and stay long-term in the locality.
3. About summer vacation in 2025 for children and students
a) The Ministry of Education and Training directs and guides localities and educational institutions to implement management and education measures and strengthen coordination between schools and families to create conditions for children and students to have fun, participate in cultural and artistic activities, physical training, and life skills training during the summer; manage children and students to prevent accidents, injuries, and drowning.
b) People's Committees of provinces and centrally-run cities:
- Direct and guide relevant agencies and organizations, closely coordinate with the Youth Union and mass organizations to create an environment for children to have healthy entertainment; practice life skills, participate in foreign language, cultural, artistic, sports and physical development activities.
- Mobilize and encourage artists, artisans, athletes, and experts to organize cultural, artistic, and sports activities, develop talents; create a suitable environment for learning and using foreign languages in the community, healthy recreational and entertainment activities, attract children, students, and university students to participate, contribute to educating ethics, lifestyle, behavioral culture, life skills, and improve the effectiveness of comprehensive education.
- Propaganda and education to raise awareness and consciousness so that children know and comply with regulations on preventing and combating accidents, injuries, and drowning, especially in places with potential risks of unsafety and drowning. Clarify the responsibilities of agencies, departments, branches, schools and families in ensuring children's safety during the summer vacation.
- Increase investment in facilities to organize clubs so that students can participate in physical activities, sports; practice life skills, foreign languages, arts, and organize swimming lessons in educational institutions.
c) Propose that the Central Committee of the Ho Chi Minh Communist Youth Union and the Central Council of the Young Pioneers proactively propose and coordinate the implementation of propaganda and education on culture, arts, physical education, sports, life skills, prevention of drowning accidents and injuries, and safe swimming instruction for children and students in schools and in residential communities.
4. Assign Deputy Prime Minister Le Thanh Long to direct, urge, inspect and handle difficulties according to the authority of the tasks.
5. The Government Office, according to its assigned functions and tasks, shall monitor and urge the implementation of this Official Dispatch, promptly coordinate closely with the Ministry of Education and Training to report to the Prime Minister on arising issues that exceed its authority as prescribed.
