Within the framework of the State visit to Kazakhstan, Azerbaijan, Belarus and the official visit to the Russian Federation by General Secretary To Lam, Deputy Minister of Education and Training Nguyen Van Phuc had a bilateral working session with the leaders of the Ministry of Science and Education of the Republic of Azerbaijan, the Ministry of Science and Higher Education of the Russian Federation, the Ministry of Education of the Republic of Belarus, and signed an Agreement on the establishment and operation of the Pushkin Center with the Minister of Science and Higher Education of the Russian Federation.

Deputy Minister Nguyen Van Phuc, Minister of Science and Technology of Vietnam Nguyen Manh Hung, President of the Vietnam Academy of Social Sciences Phan Chi Hieu had a working session with Minister of Science and Higher Education of the Russian Federation, Mr. Valeryi Falkov and Deputy Minister of Science and Higher Education of the Russian Federation, Mr. Konstantin Mogilevskyi.
Education and training is an important pillar in the comprehensive strategic partnership between Vietnam and the Russian Federation. At the meeting, Deputy Minister Nguyen Van Phuc and leaders of the Ministry of Science and Higher Education of the Russian Federation were pleased to affirm that the cooperation in the field of education and training between Vietnam and the Russian Federation is increasingly developing.

In 2025, there were nearly 1,500 candidates applying for scholarships under the Agreement with the Russian Federation in the fields of science and technology, social sciences and humanities, economics, culture and arts, and new technology.
The three networks of Vietnamese-Russian universities in engineering, information technology and economics are expanding and developing strongly. The two sides agreed to organize the 3rd Vietnam-Russia University Rectors' Forum in Hanoi in early 2026.
At the working session, Deputy Minister Nguyen Van Phuc and Minister Valeryi Falkov, on behalf of the Government of Vietnam and the Government of the Russian Federation, signed the Agreement between the Government of Vietnam and the Government of the Russian Federation on the establishment and operation of the AXPuskin Russian Language Center.

Deputy Minister Nguyen Van Phuc signed the Agreement on the establishment and operation of the Pushkin Center with Minister Valeryi Falkov.
This important document was then officially handed over in the presence of General Secretary To Lam and President of the Russian Federation Vladimir Putin at the Kremlin on May 10, 2025.
This Agreement will further strengthen and develop the strategic cooperation in the field of education and training between Vietnam and the Russian Federation, and serve as an important legal basis to promote the dissemination and promotion of Russian language and culture, promote the development of research, teaching and learning of Russian language and literature in Vietnam, contribute to people-to-people diplomacy, and strengthen the friendship between the two countries.
At the working session with Deputy Minister of Science and Education of the Republic of Azerbaijan, Mr. Gasan Gasaly, Deputy Minister Nguyen Van Phuc happily affirmed that the good traditional friendship between Vietnam and Azerbaijan is still maintained and strengthened.
Deputy Minister Gasan Gasaly affirmed that although the two countries are very far apart, education will be the bridge that brings the two sides closer together. Azerbaijan wishes to cooperate in education and training with Vietnam, a country that is developing strongly in all fields such as economics, artificial intelligence, technology, medicine,... and not just focusing on the oil and gas sector.
The two Deputy Ministers agreed to soon sign a cooperation agreement in the field of education and training to continue training human resources under the Agreement, especially promoting direct cooperation between educational institutions of the two countries in fields of interest and strength for both sides.
- On May 12, Deputy Minister Nguyen Van Phuc is expected to continue bilateral work with the Deputy Minister of Education of the Republic of Belarus to discuss educational cooperation activities between the two countries, agree on the content of the Protocol on training cooperation for early signing, creating favorable conditions for sending and receiving citizens of the two countries to study.
