Prime Minister Pham Minh Chinh: No one should have to live in temporary or dilapidated houses.

On the morning of May 11, Prime Minister Pham Minh Chinh, Head of the Central Steering Committee for the Elimination of Temporary and Dilapidated Houses Nationwide (Steering Committee) chaired the fourth meeting.

Attending the meeting were Politburo members, Deputy Heads of the Steering Committee: Permanent Deputy Prime Minister Nguyen Hoa Binh, Secretary of the Party Central Committee - Chairman of the Central Committee of the Vietnam Fatherland Front Do Van Chien.

The conference was held directly at the Government headquarters, connecting online to the headquarters of the People's Committees of 63 provinces and cities.

15 localities no longer have temporary or dilapidated houses

Reporting at the meeting, Minister of Ethnic Minorities and Religions Dao Ngoc Dung said that as of May 7, there were 15 localities nationwide that no longer had temporary or dilapidated houses. Specifically, 6 localities reported that there were no longer temporary or dilapidated houses since the beginning of the Program, including: Hanoi, Hai Phong, Quang Ninh, Vinh Phuc, Ho Chi Minh City and Ba Ria - Vung Tau.

Four localities (Bac Ninh, Can Tho, Khanh Hoa and Tay Ninh) have completed the elimination of temporary and dilapidated houses for all three groups of subjects: People with revolutionary contributions, households under the two national target programs and households under programs launched by the State.

To basically complete the goal of eliminating temporary and dilapidated houses nationwide before October 31, 2025, more than 61,800 houses need to be urgently built. Of these, about 24,800 houses are for people with revolutionary contributions; 27,000 houses belong to the two National Target Programs and more than 10,000 houses belong to the Program to eliminate temporary and dilapidated houses.

To ensure progress, localities focus on drastic direction; 18 provinces and cities committed to completing in September and October 2025 must speed up progress, because these are localities with a large volume of work, while still facing many difficulties in terms of resources as well as implementation organization.

Minister Dao Ngoc Dung proposed a number of solutions, in which localities need to urgently submit to competent authorities to allocate funds to support the construction of houses for people with revolutionary contributions and relatives of martyrs for early implementation.

At the meeting, localities exchanged and discussed the results of the Program implementation; clarified difficulties and problems such as procedures and implementation processes; methods of allocating support funds; land allocation; human resources issues, material transportation, etc.

Localities also proposed and recommended solutions to difficulties and shared lessons learned in leadership and management.

About 364 houses must be completed each day.

Speaking at the meeting, Prime Minister Pham Minh Chinh said that the elimination of temporary and dilapidated houses nationwide is a humane and meaningful task, which is being actively implemented with the spirit and motto of "whoever has something helps, whoever has merit helps merit, whoever has property helps property, whoever has a lot helps a lot, whoever has little helps a little".

At the third meeting on March 10, the Steering Committee agreed on the direction, implementation methods and assigned specific tasks to members, ministries, agencies and localities with the spirit of "Only discussing, not backtracking; determined to basically complete the goal of eliminating temporary and dilapidated houses nationwide by October 31, 2025".

To date, central and local agencies have completed 18/27 tasks and are implementing 9/27 tasks. Since its launch, the country has eliminated nearly 209,000 houses, reaching about 77%. Since the third meeting, nearly 87,000 houses have been started and inaugurated, an average increase of 26 houses/locality/day.

Prime Minister Pham Minh Chinh emphasized that from now until October 31, 2025, there are still about 61,800 temporary and dilapidated houses, with an average of 364 houses to be completed each day nationwide; on average, each locality must complete 8 houses/day.

The goal of the Steering Committee's 2025 Work Program is to basically complete the goal of eliminating temporary and dilapidated houses nationwide by October 31, 2025, including 3 programs: Housing support for people with revolutionary contributions and martyrs' relatives; housing support according to national target programs; eliminating temporary and dilapidated houses for poor and near-poor households (in addition to the above 2 support groups).

In that spirit, Prime Minister Pham Minh Chinh requested all levels, sectors and localities to make greater efforts, greater determination, more drastic, more effective, more focused and more important actions to successfully implement the goals of the Program. In particular, localities must implement with the motto "no one must live in temporary or dilapidated houses".

“In the immediate future, localities and units are required to focus on completing the elimination of temporary and dilapidated houses for martyrs’ relatives and families before July 27 and families with revolutionary contributions before September 2,” the Prime Minister requested.

Prime Minister Pham Minh Chinh emphasized the need to mobilize social resources to the maximum, the participation of socio-political organizations, and promote the exemplary role of leaders of localities and units in implementing the program.

Prime Minister Pham Minh Chinh also requested localities and units to continue to closely follow, be proactive, resolute and immediately handle difficulties and obstacles within their authority. At the same time, strengthen information and propaganda work, create motivation and inspiration for cadres, civil servants, public employees, agencies, organizations, businesses and people to raise awareness, create consensus and promote the combined strength of the whole society in implementing the elimination of temporary and dilapidated houses nationwide.

Assigning tasks to each relevant ministry and sector in the coming time, Prime Minister Pham Minh Chinh also requested localities and units to summarize the Program to eliminate temporary and dilapidated houses nationwide, thereby promptly rewarding collectives and individuals with outstanding achievements in implementing the emulation movement "Joining hands to eliminate temporary and dilapidated houses nationwide in 2025".
