Prime Minister requests completion of Tan Son Nhat Airport's T3 Passenger Terminal before April 30, 2025
The T3 passenger terminal project at Tan Son Nhat Airport has a total investment of VND10,986 billion, including three main items: passenger terminal, high-rise parking garage combined with non-aviation services, and overpass system in front of the terminal.

This is one of the contents mentioned in Notice No. 70/TB – VPCP announcing the conclusion of Prime Minister Pham Minh Chinh during his working trip to inspect and work on the implementation of key projects and works in the transport sector from February 12 to 13, 2024.
Specifically, for the T3 Passenger Terminal Project of Tan Son Nhat International Airport, the Prime Minister commended the investor, Vietnam Airports Corporation - ACV, for its efforts to implement the project on schedule. However, the need to put the project into operation early is urgent to reduce the load on Terminal T1.
Therefore, the Prime Minister directed ACV to strive to shorten the progress, complete and put the project into operation before April 30, 2025, to celebrate the 50th anniversary of the complete liberation of the South and national reunification (April 30, 1975).
To ensure the progress, quality, technical aesthetics of the project, and effective exploitation of the project, the Prime Minister requested: ACV urgently review and study the connection plan between the 3 terminals at Tan Son Nhat Airport to ensure convenience, quick flow, and no local congestion.
ACV was also assigned to direct contractors and related units to focus on rebuilding detailed progress and building overall progress with a "critical" path according to the new target for the project completion time.
To create momentum and motivation at the construction site, ACV is considering launching an emulation movement by April 30, 2025, the anniversary of the complete liberation of the South and national reunification, including appropriate forms of encouragement, rewards, and training for agencies, units, officers, engineers, workers, and laborers.
During the implementation of the Project, the investor needs to further study and improve the architectural design, creating aesthetic highlights for the station; increase lighting, trees, create landscapes, environmental sanitation, ensure architectural harmony of the project; always pay attention to ensuring labor safety throughout the construction site, at all times, absolutely not allowing labor safety incidents to occur.
“The selection of units to operate services at the station must be carried out in accordance with regulations, ensuring fairness, publicity and transparency,” the Prime Minister reminded ACV leaders.
Also in Notice No. 70, the Prime Minister requested the Ministry of National Defense to study the plan to relocate the command center of Air Division 370 to transfer the space to civil aviation to facilitate traffic, landscape of Terminal T3 area and effectively exploit Tan Son Nhat International Airport; at the same time, develop operational solutions to meet the task of ensuring security and national defense, and report to the Prime Minister in April 2024.
The Ministry of Construction is assigned to direct the Standing Agency of the State Inspection Council on construction works acceptance and relevant agencies to conduct inspection, supervision, acceptance, closely follow progress and control quality.
The Ministry of Transport and the State Capital Management Committee at Enterprises closely monitor and regularly inspect the progress and quality of the project according to the assigned functions and tasks as state management agencies and the governing body and owner of ACV.
In addition, the Prime Minister also noted that the Ministry of Finance, the Ministry of Public Security, ACV and relevant agencies should promptly and synchronously deploy items inside the terminal: security, tariffs, digital transformation, etc. for synchronous and effective exploitation. The Ho Chi Minh City People's Committee directed agencies and units to urgently deploy and soon complete the traffic route connecting T3 terminal in 2024 to serve the operation and exploitation of T3 terminal.

In which, Package No. 12 - construction and installation of passenger terminal equipment, worth more than 9,000 billion VND, started on August 31, 2023; construction is expected to take place within 20 months.
The T3 passenger terminal project has a scale of 1 basement and 4 floors above ground, with a total floor area of 112,500 m2. After completion, the T3 passenger terminal will be a domestic passenger terminal with a capacity of 20 million passengers/year, serving 7,000 passengers during peak hours, and handling all types of aircraft. Thereby, contributing to fundamentally solving the congestion situation at Tan Son Nhat International Airport.
