Prime Minister Pham Minh Chinh signed Official Dispatch No. 147/CD-TTg (dated August 25, 2025) on focusing on overcoming the consequences of storm No. 5 and responding to floods after the storm.
Telegrams sent to Secretaries and Chairmen of People's Committees of Thanh Hoa, Nghe An, Ha Tinh , Quang Tri and Ninh Binh provinces; Ministers, Heads of ministerial-level agencies, Government agencies; Office of the National Civil Defense Steering Committee.
Storm circulation continues to cause heavy rain
The dispatch stated that on the evening of August 25, the eye of storm No. 5 made landfall in Nghe An-Ha Tinh, causing strong winds of level 10, gusting to level 15.
In Thanh Hoa and Quang Tri, there were also strong winds of level 6-7, gusting to level 8. The storm caused heavy rain in the provinces of Ninh Binh, Thanh Hoa, Nghe An, Quang Tri, Hung Yen with common rainfall of 200-300mm. In Ha Tinh alone, there was very heavy rain with total rainfall in 24 hours (from 7pm on August 24) in many places exceeding 300-400mm, especially at some stations of Song Rac lake, Thuong Tuy lake, Ky Lam (Ha Tinh province) the rainfall measured 500-600mm...
According to preliminary information, the storm has blown off roofs of houses, public works, educational facilities; trees and electric poles have fallen; widespread power outages (Ha Tinh 60/69 wards and communes have lost power)...
According to the National Center for Hydro-Meteorological Forecasting, the circulation of storm No. 5 will continue to cause heavy rain until the end of August 26 in the mountainous areas, midlands and deltas of the North. In particular, the provinces of Ninh Binh, Thanh Hoa, Nghe An, and Ha Tinh will have heavy to very heavy rain with common rainfall of 100-200mm, locally over 400mm in some places, especially with a very high risk of deep flooding, flash floods, landslides, especially in the provinces of Thanh Hoa, Nghe An, and Ha Tinh.
Responding to floods after storms, ensuring people's safety
Following the Official Dispatches No. 141/CD-TTg dated August 22, No. 143/CD-TTg dated August 23, No. 146/CD-TTg dated August 25, to quickly overcome the consequences of storm No. 5, focus on responding to post-storm floods, and ensure the safety of people's lives, the Prime Minister requested the Ministers, Heads of ministerial-level agencies, Government agencies; Secretaries and Chairmen of the People's Committees of Thanh Hoa, Nghe An, Ha Tinh, Quang Tri provinces and localities affected by the storm, according to their functions, tasks and authority, to continue to lead, direct, mobilize forces, means and resources to resolutely implement the work of responding to post-storm floods, and quickly overcome the consequences of storm No. 5 to quickly stabilize the people's situation.
The Prime Minister requested the Secretaries and Chairmen of the People's Committees of Thanh Hoa, Nghe An, Ha Tinh, and Quang Tri provinces to direct local authorities to decide and have plans to support people in evacuation areas to return home in areas that have been deemed safe.
The Chairmen of the People's Committees of Thanh Hoa, Nghe An, Ha Tinh and Quang Tri provinces continue to direct the focus on responding to post-storm floods, thoroughly evacuating and relocating residents in dangerous areas, especially those that are often deeply flooded during heavy rains and floods, areas at risk of flash floods, landslides, and areas with fast-flowing water along rivers and streams; at the same time, support to ensure essential needs for people in the evacuation areas, especially for poor and disadvantaged households, to prevent people from lacking food, foodstuffs and drinking water.
Propagate and advise people to limit travel when there is heavy rain and flood; arrange forces to block, guide and support people to participate in traffic safely, do not let people move through if safety is not ensured, especially through overflows, areas with deep flooding, fast-flowing water, landslides or areas at risk of landslides.
Assign leaders to directly direct flood response work in key areas, especially villages and hamlets at risk of being isolated due to floods and landslides; review and deploy backup plans for power supply and telecommunications signals, ensuring smooth communication from villages and hamlets to all levels, without information interruption.

The Chairmen of the People's Committees of Thanh Hoa, Nghe An, Ha Tinh, and Quang Tri provinces direct the safe operation of irrigation dams, hydroelectric dams, and dykes, and must proactively have response plans to ensure the safety of residents in the event of the worst-case scenario (floods exceeding design levels), and not be caught off guard. Localities are ready with forces, vehicles, and equipment in key and vulnerable areas (to each village and hamlet) to deploy rescue operations in case of bad situations.
Urgently overcome the consequences of storm No. 5
The Chairmen of the People's Committees of Thanh Hoa, Nghe An, Ha Tinh, and Quang Tri provinces directed the review, statistics, and preliminary assessment of damage and proactively mobilized military, police, and youth forces... to urgently overcome the consequences of storm No. 5, focusing on supporting people to repair damaged or blown-off houses, and providing temporary accommodation for households that lost their homes due to storm No. 5 according to regulations, so that people do not have no place to live.
Immediately repair schools and medical facilities that have had their roofs blown off or were damaged by storms, and complete the repair by August 2025 to ensure that students can return to school in time for the new school year and ensure medical examination and treatment for people.
Localities urgently handle obstacles and clean roads to ensure traffic activities return to normal soon after the storm.
The Chairman of the People's Committee of localities directed service providers to promptly fix and restore power supply, telecommunications signals, and domestic water to ensure people's daily life and production and business activities; salvage and repair sunken boats, restore damaged aquatic and agricultural production to soon stabilize people's lives.
The Ministers of the Ministries of National Defense and Public Security direct Military Region IV and units stationed in the area to deploy necessary forces, means, and equipment, ready to support people in responding to and quickly overcoming the consequences of storms and floods when requested by the locality.
The Minister of Industry and Trade directed the Vietnam Electricity Group and relevant units to focus on implementing measures to ensure the safety of hydroelectric dams; promptly fix the power grid system damaged by storms and floods, striving to complete it in August to ensure early restoration of power supply for people's daily life and production.

The Minister of Science and Technology directed and urged telecommunications service providers (VNPT, Viettel) to focus on immediately repairing the telecommunications system damaged by storm No. 5, restoring telecommunications signals, and having solutions to ensure telecommunications signal supply in areas at risk of heavy rain and floods, serving the direction of natural disaster response and people's daily life, production and business.
The Minister of Agriculture and Environment continues to direct forecasting, providing full, timely and accurate information on flood developments; coordinate with localities and the Ministry of Industry and Trade to direct the work of ensuring the safety of dikes and dams.
The Minister of Education and Training directed and supported localities in implementing safety measures, promptly repairing educational facilities damaged by storms, proactively developing plans to support teaching equipment, textbooks and school supplies, ensuring learning conditions for students right from the beginning of the new school year.
The Minister of Health directed the implementation of the work of protecting medical facilities and performing well the medical examination and treatment work in localities affected by storm No. 5, not to interrupt the emergency work and treatment of patients, ensuring the supply of sufficient essential medicines for the people, promptly supplementing the stock of reserve medicines, chemicals, and supplies to proactively prevent and combat natural disasters according to regulations; directing the organization of environmental sanitation, disease prevention, ensuring clean water and food safety after floods.
The Minister of Construction proactively directed and supported localities to quickly repair traffic routes damaged by landslides caused by storms and floods, ensuring safe and smooth traffic, especially on main traffic routes.
The General Director of Vietnam News Agency, Vietnam Television, and Voice of Vietnam continued to report on the developments of floods and rains, instructions from authorities, and provide guidance on coping skills for floods, flash floods, and landslides to reduce damage.
The Chief of Office of the National Civil Defense Steering Committee coordinates with the competent authorities of the Ministry of Agriculture and Environment to monitor the situation, promptly and proactively coordinate and mobilize forces and means to support localities in responding to floods and storms, and report to the Prime Minister and competent authorities as prescribed.
The Prime Minister assigned Deputy Prime Minister Tran Hong Ha to continue directing ministries, branches and localities to respond to floods and overcome the consequences of storm No. 5.
The Government Office monitors and urges ministries, branches and localities to seriously implement this Official Dispatch; promptly reports to the Prime Minister and Deputy Prime Minister in charge on urgent and arising issues.
