Accordingly, the disbursement of public investment capital nationwide in the first 4 months of the year was over 128.5 trillion VND, 18 trillion VND higher than the same period in 2024. However, 8 trillion VND has not been allocated for expenditure. The disbursement result in the first 4 months reached 15.56%. Of which, 37/47 ministries, agencies and 27/63 provinces and cities have a public investment disbursement rate below the national average.

According to the People's Committee of Tien Giang province, the province's public investment plan for 2025 is over VND 7,002 billion; of which, the local budget balance is over VND 4,138 billion, the central budget is over VND 2,863 billion. On April 29, the People's Council of Tien Giang province issued Resolution No. 14 on adjusting the public investment plan for 2025 with a total capital of VND 7,858 billion.

Of which, local budget capital is more than 4,994 billion VND and central budget capital is more than 2,863 billion VND. The Provincial People's Committee has also allocated 100% of the plan in detail. As of May 20, the total disbursement value of Tien Giang's 2025 public investment plan is more than 1,790 billion VND, reaching 25.6% of the plan at the beginning of the year.

At the conference, ministries, sectors and localities reported on the results of public investment disbursement in the first months of the year. At the same time, they pointed out difficulties and obstacles in the implementation process; and proposed that the Government remove difficulties to speed up the progress of public investment disbursement.

Concluding the conference, Prime Minister Pham Minh Chinh said that the bright spot in our country's public investment work in the first months of the year was the very strong leadership, direction and management, with focus and key points; there was inspection, urging and supervision; and continued focus on perfecting the institutions on public investment.

The Government has issued many resolutions and telegrams related to urging public investment. Public investment contents are included in the working programs of the Government Standing Committee, the Government, ministries and branches; promoting the role of the Government's working groups in urging public investment.

The Prime Minister commended 10 ministries, branches and 36 localities (including Tien Giang province) with high rates of public investment disbursement; commended the working spirit of cadres and workers at construction sites, especially during holidays and Tet; and thanked the people for their consensus in handing over basically good sites. In addition, issues such as: Site clearance, technical standards, ODA capital disbursement, supply of raw materials, etc. emerged.

Prime Minister Pham Minh Chinh requested that localities that are assigned a lot of capital must make efforts, lead and direct in a concentrated manner to accelerate the disbursement of public investment capital. The progress of some key projects assigned to localities is still slow and more efforts are needed.

The Prime Minister requested to complete the disbursement of 100% of the assigned capital plan in 2025. Because public investment will contribute to promoting growth, creating jobs and livelihoods for people, especially in disadvantaged areas; creating new development space; reducing logistics costs, increasing the competitiveness of goods; solving difficulties of ministries, branches and localities.

Ministries, branches and localities, based on their functions, tasks, powers and specific conditions, shall lead and closely direct; urge, inspect, handle and remove obstacles at units and construction sites promptly, flexibly and effectively. Ministries, branches and localities shall flexibly and creatively apply resolutions of the Politburo, the National Assembly and the Government in disbursing public investment capital; including the construction of a database on land and environment, and the evaluation of contractors, consulting and monitoring units, etc.

Leaders must enhance their sense of responsibility, seriously implement the instructions of superiors; organize implementation, lead, direct, inspect, and urge; enhance the role of Party secretaries and authorities at all levels. The Prime Minister requested that leadership and direction must be focused, with high determination, great effort, drastic action, doing each task properly, completing each task; having a focus, key points, and not spreading investment.

In the work of site clearance, projects that require site clearance must be handled separately by ministries, branches and localities. The entire government system must participate in the implementation of site clearance work; the Provincial Party Secretary must participate resolutely, with the spirit of creatively and flexibly applying Party regulations and State laws to suit the local situation.

Regarding raw materials, the Ministry of Agriculture and Environment will guide localities; localities will creatively apply regulations. Regarding technical standards and unit prices, relevant ministries and branches must complete before June 15.

Regarding planning, the Government will organize a working session to discuss and resolve the planning issues; however, sectoral, ministerial and sectoral planning issues must be resolved. Investment preparation work must be done better, especially medium-term public investment…
