Farmers' Association, Agriculture sector and Provincial Cooperative Union signed a cooperation agreement to develop collective economy and cooperatives in the coming time. |
Over the past 5 years, the Farmers' Association, the Agriculture sector and the Cooperative Union have actively advised on programs and policies to support the development of collective economy and cooperatives. Accordingly, the inter-sectoral sector has actively coordinated with departments, branches, sectors and localities in advising and proposing to the Provincial Party Committee, the Provincial People's Committee, and the Vietnam Fatherland Front to widely disseminate and effectively implement programs, plans and resolutions on collective economy and cooperatives development of the Central and the province. The Provincial Cooperative Union has coordinated to organize 163 classes to disseminate policies and laws on collective economy and cooperatives with 8,325 participants. The classes have innovated both in content and form towards practicality, effectiveness and suitability for each target group.
The inter-sectoral sector also implemented programs to support the development of collective economy and cooperatives. Accordingly, the inter-sectoral sector coordinated with departments, branches, socio-political organizations, and local authorities to directly disseminate information to founders and farmers participating in the establishment of cooperatives. In 5 years, 116 cooperatives have been established. By the end of 2024, the whole province has 275 cooperatives and people's credit funds.
In the period of 2019 - 2024, the Agriculture sector and the Provincial Cooperative Union organized 44 training courses with many practical topics such as: Digital transformation, tax, trade promotion, tax, management and operation skills, building production and business plans, negotiation skills, contract signing, auditing and control skills... with 1,688 participants.
These classes not only expand knowledge, but also build practical skills, promote competitiveness and adaptability of cooperatives to the current digital transformation trend. In collaboration with the Southern Vocational College and Cooperative Cadre Training Center, the Cooperative Accounting Intermediate Course was organized for 21 students.
The Department of Agriculture coordinates with the Provincial Cooperative Union and departments, branches and localities to appraise documents, inspect and supervise the use of young workers by cooperatives. In the period of 2018 - 2020, it will support the cost of paying salaries for 9 young workers to work for 9 cooperatives with a support cost of more than 606 million VND; in the period of 2023 - 2024, it will support the cost of paying salaries for 61 young workers to work at 41 cooperatives with a cost of more than 4,908 billion VND.
According to the general assessment, in the period of 2019 - 2024, the coordination between the Farmers' Association, the Agriculture sector and the Provincial Cooperative Union has created important achievements in promoting collective economy and cooperatives. Close coordination between the three agencies has ensured that KTTT support policies are effectively implemented. Cooperatives have easier access to preferential capital sources, land, technology, infrastructure support, trade promotion, etc. Thereby, helping cooperatives solve basic difficulties and expand their scale of operations. The coordination between the three sectors has created great strides in the development of the collective economy. This is a testament to the importance of cross-sectoral cooperation in promoting the efficiency of cooperative operations and improving people's quality of life. |
The provincial Cooperative Union coordinates with provincial departments, branches and sectors to build and innovate the content and form of the information and data system to propagate and support the collective economy and cooperatives in the province. In particular, focusing on developing the website http://lmhtx.tiengiang.gov.vn/ to update documents, news, and introduce new cooperative models for dissemination and replication.
At the same time, build the "Tien Giang Province Cooperative Management System" at https://tthtx.tiengiang.gov.vn to digitally transform cooperative management, helping to provide information about cooperatives quickly and effectively.
In the period of 2019 - 2024, the Provincial Cooperative Union coordinated with the sectors to introduce more than 100 cooperatives to cooperate with enterprises in supplying and consuming products; organized 5 delegations for cooperatives to attend the Trade Promotion Fair for the Economic Zone, Cooperatives in the North, Central - Central Highlands, and the South for 38 cooperatives.
The Department of Agriculture coordinates with the Provincial Cooperative Union, departments, branches and localities in implementing, appraising application documents and submitting for approval the list of infrastructure investment support for cooperatives. In the period of 2019 - 2020, the province supported 42 projects for 35 cooperatives, with a total implementation cost of 32 billion VND; in the period of 2023 - 2024, it supported 10 cooperatives, with a state budget support of 10.72 billion VND. The projects have been handed over, accepted and put into use, bringing positive results in the production and business activities of cooperatives.
In addition, it also coordinates with the State Bank to remove difficulties in credit and loans for cooperatives... At the same time, it guides cooperatives to develop plans to borrow capital from the Cooperative Development Support Fund of the Provincial Development Investment Fund and the Vietnam Cooperative Development Support Fund. Up to now, 10 cooperatives are borrowing capital from the Development Investment Fund with 17 projects. The total loan capital is 21,949 billion VND, the total outstanding loan is 8,446 billion VND. The Vietnam Cooperative Development Support Fund has lent 2 cooperatives with an amount of 2,446 billion VND.
To support cooperatives in developing production and business, the Provincial Cooperative Union has coordinated with departments, branches and localities to guide and create favorable conditions for cooperatives to rent land to build offices. Up to now, the province has 84 agricultural cooperatives that have been leased land by the locality, but without collecting fees, with an area of 316 hectares. Of which, 19 cooperatives have the right to use land with an area of 290.8 hectares for production, construction of offices, warehouses, and product processing and preservation facilities; 52 cooperatives rent land from individuals with a total area of 3 hectares.
In addition, to help cooperatives improve product quality and develop sustainably, the Provincial Cooperative Union has coordinated to guide and support 121 agricultural cooperatives to achieve certification according to VietGAP and GlobalGAP standards.
At the same time, the Provincial People's Committee advised and issued Plan 372 on the implementation of linkage in production and consumption of agricultural products in Tien Giang province for the period 2021 - 2025. Currently, there are 19 projects and 33 linkage plans approved, with a total implementation cost of VND 248.07 billion; of which the state budget support capital is VND 31.935 billion.
Promoting the achieved results, the Provincial Cooperative Union will coordinate with the sectors to continue to strengthen coordination activities to fully promote the role and strengths, enhance the responsibilities of the sectors; thoroughly grasp and well implement the viewpoints, policies, guidelines of the Party, policies and laws of the State on continuing to innovate, develop and improve the efficiency of collective economy and cooperatives.
One of the important orientations is to effectively implement support programs and policies to encourage the development of collective economy and cooperatives; build and develop cooperative economic models and cooperatives according to value chains, contributing significantly to the implementation of the National Target Program on new rural construction associated with restructuring the province's agricultural sector towards sustainable and effective development.
Accordingly, the interdisciplinary team will focus on raising awareness of the nature, position, role and importance of the market economy in the socialist-oriented market economy. At the same time, continue to advise on perfecting mechanisms and policies to encourage and support the development of the market economy. One of the important contents is to innovate and improve the quality and efficiency of the operations of market economy organizations; improve the effectiveness and efficiency of state management of the market economy...
