Prime Minister requests to launch emulation campaign to learn from the example of martyr Nguyen Dang Khai

The Prime Minister requested the organization to launch an emulation movement to learn from the brave example of martyr Nguyen Dang Khai in the fight against crime; to create a widespread and spirited atmosphere to attack and suppress crime.

Prime Minister Pham Minh Chinh has just issued Official Dispatch No. 45/CD-TTg on the case of drug traffickers attacking law enforcement officers in Quang Ninh province.

The telegram sent to: Ministers, Heads of ministerial-level agencies, Government agencies; Chairmen of People's Committees of provinces and centrally-run cities stated: On April 18, 2025, the Prime Minister received a report from the Ministry of Public Security on the Quang Ninh Provincial Police's fight against a special project to destroy an illegal drug trafficking ring; during the pursuit, the subjects acted rashly, using military weapons to fight back against the police force, causing the death of Major Nguyen Dang Khai, an officer of the Drug Crime Investigation Police Department, Quang Ninh Provincial Police.

On April 18, the police arrested all suspects involved in the case.

The death of Major Nguyen Dang Khai is a great loss to his family, the Quang Ninh Provincial Police and the entire People's Police force.

On behalf of the Government, Prime Minister Pham Minh Chinh sent condolences and regards to the family of martyr Major Nguyen Dang Khai, the Quang Ninh Provincial Police and the entire People's Police force; shared the difficulties and hardships; acknowledged the efforts of the entire People's Police force in the fight against crime, maintaining a peaceful and happy life for the people.

The Ministry of Public Security coordinated with the People's Committee of Quang Ninh province and relevant ministries and agencies to visit, encourage, share the pain and loss, and take timely measures to provide material and spiritual support to the relatives and family of comrade Nguyen Dang Khai; and best implement policies for cadres and families of cadres who died while on duty.

Timely have forms of rewards according to authority and recommend, propose competent authorities to reward appropriately for collectives and individuals participating in solving cases.

In the coming time, the situation of crime and drug abuse will continue to develop complicatedly with many methods and tricks constantly changing, becoming more sophisticated and dangerous.

The subjects are ready to use military weapons to fight back against the authorities when discovered and arrested.

To effectively implement Conclusion No. 132-KL/TW dated March 18, 2025 of the Politburo on continuing to strengthen and improve the effectiveness of drug prevention, control and combat, the Prime Minister requested the Ministry of Public Security to direct professional units to coordinate with the Quang Ninh Provincial Police to urgently organize investigations, coordinate prosecution and trial of cases for general deterrence and prevention.

Conduct preliminary and final reviews and assessments of plans and strategies to combat and capture especially dangerous drug criminals and those using weapons; ensure absolute safety of life, property, rights and legitimate interests of organizations and individuals, and minimize damage to people and property in the process of combating and capturing drug criminals.

The organization launched an emulation movement to learn from the brave example of martyr Nguyen Dang Khai in the fight against crime, creating a widespread atmosphere to attack and suppress crime.

Continue to focus on building the People's Public Security force in general, and the Anti-Drug Police force in particular, to be truly clean, strong, disciplined, elite, modern, worthy of being a solid support, a "peaceful fulcrum" for the happy life of the people.

Ministers, Heads of ministerial-level agencies, Government agencies, Chairmen of People's Committees of provinces and centrally run cities, according to their assigned functions and tasks, shall direct the drastic implementation of tasks and solutions in Conclusion No. 132-KL/TW dated March 18, 2025 of the Politburo on continuing to strengthen and improve the effectiveness of drug prevention, control and combat work and Resolution No. 93/NQ-CP dated April 16, 2025 of the Government promulgating the plan to implement Conclusion No. 132-KL/TW./.
