
Attending the program were Russian Ambassador to Vietnam Gennady Stepanovich Bezdetko, representatives of city departments, agencies and businesses from both sides.
In his opening speech, Vice Chairman of the Hanoi People's Committee Nguyen Manh Quyen expressed his pleasure to welcome the high-ranking delegation from Tatarstan to visit and attend the meeting. The Vice Chairman of the City People's Committee emphasized that the friendly relations between Vietnam and Russia have been nurtured by many generations of leaders and people of the two countries through many historical periods, becoming a valuable asset of the two nations.
Although economic and trade cooperation between Vietnam and Russia has not yet reached the expected level, 2024 has witnessed a strong recovery. Bilateral trade turnover reached 4.58 billion USD, up 26% over the same period in 2023. The Vice Chairman of the Hanoi People's Committee commented that there is still a lot of room to promote bilateral trade cooperation, in which businesses and local authorities play an important role.
Currently, Hanoi has established regular cooperative and exchange relations with Moscow and Saint Petersburg. Regarding investment, Hanoi has so far attracted about 153.7 million USD in foreign direct investment (FDI) from Russia. Of these, 61 projects are still in effect with a total investment capital of 76.25 million USD; 12 projects increased capital with a total registered capital of 27.2 million USD and 57 capital contributions with a capital contribution of 50.21 million USD. In the first 2 months of 2025 alone, there were 2 capital contributions from Russian investors to Vietnamese enterprises with a total registered capital of 0.17 million USD.
Vice Chairman of the Hanoi People's Committee Nguyen Manh Quyen affirmed that Hanoi always welcomes foreign investors as well as Tatarstan enterprises to invest and do business long-term in the city based on the potential and strengths of each side. The Vice Chairman of the Hanoi People's Committee believes that cultural and tourism cooperation between the Republic of Tatarstan and Vietnam in general, and Hanoi in particular, will continue to develop strongly.
Mr. Rustam Minnikhanov, head of the Republic of Tatarstan, highly appreciated the potential for cooperation between the two localities; at the same time, he affirmed that Tatarstan is one of the most developed economic regions of the Russian Federation, with a high level of industrialization with key industries such as Kamaz truck production, chemicals, civil aircraft and helicopters, food, textiles, wood products production, etc. These are all areas that Vietnamese enterprises, especially Hanoi enterprises, can learn about and cooperate in investing.
In the opposite direction, Tatarstan enterprises also wish to export to Vietnam products related to petrochemicals, trucks and tourism cooperation.
Mr. Rustam Minnikhanov also hopes to have a direct flight to facilitate long-term and more favorable cooperation.
During this visit, the Tatarstan delegation had the participation of many businesses operating in the fields of information technology, healthcare, transportation and industry... These are also the sectors that Hanoi is in need of cooperation with to improve production capacity and apply advanced technology.
Within the framework of the event, many businesses exchanged, learned information and promoted cooperation. Representatives from Hanoi and Tatarstan presented the potential for cooperation in the fields of high technology, processing industry, health and trade, transportation, tourism, as well as discussed bilateral cooperation opportunities.
Speaking at the program, Russian Ambassador to Vietnam Gennady Bezdetko affirmed that the Russian Embassy in Vietnam will continue to play a bridging role to strengthen cooperation between Hanoi and Tatarstan.
The Russian Ambassador highly appreciated the efforts of both sides in organizing this event, hoping that businesses of the two localities will realize cooperation opportunities into specific projects.
