Promote scientific research in the medical field

Scientific research (SRC) is one of the seven tasks of hospitals, playing a key role in improving the quality of medical examination and treatment, towards evidence-based medicine and comprehensive medical care.

Although hospitals in the province carry out many scientific research projects every year, the number of provincial-level scientific and technological projects in the medical field is very modest, due to many "bottlenecks".

Many shortcomings

Deputy Head of the Scientific Research Training Department, Thong Nhat General Hospital, Master Tran Nhu My said that the hospital has a team of highly qualified human resources, especially specialized doctors, who are capable of detecting problems and forming valuable scientific research ideas with high applicability. However, the implementation of provincial-level scientific research topics in this field faces many difficulties.

That is a complicated administrative procedure. From the time of proposing the idea, explaining the topic, going through the professional council, reviewing at the departments and offices of the Department of Health and then submitting to the Department of Science and Technology often takes several months. The overlap in the decentralization of authority between departments and branches causes the progress of the topic to be delayed.

In addition, the large volume of required documents and excessive details are major barriers for research groups that are not specialized in scientific administration, especially for clinicians who have little time for this work. Lack of effective online registration support tools; unclear response and approval time for scientific and technological tasks, reducing the motivation of medical staff to participate in research. The process of disbursing funds is slow, through many intermediaries and requires complicated payment procedures; lack of real incentive policies; lack of preferential treatment for medical staff participating in scientific and technological research... are also major obstacles in the process of implementing provincial-level scientific and technological topics.

According to Nguyen Trong Nghia, Deputy Director of Dong Nai Children's Hospital, not only doctors, but also the hospital's nursing and technical staff actively participate in scientific research. In the period 2020-2025, this force has carried out 56 scientific research topics with high applicability in patient health care.

However, the difficulty in scientific research for nurses is that many nurses have not been properly trained in scientific research methods; the large workload, lack of financial support, lack of attention and support from leaders also reduce the motivation for scientific research of the nursing team.

Deputy Director of Dong Nai General Hospital, Specialist II Doctor Dinh Cao Minh shared that from 2022-2024, the hospital has 33 scientific research topics reported domestically and internationally. There are 3 scientific articles published in international journals, reported at international conferences related to vascular intervention. In addition, there are 30 scientific articles published in domestic journals...

"Although the hospital's staff, doctors, and nurses have carried out many highly applicable scientific research projects, the hospital has not registered any provincial-level projects because there are many barriers," Dr. Minh emphasized.

Deputy Director of Dong Nai General Hospital DINH CAO MINH hopes: “Authorities need to set out clear criteria on novelty and applicability so that hospitals can rely on them to ensure implementation. Thereby, not only serving scientific research but also improving the quality of medical examination and treatment, and health care for the people”.

For sustainable scientific research with real results

To remove the “bottlenecks” in implementing provincial-level scientific research topics in the health sector, Master Tran Nhu My recommends that the Department of Science and Technology and related units need to streamline forms and evaluation criteria, apply an online registration system to save time and reduce administrative pressure for research groups. At the same time, there should be a flexible funding review mechanism, prioritizing topics with potential for practical application at the provincial and general hospital levels.

It is necessary to develop a reward policy, add emulation points, consider promotion, or recognize research results as part of the criteria for evaluating professional staff, thereby motivating doctors to actively participate in research.

Dr. Nguyen Trong Nghia also suggested that it is necessary to organize specialized training courses and develop continuous training programs to update new knowledge and skills for nurses, meeting the practical needs of patient care. In addition, it is necessary to ensure financial resources for research topics, fully equip research equipment and materials; include scientific research in the criteria for evaluating the capacity and promotion of research participants; and ensure the rights of staff participating in scientific research.

Deputy Director of the Department of Science and Technology Nguyen Thi Thuy Linh emphasized that, based on Resolution No. 57-NQ/TW of the Politburo on breakthroughs in science and technology development, innovation and national digital transformation, the Department of Science and Technology prioritizes highly applicable science and technology tasks, focusing on urgent issues of the health sector such as: remote medical examination and treatment, digital transformation in health management, epidemiological research, models of treatment of non-communicable diseases, community mental health, etc.

“The Department will allocate a large budget for the health and education sectors to focus on doing what is most beneficial for the people. We request that units boldly research, propose, and register to implement provincial-level scientific research topics in the health sector for implementation. The Department of Science and Technology and the Department of Health commit to accompany units so that scientific research work can develop further, contributing to helping Dong Nai grow with the country,” Ms. Thuy Linh emphasized.
