Pursuant to Resolution No. 66/NQ-CP dated March 26, 2025 of the Government on the Program to reduce and simplify administrative procedures (TTHC) related to production and business activities in 2025 and 2026 (hereinafter referred to as Resolution No. 66/NQ-CP), on April 15, 2025, the Provincial People's Committee issued Plan No. 911/KH-UBND on implementing Resolution No. 66/NQ-CP to reduce and simplify administrative procedures related to production and business activities in 2025 and 2026.
Accordingly, the implementation of Resolution No. 66/NQ-CP closely follows the tasks, contents, and deadlines under the direction of the Government, the Prime Minister , and related programs and plans of the Provincial People's Committee and the Chairman of the Provincial People's Committee. The implementation is synchronous, unified, focused, and key, in accordance with practical conditions, and promotes a proactive and positive spirit in organizing the implementation of assigned tasks in this Plan, ensuring the completion of the set tasks and goals.
Closely combine the reduction and simplification of administrative procedures with the application of science and technology, digital transformation, and the arrangement and streamlining of the organizational apparatus.
Goal for 2025: Immediately reduce and simplify administrative procedures related to production and business activities, ensuring the abolition of at least 30% of unnecessary business conditions; reduce at least 30% of processing time of administrative procedures, and 30% of administrative procedure compliance costs. 100% of administrative procedures related to enterprises are performed online, smoothly, seamlessly, effectively, ensuring transparency, and minimizing paperwork.
100% of administrative procedures are performed regardless of administrative boundaries within the province. Complete the implementation of 100% of the plan on decentralization of authority to handle administrative procedures approved in Decision No. 1015/QD-TTg dated August 30, 2022 of the Prime Minister.
100% of internal administrative procedures between state administrative agencies and within each state administrative agency are reviewed, reduced, simplified in procedures, processing time, implementation costs, and revised and improved to be consistent with the implementation of streamlining and reorganizing the apparatus, while ensuring smoothness and efficiency.
Goal by 2026: Reduce and simplify 100% of unnecessary or conflicting, overlapping or general, non-specific or unclear investment and business conditions; abolish 100% of investment and business conditions of industries and professions not included in the list of conditional investment and business sectors and professions of the Investment Law.
Cut 50% of the time to handle administrative procedures, 50% of the cost of complying with administrative procedures compared to 2024; 100% of administrative procedures prescribed in technical regulations and mandatory standards must be published, reviewed, reduced, and simplified; 100% of business reporting regimes are performed electronically.
100% of internal administrative procedures in each state administrative agency are internally managed in the electronic environment.
100% of information, papers, and documents in administrative procedures related to production and business activities are provided only once to state administrative agencies. 100% of eligible administrative procedures are performed online throughout the process.
Departments, branches, sectors, People's Committees of districts, towns and cities, based on the tasks assigned in the Plan, shall research, deploy and organize implementation at agencies, units and localities under their management, and complete them on schedule; identify this as a key task for 2025 - 2026. Heads of agencies and units shall be responsible to the Provincial People's Committee and the Chairman of the Provincial People's Committee for the implementation results. Promptly complete the focal point staff for controlling administrative procedures and One-stop-shop Departments at all levels of agencies and units.
The Department of Justice shall preside over and strictly control the issuance of regulations, administrative procedures, and business conditions during the process of appraising policies and drafting legal documents under the authority of the Provincial People's Council and Provincial People's Committee as prescribed. Coordinate and submit to the Chairman of the Provincial People's Committee to assign an agency to preside over the drafting of documents to implement the plan to reduce and simplify administrative procedures (in cases where the competent authority allows the application of one document to amend many documents regulating the fields of many departments, branches, and sectors).
The Office of the Provincial People's Committee regularly monitors, guides, urges, and inspects agencies and units in implementing this Plan; at the same time, synthesizes and advises the Chairman of the Provincial People's Committee to report on the situation and results of implementation periodically (integrated into the reporting period on administrative procedure reform and administrative procedure control) or suddenly, and send it to the Government Office according to regulations.
Ha Nam Newspaper and mass media agencies promote information and propaganda work to raise awareness among people and businesses in the implementation and results of Resolution No. 66/NQ-CP.
