Ms. Le Thi Thao, Head of the Song Ma - Sop Cop Forest Protection and Development Fund Branch, said: Every year, the Branch coordinates with the Forest Protection Department, People's Committees of communes, towns and specialized agencies, forest owners to review and determine the forest area covered by forest environmental services. Coordinates with the Bank for Agriculture and Rural Development, Song Ma District Branch to pay nearly 9 billion VND to 4,452 forest owners; strengthens the urging of units to fulfill their obligations to pay forest environmental services according to regulations.
Payment for forest environmental services is made publicly and transparently in accordance with State regulations and with the participation and supervision of the Fund Management Board, agencies, supervisory boards of communes, villages, People's Committees of districts, communes and people. Since the policy on payment for forest environmental services was issued, awareness, consciousness and responsibility in forest protection and development of Party committees, authorities from district to grassroots level and people have been raised, forests are better protected; mass forest protection teams of villages have been strengthened, fully equipped with labor protection, tools for forest patrol and guarding, and forest fire prevention and control. Up to now, the forest coverage rate of Song Ma district has reached over 42%.
Huoi Khe village, Muong Cai commune is assigned to manage and protect more than 1,035 hectares of forest. Each year, about 300 million VND is paid for forest environmental services, helping the village have funds to build new rural areas. Mr. Song A Lai, Party cell secretary and village head, said: The village has organized a meeting with the people, publicly announced the amount of money received and agreed on a management and usage plan to invest in infrastructure. At the end of 2024, the village allocated 694 million VND to pour concrete on 700m of internal village roads. Up to now, the road has been completed, helping people travel and trade goods conveniently.
In Nam Ty commune, there are nearly 12,877 hectares of natural forest, assigned to the communities of 19 villages for protection. Mr. Tong Van Dien, Vice Chairman of the Commune People's Committee, said: Every year, the commune is paid over 714 million VND in forest environmental services, from which the forest owners, the village communities, have spent 40% on forest protection, and 60% on construction of works serving the people's lives and production. Thanks to that, in recent years, deforestation, encroachment on forest land, and illegal exploitation of forest products have decreased sharply; people have actively participated in protecting and developing forest planting. Up to now, the forest coverage rate of the commune has reached nearly 45%.
The policy of payment for forest environmental services has been helping people in Song Ma district, especially in remote, mountainous and border communes, raise awareness of forest protection and development; at the same time, there are more resources to invest in infrastructure, improving people's lives.
