Law enforcement in implementing social security policies

Putting social security policies into practice requires not only adequate policies, but also strict, timely and transparent law enforcement. In recent times, Quang Ninh has implemented synchronous legal and organizational solutions to ensure fair and effective implementation of support policies for the people.

In order to concretize the Party and State's guidelines, policies and laws in supporting people, workers, employers, enterprises, cooperatives and business households in the post-Covid-19 context, the province has issued many legal documents suitable to the local situation.

In addition, the Provincial People's Committee has also issued key plans and programs to implement policies to support people, workers, enterprises, cooperatives, and business households; and organize the implementation of many key tasks on labor market development, job creation, and labor restructuring. These activities are carried out synchronously to shift from "having policies" to "people enjoying the right policies for the right subjects and benefits".

The propaganda and dissemination of social security policies have been promoted. From 2023 to now, the whole province has organized 45 training and dialogue conferences; 19 training conferences on voluntary social insurance and labor export; many launching ceremonies and dozens of other conferences. Thereby, 786 officials working in the field of labor, war invalids and social affairs were trained, 1,456 social collaborators, village and hamlet chiefs and deputy chiefs, and more than 5,400 people were provided with direct information on social assistance regimes and policies. The whole province has also compiled and published 68,000 propaganda publications, contributing to raising awareness and access to policies of the community.

The implementation of Resolution No. 35/2024/NQ-HDND of the Provincial People's Council stipulating the social insurance support policy for people in near-poor households, agricultural , forestry and fishery households with average living standards in the province in the period of 2024-2025 has achieved remarkable results. As of November 30, 2024, the province has issued health insurance cards to 359 people in poor households (cost of 412 million VND), 6,065 people in near-poor households (cost of 6,256 million VND) and 56,128 people in agricultural, forestry and fishery households with average living standards (total cost of 42,138 million VND); at the same time, supporting 22,380 students in this group with a total cost of 19,854 million VND.

The implementation of Resolution No. 43/2024/NQ-HDND amending and supplementing Article 1, Resolution No. 21/2021/NQ-HDND dated July 16, 2021 of the Provincial People's Council regulating social assistance policies for social protection beneficiaries and other disadvantaged subjects in the province, which has been amended and supplemented in Clause 1, Article 1, Resolution No. 08/2022/NQ-HDND dated December 9, 2022 of the Provincial People's Council, has also been implemented with a social assistance standard of VND 700,000/month. Thereby, from October to December 2024, support has been provided to more than 46,000 subjects, with an additional budget of about VND 38.5 billion. By the end of June 2025, the province will complete 1,290 social housing units.

The work of supporting businesses and workers to recover the economy after the Covid-19 pandemic has achieved many positive results. Policies to support housing rental for workers have been implemented promptly and fully. Administrative procedures have been resolved on time, supporting businesses to resolve difficulties in implementing policies related to labor, employment, social insurance, occupational safety and hygiene, ensuring production and business progress. In the first 6 months of 2025, the whole province created an estimated 17,580 additional jobs.

In addition, the province organized thoughtfully, solemnly and practically the activities to celebrate the 78th anniversary of War Invalids and Martyrs Day, the 80th anniversary of the August Revolution and National Day September 2. Presented gifts to 15,735 people with a total budget of about 31.94 billion VND from the provincial budget; completed the implementation of gift giving to people according to the policy of the Politburo with a total budget of more than 141.46 billion VND. Organized nursing and health rehabilitation for 260 people with meritorious services to the province to ensure absolute safety. Timely resolved policies for 62 people with meritorious services to the revolution and their relatives according to regulations.

To ensure full and timely implementation of social security policies for the people, the province has also strengthened inspection and examination work. From 2023 to now, the whole province has conducted 70 inspections and examinations, handling 27 organizations and individuals violating in the fields of labor, employment, and occupational safety and hygiene.

To turn social security policies into practical and sustainable benefits for the people, in the coming time, Quang Ninh will continue to improve institutions, strengthen grassroots capacity, tighten supervision and apply technology in record management to bring the law into life more effectively.
