Nghe An Provincial Tax Department signed a comprehensive cooperation agreement with 4 BIDV branches in Nghe An

On the morning of November 19, Nghe An Provincial Tax Department and the system of 4 BIDV branches in the area officially signed a comprehensive cooperation agreement.

This is considered a strategic preparation step to support the business household community before the important milestone of eliminating lump-sum tax and transforming the tax management model from January 1, 2026.

Attending the ceremony were representatives of Nghe An Provincial Tax Department, along with the Board of Directors of BIDV Branches: Nghe An, Phu Dien, Thanh Vinh, Phu Quy and representatives of the business community and small traders in the area.

The signing ceremony took place in the context that the Ministry of Finance has just approved the Project "Converting the model and method of tax management for business households when eliminating lump-sum tax" (Decision No. 3389/QD-BTC). Accordingly, the traditional tax management method will be replaced by the declaration method, requiring business households to quickly adapt to digital transformation and electronic invoices.

In Nghe An, with more than 67,600 individual business households, the pressure to transform is not small. The cooperation agreement between the Tax Department and BIDV is expected to be a "lever" to help remove bottlenecks in technology and capital for this vibrant economic region.

Mr. Nguyen Van Duc - Deputy Head of Nghe An Province Tax Department emphasized that the coordination with commercial banks, especially BIDV, will create a comprehensive support ecosystem, helping taxpayers not only comply with the law but also optimize financial management processes.

Speaking at the ceremony, Mr. Tran Minh Tinh - Director of BIDV Nghe An Branch, representing 4 branches in the area, affirmed: "Accompanying the government and business households is BIDV's continuous mission. We not only provide modern financial services, but also commit to arranging human resources to directly accompany tax authorities in each market, each street... contributing to the implementation of the goal of digital transformation for the entire population according to the Government's orientation".

According to the signed content, BIDV Nghe An commits to deploying 5 key solution groups specifically for business households, including: Coordinating with the Tax Department to propagate and guide business households to fully and accurately grasp new tax policies; making convenient and safe tax declaration and payment via banks; Synchronously deploying digital payment solutions, identity accounts, BIDV SmartBanking digital banking for business households to reduce costs and simplify financial management processes; Special preferential interest rate loan packages for business households and small traders; establishing a reputable and modern digital ecosystem for business households; BIDV staff directly accompanies and supports 24/7 to answer any questions during the implementation process.

The abolition of lump-sum tax is considered an inevitable step to ensure tax fairness and promote healthy development of the private economy in the spirit of Resolution 68-NQ/TW.

According to Official Dispatch No. 2222/NA-CNTK dated November 18, 2025, Nghe An Tax Department also called on banks and electronic invoice solution providers to participate, with policies such as free digital signatures, reduced service fees for invoices generated from cash registers, to minimize conversion costs for people.
