The conference was chaired by: Politburo member, Standing Secretary of the Central Committee, Head of the Central Steering Committee 35 Tran Cam Tu; Politburo member, Director of the Ho Chi Minh National Political Academy, Chairman of the Central Theoretical Council, Deputy Head of the Central Steering Committee 35 Nguyen Xuan Thang; Secretary of the Central Committee of the Party, Head of the Central Propaganda and Mass Mobilization Department, Deputy Head of the Central Steering Committee 35, General Trinh Van Quyet.

At the conference, delegates presented papers and contributed ideas to finalize the draft report summarizing the work in 2025 and the key tasks for 2026; focusing on discussing and analyzing new, creative, and effective approaches, while also addressing solutions to overcome existing limitations and obstacles; forecasting the situation and proposing solutions for leadership, guidance, and implementation of tasks to protect the Party's ideological foundation and combat erroneous and hostile viewpoints.

In his concluding remarks at the conference, on behalf of the Politburo and the Secretariat, Standing Committee member Tran Cam Tu acknowledged, highly appreciated, and commended the efforts, achievements, and results of the Steering Committee 35 at all levels in 2025 and throughout the past term.

Pointing out existing shortcomings and limitations, the Standing Committee of the Party Central Committee emphasized that in the coming period, the global and regional situation is expected to continue to change rapidly and become very complex, posing a risk of negative impacts on many countries around the world, including Vietnam.

Basically agreeing with the tasks and solutions outlined in the report and the discussions, the Standing Committee of the Party Central Committee stated that 2026 will be a year of many important national events, such as the organization of the 14th National Congress of the Party, the election of deputies to the 16th National Assembly and representatives to People's Councils at all levels for the 2026-2031 term. The entire Party, people, and army will strive and be determined to successfully implement the Resolution of the 14th National Congress from the very first year of the new term. With its core role in protecting the Party's ideological foundation, preventing, combating, refuting, and handling harmful and toxic information, and erroneous and hostile viewpoints, the Central Steering Committee 35 and the Steering Committees at all levels need to continue to innovate their working methods and further improve the effectiveness of their work to meet the requirements of future tasks.

The Central Steering Committee and Steering Committees at all levels closely followed the directives of the Politburo, the Secretariat, and General Secretary To Lam, continuing to fully and thoroughly understand, seriously, promptly, and effectively implement the work of protecting the Party's ideological foundation in the new period.

Along with that, we must elevate the level of strategic planning, innovate the content, methods, and determination of action; identify this as a class struggle on the ideological and political theoretical front, a crucial task for the entire Party, the entire people, the entire army, and the entire political system; thoroughly review and realistically assess the results achieved; clearly identify weaknesses, difficulties, obstacles, lessons learned, and effectively implement tasks and solutions in 2026 and the following years.

Emphasizing the role and importance of propaganda work in protecting the Party's ideological foundation and combating erroneous and hostile viewpoints in the new context, the Standing Committee of the Party Central Committee noted the need for greater proactiveness in developing action programs and communication plans during major national events; focusing on the combativeness, persuasiveness, and effectiveness of propaganda information. It also stressed the importance of promptly advising on the restructuring of the Central Steering Committee 35 for the 14th term; issuing the operational regulations and action program of the Steering Committee in line with the direction of the 14th Party Congress Resolution. Furthermore, it called for continued coordination and promotion of the role of the Vietnam Fatherland Front and political and social organizations at all levels in actively participating in protecting the Party's ideological foundation and combating erroneous and hostile viewpoints.

Clearly outlining the tasks and requirements for 2026 of the Central Steering Committee and Steering Committees at all levels, the Standing Committee of the Party Central Committee noted that, in order to meet the practical demands, a long-term vision is needed, aligned with current trends, increased application of science and technology, and digital transformation; and improved efficiency in inspection, detection, and forecasting... Relevant agencies must closely monitor the situation, resolutely combat and handle those who abet subversive activities; and prevent and neutralize distorted, subversive, and divisive rhetoric within the Party and the political system. Media outlets should focus on promoting patriotism, fostering a desire for contribution, and encouraging initiatives and innovations in leadership and management at all levels to achieve the important goals set for 2025 and create a foundation for the future. Strengthen propaganda on the implementation of resolutions of Party congresses at all levels, the preparation and organization of the 14th National Congress of the Party, the election of deputies to the 16th National Assembly and representatives to People's Councils at all levels for the 2026-2031 term.

The Standing Committee of the Party Central Committee emphasized the need to strengthen theoretical research and practical总结, continue to perfect the basic theoretical system on protecting the Party's ideological foundation, and combat erroneous and hostile viewpoints in the new situation; promote the dissemination and education of patriotic traditions, historical, cultural, and revolutionary traditions of the nation; strengthen the thorough and widespread understanding of the Party's new strategic policies and decisions, especially the important directives and orientations in the speeches and writings of General Secretary To Lam, contributing to consolidating the people's trust, promoting the strength of national unity combined with the strength of the times, arousing the will for self-reliance and self-improvement, creating motivation and aspirations for contributing to the development of the country in the new era.
