On the morning of September 27, the Party Delegation and the Standing Committee of the Provincial People's Council held a regular meeting for September to evaluate the results of September's work and key tasks for October 2024. In the first 9 months of the year, the Standing Committee of the Provincial People's Council has well organized 5 sessions of the 14th Provincial People's Council, term 2021-2026, including 1 regular session in mid-2024 and 4 thematic sessions. The Provincial People's Council has seriously discussed and passed 48 resolutions, including 28 resolutions on measures, mechanisms and policies to manage the province's socio -economic development; 3 resolutions on policies and emergency measures to support overcoming the consequences of storm No. 3 (Yagi) with the consensus of 100% of the Provincial People's Council delegates attending the meeting, clearly demonstrating their responsibility to the Party Committee, government, voters and people of the whole province. Immediately after being issued, the resolutions were actively disseminated and implemented by the Committees and delegations of the Provincial People's Council, and the implementation results were monitored.

In the first 9 months of the year, closely following the inspection, supervision, and direction program of the Provincial Party Committee, the Provincial People's Council Party Delegation, the Provincial People's Council Standing Committee and the Provincial People's Council Committees have carried out 6 thematic supervisions and 24 regular and unscheduled supervisions and surveys with many innovations and diverse implementation methods, promoting democracy, enhancing publicity, transparency and involving people's opinions to objectively compare and evaluate the implementation of state laws; coordination and information sharing between the Party's inspection and supervision agencies and lower-level elected agencies, the Fatherland Front and political and social organizations... in the unified leadership mechanism of the Provincial Party Committee.

The Standing Committee of the Provincial People's Council has organized 9 meetings of the Standing Committee of the Provincial People's Council according to the law, including the regular meeting in May 2024 associated with the explanation activities of the Standing Committee of the Provincial People's Council on the results of land use fee collection in the province in 2024 and the compliance with the provisions of the law on drug prevention, injury accidents, drowning accidents, traffic accidents for youth, children and students in the first 5 months of 2024. The Provincial People's Council has participated in performing well the work of receiving citizens and promptly handling, according to its authority, complaints and denunciations of citizens. The Standing Committee of the Provincial People's Council has directed the reception and handling of 295 complaints, recommendations, reflections and denunciations. Propaganda activities on the activities of the Provincial People's Council, of the Standing Committee and the Provincial People's Council's committees on supervision and survey activities, ensuring timeliness, completeness, depth and focus.

At the meeting, the Standing Committee of the Provincial People's Council drew experience from the organization of the 21st Session (thematic session in 2024) of the 14th Provincial People's Council, term 2021-2026. The session was organized by the Standing Committee of the Provincial People's Council and the Provincial People's Committee in a disciplined, responsible, scientific and thoughtful manner, ensuring a thorough review of the preparation progress and the quality of the draft in accordance with the document drafting process. Immediately after the session, 5 resolutions were completed and submitted for signature and certification within the prescribed time. The session spent time for delegates to discuss in the hall, based on the direction of the session's Chairman, with a truly open-minded, frank and highly constructive spirit, there were 10 comments from the Provincial People's Council delegates, the comments focused on intelligence, responsibility, frankness, and discussion on groups of issues related to policies and urgent measures to support overcoming the consequences of storm No. 3 (Yagi) effectively and feasibly.

Concluding the meeting, Comrade Vi Ngoc Bich, Permanent Vice Chairman of the Provincial People's Council, acknowledged and highly appreciated the efforts of the Provincial People's Council Committees in performing their tasks, contributing to the good implementation of the province's political, economic and social tasks in the first 9 months of 2024.

Regarding the key tasks in the coming time, the Standing Vice Chairman of the Provincial People's Council requested: The Standing Committee of the Provincial People's Council, the Provincial People's Council Committees, and the Provincial People's Council Office closely follow the content of the implementation of the tasks to ensure the progress and quality set forth. In particular, continue to review the tasks of 2024 and the entire term to assess the ability to perform the tasks and targets in Resolution No. 176/NQ-HDND of the Provincial People's Council on the direction and tasks of 2024. From there, propose implementation solutions to ensure the completion of the assigned targets.

He requested the Provincial People's Council Committees to continue to monitor, urge and regularly supervise the implementation of resolutions issued at the 21st session and previous sessions, and quickly put the resolutions into practice. At the same time, focus on completing the progress of thematic supervision activities and strengthening regular supervision and survey activities with focus and key points, meeting the general leadership, direction and management of the province. The Committees and delegations of the Provincial People's Council regularly review and supervise the settlement of voters' petitions by departments, branches and localities; proactively review and prepare the contents of the supervision plan for 2025.

The Office and the Provincial People's Council Committees closely coordinate with relevant agencies to urge and prepare conditions for organizing conferences to assess the implementation and organization of legal resolutions of the 14th Quang Ninh Provincial People's Council, term 2021-2026; organize conferences between the Standing Committee of the Provincial People's Council and the Standing Committees of the People's Councils of districts, towns and cities on the results of work in 2024; directions and tasks in 2025.

To thoroughly prepare for the upcoming sessions of the Provincial People's Council, especially the regular session at the end of 2024, he also suggested doing a good job of propaganda orientation before, during and after the sessions; strengthening coordination with relevant agencies to prepare good content for the sessions.
