Attending the conference were comrades: Nguyen Van Tung, Deputy Secretary of the City Party Committee, Chairman of the City People's Committee; Do Manh Hien, Permanent Deputy Secretary of the City Party Committee; Le Tri Vu, Member of the Standing Committee of the City Party Committee, Head of the Organization Committee of the City Party Committee; leaders of the City People's Committee Party Committee; key district-level cadres expected to be assigned to work in the city; comrades expected to be assigned to hold key leadership positions at the new commune level.
Implementing the Politburo 's policy on organizing two-level local government and rearranging administrative units at all levels, Hai Phong city has rearranged 167 commune-level administrative units to establish 50 grassroots units (including 24 wards, 24 communes and 2 special zones). The rearrangement of administrative units and the construction of a two-level local government model is a revolution, an institutional breakthrough, preparing for the "100-year vision" of national development.
Speaking at the Conference, Secretary of the City Party Committee Le Tien Chau emphasized that the Standing Committee of the City Party Committee determined that this is an extremely heavy, difficult and challenging task; but at the same time, it is a golden opportunity to restructure and improve the quality of the city's staff, selecting cadres with sufficient capacity, prestige and moral qualities to take on the responsibility of developing the city in the new context.
Based on the leadership and direction documents of the Central Committee, Conclusion No. 611 dated June 3, 2025 of the Standing Committee of the City Party Committee on the orientation of arranging and organizing the apparatus, cadres, civil servants and public employees at the commune level when newly established as the basis for developing a plan to arrange and organize key leadership personnel at the commune level for the 2025 - 2030 term, on June 7, 2025, the Standing Committee of the City Party Committee met and agreed on the policy of assigning 150 comrades to hold key leadership positions (Party Secretary, Deputy Party Secretary, Chairman of the People's Council, Chairman of the People's Committee) in new communes, wards and special zones.
This personnel plan is based on the standards and conditions of the cadre positions; the practical requirements and tasks of the commune-level political system in the current period; considering and calculating many factors; being impartial, objective, democratic, ensuring criteria, standards, following procedures and regulations; not being considerate, not letting personal interests dominate the implementation process.
The Standing Committee of the City Party Committee agreed that this personnel assignment is only the first step in shaping the new apparatus according to the 2-level local government model. During the operation of the new apparatus after the arrangement, the Standing Committee of the City Party Committee will review and evaluate each position. If it is suitable, it will continue to promote it. If it is not suitable, it will continue to adjust it.
In the current new context, in the 2-level local government model, the commune level plays a particularly important role, as a bridge between the city level and the people; comprehensively performing tasks directly related to the people and businesses, with a workload that can be said to be very huge (due to performing tasks of both the district and commune levels according to the old model). The role, responsibility, and capacity of the commune-level leaders need to be promoted and will certainly be clearly revealed in the coming time, through the specific products and work results of each locality. Therefore, the Secretary of the City Party Committee requested that the comrades who are expected to be assigned new tasks today, especially the comrades assigned to new areas and fields, the comrades who are reinforced from the city to the grassroots level, need to build a collective Standing Committee, Standing Committee of the Party Committee of the commune and ward with high solidarity and consensus on the basis of the principle of democratic centralism and local development goals; Need to quickly learn, get acquainted and adapt to the new working environment; need to continue to innovate thinking and approach to work.
There is not much time left from now until the end of the operation of the district-level administrative unit and the organization of the local government at 02 levels. The Secretary of the City Party Committee requested the leaders of the localities to: Focus on completing the assigned tasks; do a good job in personnel, politics, and ideology work, promptly resolve the regime and policies for cadres, civil servants, public employees, and workers who have left work; strictly implement the review, statistics, and handover of assets and documents. Arrange the necessary conditions, facilities, equipment, and means for the organization to start operating immediately, ensuring smoothness and synchronization.
Along with the task of streamlining and streamlining the organizational apparatus, we request that comrades strengthen solidarity, focus on leadership and direction in preparing for the tasks of organizing the Party Congress for the 2025-2030 term according to the direction of the Central Committee and the implementation of tasks of localities, agencies and units./.
