Specifically, on May 16, the Standing Committee of the Quang Tri Provincial Party Committee sent an official dispatch to the Provincial Party Committee and the Provincial Police to direct the resolute handling of the illegal sand and gravel mining situation on the Thach Han River. Accordingly, after reviewing the report and proposal of the Quang Tri Town People's Committee on the illegal sand and gravel mining situation on the Thach Han River, the Standing Committee of the Provincial Party Committee had the following opinion: In the past, the management, inspection and handling of violations in sand and gravel mining activities in the province have been seriously implemented by all levels, sectors and localities. However, illegal mining is still taking place in some localities, causing resentment among the people, especially in Quang Tri Town and Trieu Phong District.
To handle the above situation, the Standing Committee of the Provincial Party Committee requested the Provincial Party Committee to lead the Provincial People's Committee to direct functional agencies to strengthen inspection, examination and supervision of law enforcement by organizations, enterprises and individuals regarding illegal sand and gravel mining and gathering activities in Quang Tri town, Trieu Phong district, along both banks of Thach Han river and neighboring areas and localities; resolutely handle unlicensed and unplanned sand and gravel gathering sites and strictly and promptly handle violations within their authority.
Direct the provincial police to arrange forces to patrol and inspect illegal sand and gravel mining activities on the Thach Han River, especially at night, to detect, prevent and promptly and thoroughly handle these activities.
Implementing the direction of the Provincial Party Standing Committee, on May 20, the Provincial Party Committee issued a document requesting the Provincial People's Committee to direct relevant agencies to thoroughly handle the illegal sand and gravel mining situation on the Thach Han River.
Previously, the Quang Tri Newspaper issue dated April 22, 2025 published an article reflecting the illegal sand and gravel mining taking place on the Thach Han River in Ward 1, An Don Ward and Hai Le Commune of Quang Tri Town. Working with a reporter from Quang Tri Newspaper afterwards, Vice Chairman of the People's Committee of Quang Tri Town Nguyen Hong Son said that the Thach Han River flowing through the town from the border of Trieu Thanh Commune, Trieu Phong District to the foot of Tram Dam no longer has any individuals or organizations with licenses to exploit sand and gravel. Illegal sand and gravel mining on this river is mainly carried out by a few individuals and still occurs occasionally.
In the report dated April 28 sent to the Provincial Party Committee Office, Provincial People's Committee and related units, Quang Tri Town People's Committee also acknowledged the rampant situation of "sand bandits" as reported by Quang Tri Newspaper. The illegal exploitation of sand and gravel takes place at night and on holidays, causing difficulties for the town's patrol and control forces. On the other hand, the local inspection team has limited means and functions in handling violations of boat activities on the river.
The People's Committee of Quang Tri town has promptly requested departments, branches and localities to establish patrol teams on the Thach Han River. At the same time, inspect the compliance with the law on minerals for organizations and individuals exploiting and trading sand and gravel on riverbeds in the town in 2025. The town also proposed that the Provincial Police arrange forces to coordinate patrols and inspections on the Thach Han River to prevent and promptly handle violations.
From April 22 to present, on the Thach Han River from Ga Bridge to Tram Dam in Hai Le Commune and An Don Ward, no illegal sand mining or boats have been detected.
