Co-chairing the Conference were comrades: Hoang Duy Chinh, member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the National Assembly Delegation of Bac Kan province; Trinh Viet Hung, alternate member of the Party Central Committee, Secretary of the Thai Nguyen Provincial Party Committee. Attending were members of the Provincial Party Standing Committee and representatives of some departments and branches of Thai Nguyen and Bac Kan provinces.
The conference listened to the Standing Committee of the Provincial Party Committee of Thai Nguyen and Bac Kan provinces report on the results of implementing the Resolution of the 11th Conference of the 13th Party Central Committee.
Comrade Pham Hoang Son, Standing Deputy Secretary of Thai Nguyen Provincial Party Committee reported on the implementation results of the Resolution of the 11th Conference of the 13th Party Central Committee.
Accordingly, for Thai Nguyen province, the arrangement and streamlining of the political system of the provincial Party Committee has achieved some important results. Implementing the Central Government's policy on arranging administrative units at all levels and organizing 2-level local governments, with determination in direction and operation, Thai Nguyen province has completed and is the first province in the country to complete the contents of the Project on arranging commune-level administrative units; Project on merging and unifying Thai Nguyen province and Bac Kan province.
As of June 3, 2025, the entire Thai Nguyen province had 1,422 people registered to leave work according to Decree No. 178/2024/ND-CP; Decree No. 67/2025/ND-CP of the Government, including 35 cadres under the management of the Provincial Party Committee Standing Committee. The number of commune-level agencies was reduced from 860 to 55.
Implementing Directive No. 45-CT/TW of the Politburo and the Central and Provincial Party Committee's directives and guidelines on Party Congresses at all levels. The congress preparation work basically ensures the contents and progress of the plan to organize Party Congresses at all levels for the 2025-2030 term.
Comrade Phuong Thi Thanh, Standing Deputy Secretary of the Provincial Party Committee, Chairwoman of the People's Council of Bac Kan province reported on the implementation results of the Resolution of the 11th Conference of the 13th Party Central Committee.
For Bac Kan province, the work of propaganda, dissemination and implementation of documents and instructions of the Central Government on merging provincial-level administrative units, not organizing district-level units, merging commune-level units and building a model of organizing two-level local government; the implementation of Directive No. 45-CT/TW dated April 14, 2025 of the Politburo; preparation for the election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term; preparations for Party congresses at all levels... were led, directed and implemented seriously, synchronously and promptly by Party committees and organizations at all levels. The organization and implementation of the arrangement and merger of commune-level administrative units; arrangement of administrative units of Bac Kan province and Thai Nguyen province and not organizing district-level administrative units received high consensus from cadres, Party members and people in the province.
Bac Kan has developed a project to organize a two-level local government, in which the focal point is reduced from 108 communes and wards to 37 communes and wards. The Standing Committees of the Provincial Party Committees of Thai Nguyen and Bac Kan have held many meetings, closely coordinated and completed the plan to organize key personnel to submit to the Central Government.
In the process of implementing key tasks, the two provinces of Thai Nguyen and Bac Kan still face difficulties such as: Some specific regulations on the organization, functions, tasks, powers, and working relationships of agencies and units have not been timely arranged and merged. The assignment of separate payrolls to the Party agencies and local government agencies has caused difficulties in the operation and management of the province's payroll. The sharp reduction of administrative focal points, the merger of many communes and the lack of district-level organization and the merger of the two provinces have led to a surplus of many cadres and civil servants, especially in leadership and management positions; the criteria for evaluating cadres have not been synchronized, causing difficulties in the work of arranging cadres.
Some Party committees are still confused in implementing the arrangement of administrative units and organizing congresses at all levels. The decision to let cadres and civil servants retire before the age according to Decree 178/2024/ND-CP and 67/2025/ND-CP of the Government still has shortcomings and difficulties in determining the subjects; especially for the group of leaders and managers. Problems related to the number of commune-level cadres; the engraving of seals when the commune has just started operating while the two provinces have not merged... Difficulties in terms of physical facilities and working offices.
Preparations for the election of deputies to the National Assembly and People's Councils at all levels for the 2026-2031 term have been affected to some extent by changes in administrative boundaries, population data, and boundary records in newly merged localities... The implementation of personnel transfers from district inspectorates to provincial inspectorates has encountered difficulties.
Delegates attending the Conference and members of Working Group No. 2107 of the Politburo discussed and clarified the contents, especially the difficulties and proposals and recommendations of the two provinces of Thai Nguyen - Bac Kan.

On behalf of the working delegation, Senior Lieutenant General Trinh Van Quyet, Secretary of the Party Central Committee, Director of the General Department of Politics of the Vietnam People's Army, received proposals and recommendations from the two provinces of Thai Nguyen - Bac Kan to report to the Politburo, the Secretariat and relevant agencies for study and consideration.

He directed the two provinces to perform well a number of key tasks such as: Continuing to thoroughly study and understand the directives and instructions of the Politburo, the Secretariat, and central ministries and branches; regularly reporting daily on the results of implementing the 11th Resolution of the 13th Party Central Committee.
Organize a thorough review of assigned tasks. Administrative boundaries, economic scale, and development potential of communes are different from before. Therefore, it is necessary to find key tasks and breakthroughs to create room for the province to develop. Digital infrastructure needs to be strengthened, focusing on building databases, digital infrastructure, and seamless connections from the province to the commune. Have a plan to effectively use human resources and facilities, carefully calculate the arrangement of staff so that they can work with peace of mind. Carefully study regulations to resolve policies for staff.
Senior Lieutenant General Trinh Van Quyet, Secretary of the Party Central Committee and Director of the General Department of Politics of the Vietnam People's Army, noted the key tasks that the two provinces of Bac Kan and Thai Nguyen need to perform well in the coming time.
Organize the preparation of Party congresses at all levels, considering this a particularly important task. Select major contents that are suitable for the locality. Edit draft congress documents to be concise, succinct, and easy to remember. Regarding congress personnel, it is necessary to be objective, impartial, and based on the work to select the right people with capacity and aspiration to contribute.
Do a good job of propaganda and orientation to maintain the ideology of cadres and people; mobilize the people's strength to strengthen the fight against negative public opinions against the Party, the State and the process of streamlining the administrative apparatus at all levels.
Strengthen inspection and fight against corruption, waste and negativity. Handle public assets in accordance with the law, do not let them go to waste. Handle violations strictly, without forbidden areas. Ensure good security and order, do not let hot spots occur at the grassroots level. Concluding the Conference, Comrade Trinh Viet Hung, alternate member of the Party Central Committee, Secretary of the Thai Nguyen Provincial Party Committee, accepted the instructions of Comrade Trinh Van Quyet.
