Strengthening political and ideological education for cadres and party members

The goal of streamlining the organizational apparatus is to build a lean, transparent, and effective political system, strengthen the leadership role of the Party, improve the effectiveness and efficiency of State management and the quality of operations of the Fatherland Front and socio-political organizations; promote the people's mastery; restructure, improve the quality and effectively use the contingent of cadres, civil servants and public employees; reduce regular expenses and contribute to reforming the salary policy. This was affirmed in Resolution No. 18-NQ/TW, dated October 25, 2017, the 6th Conference of the 12th Party Central Committee on a number of issues on continuing to innovate and streamline the organizational apparatus of the lean political system to operate effectively and efficiently.

In order to effectively implement Conclusion No. 09-KL/BCĐ, dated November 24, 2024 of the Central Steering Committee on summarizing the implementation of Resolution No. 18-NQ/TW, the Standing Committee of Bac Kan Provincial Party Committee issued Plan No. 289-KH/TU, dated December 13, 2025, and at the same time requested Party committees, Party organizations, agencies, units and leaders to proactively organize the implementation of tasks and solutions in a synchronous, comprehensive, focused and key manner with a specific and appropriate roadmap and with high determination, great efforts, drastic and effective actions, in which it is necessary to focus on doing a good job of political and ideologicaleducation for cadres and Party members. Accordingly, the Provincial Party Committee's Propaganda Department (now the Provincial Party Committee's Propaganda and Mass Mobilization Department) has regularly issued documents to guide and disseminate the policies and guidelines of the Central Government and the province, and the results of implementation in localities and units so that district Party Committees, city Party Committees, affiliated Party Committees, the Fatherland Front, socio-political organizations, and associations assigned by the Party and State, and the team of reporters at all levels and grassroots propagandists can carry out propaganda work.

In addition, the work of propaganda, political and ideological education is also regularly disseminated by Party committees and Party organizations at all levels in the meetings of Party committees, Party cells, village meetings, residential groups, activities of the Fatherland Front , associations and unions at all levels. Since then, the policies and guidelines of the Central and the province on the arrangement and streamlining of the political system apparatus have received the consensus and support of a large number of cadres, Party members and people of all walks of life in the province.

In fact, immediately after coming into operation from March 1, 2025, newly established Party committees, Party organizations, units or agencies and units implementing the merger have quickly developed working regulations, assigned tasks, and rearranged the internal apparatus to ensure suitability and effective, efficient and effective operation in accordance with the direction of General Secretary To Lam at the National Conference summarizing Resolution No. 18-NQ/TW, that is, "...the new apparatus must be better than the old one and come into operation immediately; not to interrupt work, not to leave gaps in time, not to leave vacant areas or fields; not to affect the normal activities of society and people...".

The implementation of the revolution in organizational structure and personnel work “…is a difficult issue, even very difficult because when streamlining the apparatus, it will involve the thoughts, feelings, aspirations and affect the interests of a number of individuals and organizations”. Therefore, in order to successfully carry out this revolution, in the coming time, Party committees, Party organizations, heads of agencies, units and localities need to continue to review and well implement the regime and policies for cadres, Party members, civil servants, public employees and workers affected by the restructuring of the organization and apparatus to ensure fairness, transparency and objectivity, and to avoid complications; regularly grasp the thoughts and aspirations, promptly orient the ideology of cadres and Party members, especially young cadres and Party members and those in difficult circumstances; Direct the regular dissemination of positive information on social networks, widely deploy the work of fighting against distorted arguments and toxic information of hostile and reactionary forces; strengthen leadership and direction of propaganda work, political and ideological education for cadres and party members to effectively carry out internal political protection work, promote the tradition of solidarity, turn immediate difficulties and challenges into motivation to be determined to build strong sectors, agencies, localities and units, develop comprehensively, and contribute positively to the overall development of the country./.
