This process presents many challenges but also opportunities to streamline the workforce and improve the efficiency of state management. A reporter from Bac Kan Newspaper had an interview with Comrade Ha Duc Huan, Deputy Secretary of the Cho Moi District Party Committee, about the guiding principles and the work of arranging and assigning cadres in the process of implementing the two-tiered government system.

Reporter: Comrade, could you please tell us about the viewpoint and guiding principles of the Cho Moi District Party Committee in implementing the policy of dissolving district-level agencies and merging communes?
Comrade Ha Duc Huan: Implementing the policy of reorganizing administrative units at the district and commune levels is one of the key tasks, demonstrating the high political determination of the Cho Moi District Party Committee. Based on the directives from higher levels, Cho Moi District has determined that this is not only about reorganizing the apparatus, but also an opportunity to improve the effectiveness and efficiency of state management, streamline the workforce, and meet the requirements of development in the new situation. We clearly adhere to the spirit of being proactive, cautious, synchronized, and avoiding major disruptions to the lives of officials and the people.
Reporter: What specific plans and roadmap does the locality have to implement this policy?
Comrade Ha Duc Huan: Immediately after receiving the directive from the Central and Provincial authorities, the District Party Committee issued a plan to implement and develop a merger plan suitable to the actual conditions. The roadmap is implemented in stages: (1) Reviewing the current organizational structure; (2) Organizing a conference to gather opinions from cadres, Party members and the people; (3) Submitting the plan to the competent authority for approval; and (4) Carrying out the arrangement, handover, and completion of legal documents no later than June 30th. Ensuring compliance with the policy of the higher authorities.

Reporter: What principles are being followed in the restructuring and reallocation of personnel? Are there any difficulties or obstacles, sir?
Comrade Ha Duc Huan: The general principle is to ensure compliance with the regulations of the Central Government and the province, and to maintain the stability of the political system. The rearrangement and reassignment of cadres and civil servants are basically carried out according to the following principles: ensuring compliance with the regulations of the Central Government and the province regarding job positions and the number of employees; maximizing the capabilities, strengths, and work experience of cadres; prioritizing the placement of cadres with good qualities, solid expertise, and a high sense of responsibility; minimizing disruption and creating conditions for psychological stability so that cadres can work with peace of mind.
However, during the implementation process, the locality also encountered some difficulties such as: balancing job positions in some communes with large populations and wide geographical areas; and the reluctance of some officials to transfer to positions far from their place of residence. To overcome these challenges, the district proactively worked with relevant departments and agencies, while also promoting propaganda, dialogue, and mobilization to create internal consensus, thereby contributing to the sustainable stability of the new organizational structure after the merger.

Reporter: So, before and after the merger, what was the situation regarding staffing and personnel placement at the commune level, Comrade?
Comrade Ha Duc Huan: Before the merger, the total number of district-level officials, civil servants, and public employees was 139. The entire staff was directed by the district to review, classify, and rearrange to suit the new commune-level administrative units. It is expected that approximately 21 officials will be eligible for retirement under current regulations; 3 officials will resign; 83 officials will be transferred and assigned to work in the 5 new communes after the merger; and the rearrangement of 32 public employees in the district-level public service units has not yet been implemented pending guidance from higher authorities.
This arrangement was carried out cautiously and systematically, ensuring the legitimate rights of the staff and creating the most favorable conditions for them to continue developing their abilities and experience in their new work environment.
Reporter: Could you please tell us if the communes are experiencing a shortage of officials and civil servants after the merger? If so, in which positions are there shortages?
Comrade Ha Duc Huan: Cho Moi District has proactively reviewed and re-evaluated the entire staff of district and commune-level officials and civil servants. Based on this, a plan for arranging commune-level officials after the merger is being implemented objectively, scientifically , and rationally, in accordance with the prescribed staffing guidelines and harmonizing with the task requirements and practical needs of each locality. According to the current plan, the staffing in the communes is basically ensured in terms of both quantity and job requirements. Currently, there are 7 leadership positions that are still vacant due to the lack of personnel meeting the standards and conditions.

Reporter: During the implementation of the merger policy, what did the local authorities do to stabilize the morale and mindset of the staff?
Comrade Ha Duc Huan: The merger of administrative units is a major policy that directly impacts the job positions, working environment, and personal development paths of cadres and civil servants. Therefore, in the initial implementation phase, it is inevitable that some cadres will feel anxious and worried about their future careers, especially those whose positions are being reassigned or who are not yet eligible for retirement.
Recognizing this, the Standing Committee of the District Party Committee proactively directed Party committees, government agencies, and mass organizations from the district to the grassroots level to implement a comprehensive set of solutions to stabilize the morale of cadres and civil servants, strengthen propaganda efforts, and understand their concerns to promptly alleviate anxieties and worries. The development of organizational and personnel plans was carried out by the Standing Committee of the District Party Committee, ensuring objectivity, fairness, and suitability to the capabilities and legitimate aspirations of each individual. Thanks to effective ideological work, ensuring legitimate rights, and maintaining stability in organizational restructuring, the cadres and civil servants in the district are now generally ready, confident in their work, and supportive of the overall policies.
Reporter: Are district-level officials and civil servants willing to take on new assignments at the commune level or in other positions, sir?

Reporter: After the merger, did the locality have any surplus offices or public buildings? What is the locality's plan for handling them, sir?
Comrade Ha Duc Huan: There have been some cases where office buildings are no longer being used for their intended purpose. The district is directing a comprehensive review and developing a plan for handling them, which will be submitted to the Provincial People's Committee for consideration. The spirit is to avoid wasting public assets, prioritizing the conversion of their functions to serve education, healthcare, community activities, or allocating them to units that lack office space.
With decisive, proactive, and thorough involvement, the reorganization and reassignment of officials in Cho Moi district is being implemented systematically and in depth. The team of officials and civil servants are now feeling more comfortable and gradually adapting to their new roles at the grassroots level – where they are directly connected to the people and their daily lives – contributing to building a stronger, more effective, and more efficient local government.
