Delegates heard reports on the organization, functions, tasks, working relationships, command and management mechanisms of the regional defense command, the border guard command and other contents related to provincial-level units when reorganizing forces according to new administrative units.
The Minister of National Defense emphasized that in order to closely, synchronously and consistently implement tasks related to the dissolution, merger and reorganization of local military forces and local border guards, leaders and commanders of agencies and units need to thoroughly grasp and seriously implement the policy on reorganizing the apparatus of the political system, reorganizing administrative units at all levels and the project of the Central Military Commission...
Along with that, continue to closely follow the direction of the Central Government, review the entire system of legal documents on military, national defense, and documents related to local military organizations.
Party committees and commanders at all levels need to do a good job of ideological work, actively propagate andeducate cadres and soldiers to grasp and correctly understand the policies of the superiors; carry out well the work of cadres and policies, create consensus and unity, and maintain stability in the ideological situation of the troops.
General Phan Van Giang assigned the functional agencies of the Ministry of National Defense to continue to coordinate and complete the organization of relevant units at all levels in the direction of being lean, compact, and strong, suitable to the specific structure and organization of the Army and capable of completing the tasks.
He directed relevant agencies and units to quickly complete the contents, especially the draft circulars amending and supplementing a number of articles related to the arrangement of the apparatus in the political system and the organization of local governments at two levels.
With a spirit of urgency and determination, General Phan Van Giang requested agencies and units to be more proactive and active, coordinate to seriously and closely implement the contents, ensure quality, in accordance with the above orientation and regulations, and meet the set progress requirements.
