Effectiveness of Project 06/CP
Implementing Project 06/CP of the Government, the city has established a Steering Committee, a Steering Committee Support Team to deploy digital transformation and Project 06/CP of the city; regularly review and improve the Steering Committee, the Steering Committee Support Team; direct the consolidation of the Community Digital Technology Team and the Project 06/CP Working Group in residential groups/villages in the city. The work of ensuring security and safety of information systems, databases, and protection of personal data has been given attention and focus.
As a result, in the first 6 months of 2024, 1,844/1,886 public services were deployed (1,817 full-process and 27 partial-process), reaching 98% and ensuring that 100% of qualified public services were deployed in full. Integrating 1,499 public services onto the National Public Service Portal, reaching 79.5%. The rate of public services generating online records was 453/463, reaching 98% (the target for 2024 is 98%). The rate of online records reached 90% (66,607/74,006 records, excluding 69,184 records in the field of certification; the target for 2024 is 95%).
At the same time, the rate of digitization and issuance of digital administrative procedure results has reached 64% up to now, of which 100% of new results (in 2023 and the first 6 months of 2024) have been digitized and entered into the Administrative Procedure Results Warehouse (the target for 2024 is to reach 100% of new results and 90% of results from 2020-2022).
In the first 6 months of 2024, the city has deployed 1,844/1,886 public services (1,817 full courses and 27 partial courses), reaching a rate of 98% and ensuring that 100% of eligible public services have been deployed in full courses.
According to preliminary statistics of city departments and branches; on average, about 21% of administrative procedures have been announced and the results of digital administrative procedures have been reused so that people do not have to submit this part of the application.
Many solutions that the city is interested in implementing regarding digital transformation, Project 06 has brought about practical results: completed the target of collecting applications for citizen identification cards and electronic identification accounts for 100% of eligible population; issued more than 10,000 public digital signatures for people to use to sign documents when performing online public services...; non-cash solutions (unemployment benefits payment via ATM reached 100%; one-time social insurance payment via ATM reached 98.83%; sickness, maternity, and health recovery payment via ATM reached 99.97%...);
Completed 11/43 pilot models of Project 06/CP, currently implementing 29/43 models; deployed to provide 24/25 essential public services according to Project 06/CP; received and resolved 1,169,448 online administrative procedure records on the Public Service Portal, some public services have an online reception rate of 100%.
In addition, 100% of medical examination and treatment facilities have implemented medical examination and treatment using chip-embedded ID cards, 98.7% of people participating in health insurance and social insurance have had their information verified with the National Population Database...
At the 15th Session, the People's Council for the 2021-2026 term, term X, passed a Resolution to reduce fees for some administrative procedures when submitting applications online.
In addition, the city has completed the connection with the national population database and since March 2023, it has put into operation and used 03 services from the national population database. As of the end of June 2023, there have been 80,000 transactions between the City's Administrative Procedure Settlement System and the National Population Database to serve the provision of public services. With this tool, agencies and localities are very convenient in the process of restructuring the administrative procedure processing process, allowing to reduce the components that must be declared (iform automatically extracts data from the shared database without people having to enter it).
In particular, Da Nang is the only locality nationwide to date that has implemented the issuance of digital administrative procedure results associated with QR codes to enable the provision of "advanced public services". The use of digital administrative procedure results associated with QR codes helps people conveniently store and present digital administrative procedure results, especially for licensing; as well as helps state agencies conveniently manage the state after licensing.
Promote the implementation of pilot models on Project 06/CP
Although many positive results have been achieved, administrative reform work still has some difficulties and problems. Therefore, in the coming time, the city will organize to thoroughly educate all cadres, civil servants, public employees, and armed forces to correctly and fully understand the meaning and importance of digital transformation and Project 06/CP, unifying the implementation of Project 06/CP throughout according to the principle of "5 - 4 - 3 - 2 - 1, including: 05 groups: legal - infrastructure - security - data - human resources; 04 levels: central - city - district - ward, commune; 03 benefits: social civilization - economic development - crime prevention; 02 tasks: correct awareness - solutions, creativity, breakthroughs suitable to local reality; 01 responsibility of the Head";
Deploying and upgrading the Information System for handling administrative procedures to meet the requirements for processing the entire process for administrative procedures with large dossier components. At the same time, researching the application of AI and biometric technology to deploy public services for administrative procedures that still have to be done directly such as administrative procedures in the fields of certification and household registration (using cameras, scanning images, etc.);
Continue to promote and improve the efficiency of online public services, paying attention to reviewing and preparing conditions for implementing the solution of converting VNeID into a single account in performing administrative procedures in the electronic environment; Focus on promoting the digitization of documents, cleaning specialized databases to connect and share with the National Population Database to ensure the set progress, especially the databases: electronic civil status; nationality; judicial records; labor and employment; vocational education; Housing and real estate market information system associated with the Land Database; specialized agriculture and rural development; land associated with the Housing Information System...
At the same time, promote the implementation of pilot models of Project 06/CP to ensure completion according to the set roadmap. Continue to propose solutions to improve the implementation of non-cash payments, focusing on increasing the rate of non-cash social security payments for social protection beneficiaries and people with revolutionary contributions in the city.
With the highest political determination, the entire political system of Da Nang city is determined to make more efforts, be more drastic and persistent, promote the role of responsibility and participation of the heads of agencies, units and localities, join hands in efforts to implement digital transformation, Project 06/CP in the journey to turn Da Nang into a smart, modern city, a city named "City worth living".
