Quang Ninh province's planning identifies the development and completion of a synchronous, modern, and diverse strategic infrastructure system, promoting the development of cultural and entertainment industries based on the foundation of creative industries. The lives of people in the province are given special attention, social welfare is given attention and strong investment by the province, including a synchronous and modern system of cultural and sports institutions from the province to the grassroots.
In the period of 2015-2020, Quang Ninh has focused on investing, managing and effectively exploiting the system of cultural and sports institutions. Currently, with the goal of turning Quang Ninh into the Cultural - Sports Center of the Northeast region with a synchronous and modern network of cultural, physical training and sports facilities by 2030, the Provincial Planning has reorganized the development space according to "One center, two multi-dimensional routes, two breakthroughs, three dynamic areas". In the Provincial Planning, in Ha Long City, many provincial-level cultural and sports institutions have been oriented for investment to be complete, complete, synchronous and modern. At the same time, Quang Ninh continues to invest in building the Provincial Sports Center to ensure synchronization with full functional areas and logistics.
In addition, Quang Ninh plans to build new plans with the province's highlights being the Provincial Cultural Center and Quang Ninh Provincial Theater to promote the cultural industry. The provincial plan aims to build new cultural and sports facilities at the district level, ensuring that 100% of districts, towns and cities have cultural and sports facilities that meet the prescribed standards. In addition, the province has planned 22 golf courses in future development areas, allocating land funds to attract investment in building golf courses running through localities from the West to the East, creating a potential product segment, enriching tourism products and developing physical education and sports.
The two breakthroughs are the development of Van Don Economic Zone and Mong Cai Border Gate Economic Zone, with a synchronous and modern investment in road, sea and air transport infrastructure, to realize the above goal. Quang Ninh province's planning has oriented to invest in a national and international sports complex aiming to host the 2038 ASIAD in Van Don.
Along with the formation of a center, two multi-dimensional routes, two breakthroughs, three dynamic regions, Quang Ninh focuses on developing mountainous and forest spaces. Therefore, in the Provincial Planning, Quang Ninh has integrated planning for works to preserve and promote the value of cultural heritage, such as: Building and developing a model of 4 ethnic minority cultural villages, the Cultural and Sports Center for ethnic groups in the Northeast in Tien Yen district.
Quang Ninh regularly restores and embellishes relics, prevents degradation in accordance with the practical conditions of each locality; gradually develops cultural and entertainment industries in the province towards cultural export, contributing to promoting sustainable economic development.
At the same time, at the regional and provincial levels, complete, synchronize, and modernize provincial cultural and sports institutions such as: Cultural Center, Youth and Children's Cultural Palace, Vietnam - Japan Labor Cultural Palace, Museum, Library, Sports Complex, Planning Palace, Fair and Exhibition, Cam Pha Stadium; continue to invest in building the Provincial Sports Center to ensure synchronization with full functional areas and logistics.
The province actively researches, develops and implements mechanisms and policies to attract social resources in building and promoting the effectiveness of cultural and sports institutions, encouraging the development of non-public museums, mobilizing investment cooperation resources for cultural development goals appropriate to each type, each region, with priority given to rural, border and island areas.
Working with the Party Committee of the Department of Culture and Sports, comrade Dang Xuan Phuong, Deputy Secretary of the Provincial Party Committee, requested: The culture and sports sector must consider researching and proposing the construction of a national defense sports park to serve physical training and life skills activities, especially for students; advise on the selection and construction of a model of culture and sports in each locality. Quang Ninh aims to become a regional cultural and artistic center, a leading attractive destination for cultural heritage tourism in Asia and the world voted annually; strive to make Quang Ninh one of the key centers of high-performance sports in the country by 2030.
