In particular, a serious landslide occurred at Canal 28, causing 1 warehouse and 2 boarding houses of 2 households to be swept away by water. The Department of Agriculture and Environment of Cai Be district confirmed that the landslide site of the households building boarding houses and warehouses along Canal 28 is within the protection area of the irrigation works and the corridor of Provincial Road 863, in Hoa Khanh commune.
The report of the People's Committee of Hoa Khanh commune further informed that the two households mentioned above built warehouses and two boarding houses within the protection area of irrigation works and road corridors in 2024.
At this time, the local authorities have carried out the procedures for handling violations according to regulations such as: Minutes of inspection, reminders; minutes of mobilization to dismantle the construction during the implementation process, minutes of administrative violations. However, the households did not comply but continued to complete the construction and move in until the landslide incident occurred.
To overcome the consequences, the Department of Agriculture and Environment of Cai Be district proposed that the People's Committee of Cai Be district mobilize households to relocate to temporary housing to ensure safety of life. After that, the forces will focus on supporting households to dismantle, relocate, preserve assets, and mobilize the two above-mentioned households to relocate to other housing.
