Commenting on the situation of storm No. 5, according to Associate Professor, Doctor, Director of the National Center for Hydro-Meteorological Forecasting Mai Van Khiem, due to the impact of the storm, heavy rain will continue to occur from now until August 26 in the Central region, accompanied by floods on river systems, especially in the river basins of Ha Tinh, Nghe An, Thanh Hoa with a very high risk level due to floods.

Along with that, the risk of flash floods and landslides in the western mountainous areas, the North Central region, specifically provinces such as Nghe An, Thanh Hoa, Ha Tinh and Quang Tri is at a high level.

"Regarding the storm's intensity, we will continue to monitor it to provide further information. However, through satellite cloud analysis and radar observations, we are beginning to see signs of the storm's cloud structure system. According to initial assessments, from 1 p.m. to 7 p.m. on August 25, when the storm enters the coastal waters and mainland of the provinces from South Thanh Hoa to North Ha Tinh, the intensity may remain at level 10-11, gusting at level 13, the area near the storm's center at level 12-13, gusting at level 14-15. By 1 a.m. on August 26, the storm's intensity will be at level 8, gusting at level 10, affecting the northern Gulf of Tonkin, the sea area from Thanh Hoa to Quang Tri - including Hon Ngu Island, Con Co Special Zone," Mr. Mai Van Khiem noted.

On land, the northern Thanh Hoa region has strong winds of level 8-9, gusting to level 10-11. The southern Ha Tinh, Quang Tri, coastal areas of provinces from Quang Ninh to Ninh Binh have strong winds of level 6-8, gusting to level 9-10.

Regarding the rain situation, Mr. Khiem said that from the afternoon of August 25 to the end of August 26, in the midlands and the Northern Delta, Lao Cai, Son La and from Thanh Hoa to Quang Tri, there will be widespread heavy rain with common rainfall of 70-150mm, locally over 250mm. Particularly, the area from Thanh Hoa to Northern Quang Tri will have heavy to very heavy rain with common rainfall of 150-350mm, locally over 500mm. Warning of the risk of heavy rain over 200mm in 3 hours.

From the afternoon of August 25-26, the capital Hanoi will have moderate rain, heavy rain and thunderstorms; Da Nang city will have showers at times. Ho Chi Minh city will have rain, showers and thunderstorms (thunderstorms concentrated in the afternoon and evening). During thunderstorms, be on guard against the risk of tornadoes and strong gusts of wind.

From the afternoon of August 25-27, the Upper and Central Laos regions had heavy rain with common rainfall of 100-250mm, especially in the Central Laos region, some places had over 500mm.

Regarding weather developments in coastal areas, Director Mai Van Khiem said that due to the influence of storm No. 5, at Bach Long Vi station (Hai Phong), there are strong winds of level 7, gusting to level 9; Co To station (Quang Ninh) has strong winds of level 7, gusting to level 10; Bai Chay station (Quang Ninh) has strong winds of level 6, gusting to level 8; Van Ly station (Ninh Binh) has strong winds of level 8, gusting to level 9; Dien Chau station (Nghe An) has strong winds of level 7, gusting to level 9; Quynh Luu station (Nghe An) has strong winds of level 7, gusting to level 12; Hon Ngu station (Nghe An) has strong winds of level 8, gusting to level 11; Hoanh Son station (Ha Tinh) has strong winds of level 7, gusting to level 9; Ky Anh station (Ha Tinh) has strong winds of level 7, gusting to level 11; Cam Nhuong station (Ha Tinh) has strong winds of level 8; Con Co station (Quang Tri) has strong winds of level 6, gusting to level 8;... Storm surge in Sam Son (Thanh Hoa) 0.91m, Hon Ngu (Nghe An) 1.45m, Vung Ang (Ha Tinh) 0.51m. In the Northern Delta provinces, from Thanh Hoa to Quang Tri, there has been moderate rain, heavy rain, in some places very heavy rain over 300mm.

The sea area from Thanh Hoa to Quang Tri (including Hon Ngu island, Con Co special zone) has strong winds of level 8-11, near the storm's eye level 12-13, gusts of level 16, waves 5-7m high, near the storm's eye 8-10m; rough seas. The northern Gulf of Tonkin (including Cat Hai, Co To, Van Don special zones) has strong winds of level 6-7, gusts of level 9; the southern area of ​​the northern Gulf of Tonkin (including Bach Long Vi special zone) has strong winds of level 7-8, gusts of level 10; waves 3-5m high, rough seas.

On the coast and islands from Hai Phong to Nghe An, sea levels continue to rise due to high tides and storm surges. Storm surges are 0.5-1.8m high, with 1-1.8m in Thanh Hoa and Nghe An. Water levels at Hon Dau (Hai Phong) are 3.4-3.9m high, Ba Lat (Ninh Binh) are 1.7-2.2m, Sam Son (Thanh Hoa) are 3.7-4.2m, and Hon Ngu (Nghe An) are 3.8-4.2m.

"The weather at sea and in coastal areas during the storm is extremely dangerous and unsafe for any vehicles or structures operating in the danger zone such as: cruise ships, passenger ships, transport ships, cages, rafts, aquaculture areas, dykes, embankments, and coastal routes. Vehicles are highly likely to capsize or be destroyed; flooded due to strong winds, big waves, and rising sea levels," Mr. Khiem emphasized.

Storm No. 5 is very dangerous, it combines three high-risk factors: strong winds, high waves and very heavy rain. There is a high risk of flooding of dikes, coastal roads, river mouths, especially in the coastal areas of Nghe An and Thanh Hoa in the afternoon and evening of August 25; flash floods, landslides in mountainous areas, and severe flooding in low-lying areas are very high.

"People must absolutely not be subjective, comply with the government's evacuation orders, and limit going out when the storm hits. Localities must closely monitor developments and proactively deploy response measures to minimize damage," Mr. Mai Van Khiem advised./.
