
Within the framework of the State visit of French President Emmanuel Macron in 2025, cultural cooperation activities between the two countries were also organized. One of these events was the awarding of the Order of Officer of Arts and Letters by the French government to Dr. Ngo Phuong Lan - President of the Vietnam Cinema Promotion and Development Association.
The Order of Officer of the Order of Arts and Letters is a noble title awarded by the French Ministry of Culture, to honor individuals who have made outstanding contributions to the fields of art, literature or promoting French culture worldwide . The Officer rank is the middle rank in the three ranks of Knight, Officer and Commander.
French Minister of Culture Rachida Dati, who presented the medal, said that Ms. Ngo Phuong Lan's influence has spread beyond Vietnam, becoming a symbol of the strong relationship between the two countries.
“Her contributions do not stop at state management. She is also a critic, an essayist, a researcher. A journalist once commented that she is the person who watches the most movies in Vietnam. That assessment is certainly not wrong and perhaps that is also the secret to her sophistication in thinking, understanding and always fresh perspective,” said the French Minister of Culture.

Ms. Ngo Phuong Lan Dr. Ngo Phuong Lan was born in 1963 in Hanoi. She is the daughter of People's Artist Ngo Manh Lan - one of the founders of Vietnamese animation - and actress, People's Artist Pham Ngoc Lan.
She shared that during her time studying at the VGIK National University of Cinematography (Moscow, Soviet Union), she was exposed to and fascinated by French literature and art - considered the cradle of world literature and cinema.

In her research work, she published many publications on Vietnamese cinema, art and media, notably her 1999 doctoral thesis on modernity and national character in Vietnamese cinema, contributing to bringing domestic cinema to the international audience.
From 2012-2018, Ms. Ngo Phuong Lan was Director of the Department of Cinema, Ministry of Culture, Sports and Tourism. During this time, she coordinated in France the screening and honoring of selected Vietnamese films and French films about Vietnam in 2014; signed a memorandum of understanding (MOU) to create close cooperation between the Department of Cinema of Vietnam and CNC (National Center for Cinema and Moving Image) France in 2017...
Since 2019, Ms. Ngo Phuong Lan has established the Vietnam Cinema Promotion and Development Association and the Da Nang Asian Film Festival, continuing to open up many cooperations with the French Embassy and French filmmakers, including contributing to discovering and encouraging young domestic film talents.
In addition, she received the Second Class Labor Medal, the State Prize for Literature and Arts, the Asia-Pacific Copyright Contributor Awards, and the Copyright Educator of the Year at the Motion Picture Association of America./.
