Information on the arrangement of administrative units was announced by Minister of Home Affairs Pham Thi Thanh Tra at the March work meeting, deploying tasks for the second quarter and April, taking place on the afternoon of April 1.

According to the Ministry of Home Affairs, in March, this agency completed 106/109 tasks that needed to be performed, the most prominent of which was advising competent authorities to arrange provincial-level administrative units, reorganize commune-level administrative units and implement a two-level local government model; advising on many legal documents in the spirit of "running and lining up at the same time", resolutely and quickly.
"At this time, public opinion has a positive view and evaluation of the project. This is a great revolution for the country to enter a new era, an era of strong development and prosperity for the nation," Minister Pham Thi Thanh Tra emphasized.
Regarding the tasks in the coming time, the Minister of Home Affairs suggested that units need to focus highly on implementing the tasks of arranging administrative units at provincial and communal levels, organizing two-level local governments, and submitting them to the National Assembly Standing Committee and the National Assembly before June 30, so that communal-level governments will begin operating from July 1, and provincial-level governments will operate after August 30.
The Minister noted that from May 1, the workload will be very large when 63 provinces and cities send their arrangement projects to the Ministry of Home Affairs to submit to the National Assembly Standing Committee and the National Assembly at the same time.
At the same time, the Ministry of Home Affairs needs to coordinate, support and guide ministries and branches to adjust legal documents to ensure the operation of two-level local governments, after the district level no longer exists.
According to the roadmap, the Government Party Committee will report to the Central Executive Committee at the 11th Conference to approve the Government Party Committee's project. After that, the Politburo will organize a National Conference to deploy the arrangement of provincial and communal administrative units and the organization of two-level local governments, scheduled to take place on April 16.
The conference will also identify a number of tasks in reorganizing the Fatherland Front and socio-political organizations, courts and procuracies.
Minister Pham Thi Thanh Tra said: "July 1 is the milestone for commune-level authorities to begin operating, August 30 is the time when the entire political system, after being rearranged and reorganized, will officially come into synchronous operation."
Regarding institutional building, the Minister of Home Affairs also requested to focus on completing a large volume of policies related to employment, wages and other areas, and urge localities to seriously implement and not interrupt policies for people with meritorious services.
In particular, the Minister emphasized that units need to quickly review the list of decrees that need to be amended, supplemented or newly developed to serve the operation of two-level local governments, implement decentralization and delegation of power to localities, and ensure that documents will be submitted in parallel and soon issued, after the approval of the amended Constitution and the amended Law on Organization of Local Government.
In addition, Minister Pham Thi Thanh Tra also proposed reviewing policies related to allowances, special allowances, and regional minimum wages to advise and propose amendments to specific decrees, especially the arrangement of provincial-level administrative units and the reorganization of commune-level administrative units.
