Colonel Bui The Dung: It can be said that each stage of development of Division 316 is associated with glorious historical milestones of the nation. Since its establishment on May 1, 1951, the Division has gone through many fierce campaigns, from the Northwest, Dien Bien Phu, Central Laos to the resistance war against the US, saving the country, the peak of which was the main role in opening the Central Highlands Campaign in 1975, opening the general offensive in the victorious spring.

What makes the Division's identity is not only its glorious achievements but also its officers and soldiers who always carry within them the spirit of "Loyalty - Self-reliance - Solidarity - Perseverance - Creativity - Victory". These 6 qualities are not just slogans but have become a profound system of values, throughout the unit's process of fighting, building and growing.

We are especially proud of our tradition of self-reliance and creativity. In all circumstances, from the arduous marching period in the Dien Bien Phu Campaign to the combat in the mountainous terrain of the Central Highlands, the officers and soldiers of the Division always sought suitable fighting methods, promoted internal strength, and were creative in tactics. The spirit of solidarity and resilience is the glue that binds all generations, helping the unit overcome all challenges, from bombs and bullets of war to hardships in peacetime.

Colonel Bui The Dung: The current world, regional and domestic situation is placing very high demands on military , national defense and homeland protection tasks, therefore, Division 316 clearly identifies: Improving overall quality, level and combat readiness capability is a central, regular and long-term task.

First of all, we focus on innovating and improving the quality of training. Adhering to the motto of “basic, practical, solid”, training closely related to tasks, areas, and combat plans; organizing field training, mobile training, training in complex conditions, close to actual combat. The new feature in training is to increase the application of information technology, simulation models in command and staff, and closely combine theory with practice.

Along with that, the Division focuses on building political mettle, training fighting spirit and the spirit of readiness to sacrifice for the Fatherland for each officer and soldier. Political and ideological education work is organized flexibly, closely, and linked to each specific task. Party organizations at all levels are always the core of comprehensive leadership, ensuring that the unit has high internal solidarity and unity. The Division regularly organizes drills, competitions and sports events at many levels to test mobility, combat coordination, and command organization capacity in real situations.

Colonel Bui The Dung: With Division 316, the spirit of "serving the people, relying on the people" has been deeply ingrained in every action and work of each officer and soldier. We always identify helping people prevent, combat, and overcome the consequences of natural disasters, epidemics, etc. as a regular political task, clearly demonstrating the qualities of Uncle Ho's soldiers in peacetime.

In recent years, whenever natural disasters such as flash floods, landslides, storms and floods occur, the officers and soldiers of the Division have quickly mobilized and coordinated with local authorities to evacuate people, conduct rescue operations, rebuild houses, and overcome the consequences. For example, during the September 2024 flood, landslides occurred in some highland districts in Lao Cai, Yen Bai, Phu Tho, and Tuyen Quang provinces. The Division mobilized 1,472 officers and soldiers; 66 vehicles to help people evacuate from the flood area. The image of soldiers wading in water and mud, picking up stones to clear the road, or rescuing people in Lang Nu (Bao Yen, Lao Cai) left a very good impression on the people.

Not only in natural disasters, in daily life, the Division also organizes many outdoor marching programs to do mass mobilization work, free medical examination and treatment, giving gifts to families with meritorious services... which have become beautiful features in the military culture of the unit. Those sentiments are the greatest reward, a testament to the strong bond between the army and the people.
