Attending and chairing the conference at the Tuyen Quang province bridge were comrades: Ha Thi Nga, member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation; Le Thi Kim Dung, Standing Deputy Secretary of the Provincial Party Committee, Chairwoman of the Provincial People's Council; Nguyen Van Son, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee. Attending the conference were comrades of the Standing Committee of the Provincial Party Committee, Standing Committee of the Provincial People's Council, leaders of the Provincial People's Committee, the Fatherland Front Committee, the Provincial National Assembly Delegation; leaders of departments, branches, political and social organizations of the province.

At the conference, Deputy Prime Minister Le Thanh Long thoroughly grasped Conclusion No. 132-KL/TW of the Politburo and the Government's Plan to implement Conclusion No. 132-KL/TW. Accordingly, after 5 years of implementing Directive No. 36, the legal system on drug prevention, control and combat has been gradually improved. Drug prevention work has been focused on with many rich and diverse contents and forms of propaganda. The fight against drug crimes and evils has been vigorously deployed, destroying many large drug crime rings and organizations. Specialized forces have closely and effectively coordinated in investigating, prosecuting and trying drug crimes. The management of drug addicts, illegal drug users and post-rehabilitation management has been implemented uniformly from the grassroots level.

However, the drug crime situation is still very complicated, the management work is not timely and strict, many cases of mental disorders, "stoned" cause serious crimes; drug rehabilitation, vocational training support, job creation for people after drug rehabilitation are not very effective; the management of investment and business sectors with conditions on security and order sometimes and in some places still has loopholes, posing a potential risk of crime and drug abuse, etc.

The Politburo requested Party committees, Party organizations, authorities, the Vietnam Fatherland Front, and mass organizations at all levels to continue to promote more serious and drastic implementation of the contents and tasks in Directive No. 36-CT/TW.

The Government's plan to implement Conclusion No. 132-KL/TW also requires ministries, branches, People's Committees of provinces and centrally-run cities to direct the implementation of activities to create strong changes and innovations in thinking and action, raise awareness and responsibility of Party committees, Party organizations, cadres and Party members, especially leaders, leaders and managers. Identifying drug prevention, control and combat as the task of the entire political system and society, with prevention as the main focus, focusing on grassroots areas and residential areas for implementation.

Each cadre and party member must set an example in complying with and mobilizing their families and relatives to strictly comply with the provisions of the law on drug prevention, control and control; propagate to raise public awareness in drug prevention, control and control; persistently build a culture of drug eradication in the whole society so that each person, each family, each hamlet, residential group, and neighborhood condemns, does not accept drugs, does not harbor drugs, detects and denounces to the authorities to manage drug addicts and users, and arrests and handles drug-related criminals; gradually eliminates drugs from social life.

At the conference, delegates and local leaders discussed the results achieved after 5 years of implementing Directive No. 36 of the Politburo, pointed out objective and subjective causes, lessons learned as well as proposed solutions for implementation in the coming time.
