Standards and norms for area of public works in the medical field

The draft Circular proposes detailed regulations and guidance on standards and norms for the area of public works in the health sector under the state management of the Ministry of Health as prescribed in Clause 2, Article 12 of Decree No. 155/2025/ND-CP dated June 16, 2025 of the Government detailing regulations and guidance on standards and norms for the use of working headquarters and public facilities.

Principles of applying standards and norms

The draft clearly states that the standards and norms for the area of public works in the health sector under the state management of the Ministry of Health prescribed in the draft Circular are applied according to the principles prescribed in Article 3 of Decree No. 155/2025/ND-CP dated June 16, 2025 of the Government stipulating standards and norms for the use of working headquarters and public facilities.

The competent authority and person shall decide on investment in construction, purchase, lease, and arrangement of area use based on the actual conditions of the units (scale, functions, tasks, organizational structure, construction land) and land fund, and the ability to balance the state budget to make appropriate decisions.

The area of public works in the health sector specified in the draft Circular is the area calculated according to the clear dimensions as prescribed by law and is the maximum area.

For heads and deputy heads of units under specialized departments according to the provisions of law on medical examination and treatment, the standards and norms of area used shall not be higher than the corresponding standards and norms of the heads and deputy heads of that specialized department.

For example: In a General Hospital, there is a Center or Institute under the Hospital. In a Center or Institute with affiliated units, the standards and norms of area usage of the head and deputy head of the unit under that Center or Institute must not be higher than the standards and norms of the corresponding area usage of the head and deputy head of the Center or Institute.

Standards and norms for area of public works in the medical field

The list of public works in the health sector under the state management of the Ministry of Health is specified in detail in Appendix I attached to this Circular.

Accordingly, the area of specimen collection is 2 - 4 ^m2 /place; the first aid and emergency room is 9 - 12 ^m2 /bed; the vaccination room is ¹ m2/place; the clinic (Internal Medicine, Surgery, Pediatrics, Dermatology, interdisciplinary) is 9 - 15 ^m2 /place...

Based on actual conditions and functions and tasks of each unit, the competent authority approving specialized norms shall consider and decide on the separation and integration of specialized areas in accordance with professional activity requirements.

For tasks and investment projects on new construction, renovation and upgrading of health facilities that have been approved by competent authorities and individuals according to regulations before the effective date of this Circular, competent authorities and individuals shall decide to adjust or not to adjust according to the standards and norms prescribed in this Circular.

For standards and norms for the area of public works in the health sector that have been issued by competent agencies and individuals before the effective date of this Circular and are still suitable, they shall continue to be implemented according to the issued documents until competent agencies and individuals decide on new standards and norms for the area of public works.
