Positive signals and nurturing measures

Many happy numbers have just been reported by the Department of Finance: In the first quarter of 2024, Thanh Hoa's state budget revenue is estimated at 13,356 billion VND, equal to 37.6% of the estimate and up 31.5% over the same period. Of which, domestic revenue is estimated at 8,656 billion VND, equal to 39.3% of the estimate and up 46% over the same period. Revenue from import-export activities is estimated at 4,700 billion VND, equal to 34.7% of the estimate and up 11.1% over the same period.

This positive signal resonates with the fact that industrial production in the province is showing signs of strong recovery, Thanh Hoa's industrial production index in the first two months of 2024 increased sharply according to statistics from the Department of Industry and Trade. In particular, the industrial production index in February increased by 9.3% over the same period; 14/25 major industrial products grew.

Another good news is that many large garment and footwear enterprises in Thanh Hoa province are actively recruiting workers, promising to create a large number of jobs and contribute more to the state budget in the coming time.

The numbers and information are very positive, however, it must be determined that these are only initial numbers. We should have faith but not be too optimistic, and certainly not be subjective.

The problem is to have appropriate measures to ensure the good nurturing of revenue sources and maintain stable revenue collection. In addition to the efforts of enterprises in promoting production, business, increasing import and export of goods, the support of localities and functional agencies is very important.

At the conference of the Thanh Hoa Provincial State Budget Collection Steering Committee to assess the implementation of the State budget collection in the first quarter; deploy tasks and solutions for collection in the second quarter of 2024, representatives of the provincial departments and functional branches all said that there are still many difficulties and challenges for the collection task in the whole year of 2024. Because besides the forecasted unpredictable fluctuations in the world economy , the structure of revenue from import and export goods of the province is not diversified. Although the number of newly registered enterprises is large, most of them are small-scale enterprises whose contribution to the budget will not be significant...

Ensuring stability and reaching the annual revenue target is a long journey, so it requires appropriate distribution and regulation. The more solutions and proactive implementation, the more guaranteed the completion level. Clearly identify that to have appropriate measures to nurture and increase revenue in the remaining 2/3 of the year.

Therefore, along with actively removing difficulties for businesses and obstacles in investment projects to create conditions to promote production and create motivation for increasing budget revenue, it requires functional sectors and localities to have better measures to prevent revenue loss. In particular, tax authorities must proactively grasp and closely monitor developments in production and business activities of taxpayers; evaluate and analyze well the factors affecting revenue and budget collection progress, thereby promptly proposing effective management solutions to avoid tax loss. The Customs Department focuses on effectively implementing professional measures to facilitate trade and prevent revenue loss such as strengthening information collection, identifying risks to have measures to inspect, monitor and control import and export goods; conducting surprise inspections of goods and businesses with high tax risks, ensuring correct and sufficient collection.
