Support of more than 105 million VND for households suffering losses due to rice not forming grains

(Baothanhhoa.vn) - In the spring crop of 2025, people in Thuan Minh and Tho Lap communes (Tho Xuan) arbitrarily bought seeds through agents that were not included in the local seed structure by the Department of Agriculture and Environment of Tho Xuan district, causing the rice to not fully bloom, bloom unevenly, and have a high rate of empty grains of 70 - 80%. Immediately after that, seed suppliers came up with a plan to support more than 150 million VND for farmers who suffered losses due to the rice not blooming and not forming grains.

People in Phuc Boi village reported the situation of empty rice.

Accordingly, the Hoan Oanh seed supplier in Tho Lap commune (Tho Xuan) represented two rice seed suppliers to provide support to affected households with a total amount of over 105 million VND. Of which, 118 households in Tho Lap commune received over 51 million VND and 83 households in Thuan Minh commune received nearly 54 million VND.

In the 2025 spring crop, the Ku 57 and An Nong 1424 rice varieties were not included in the local seed structure by the Department of Agriculture and Environment, Tho Xuan district, and the two communes of Thuan Minh and Tho Lap. However, people in Thuan Minh and Tho Lap communes arbitrarily bought seeds through agents and planted them, causing 31.11 hectares of rice to have a high rate of empty grains or no grain. Of which, the hybrid rice varieties were Ku 57 with an area of ​​27.66 hectares, and An Nong 1424 with an area of ​​3.45 hectares. The rice did not fully bloom, bloomed unevenly, and had a high rate of empty grains of 70 - 80%.

Faced with the above situation, the People's Committee of Tho Xuan district coordinated with the specialized unit of the Department of Agriculture and Environment to work with the People's Committees of Thuan Minh and Tho Loc communes, the seed production and supply unit and representatives of farmers to find the cause, responsibility and agree on measures and support levels to reduce damage to people.

On May 24, 2025, the units worked with representatives of Ha Xuyen Seed Company Limited (the unit producing An Nong 1424 rice seeds), Viet Seed Company Limited (the unit importing Ku57 rice seeds), the People's Committees of Tho Lap and Thuan Minh communes, and representatives of Hoan Oanh store (the unit supplying seeds) to agree to support seeds for production households and convert it into cash support for households at the rate of 150,000 VND/kg of seeds.

At harvest time, the rice does not yield panicles and has a high rate of empty grains.

Through the above incident, the Department of Agriculture and Environment and the People's Committee of Tho Xuan district require companies and agents to seriously learn from experience, fully implement regulations and provide technical guidance in the production and supply of seeds in the following crops.

Relevant units need to further strengthen propaganda work, advise people on the proper use of seeds; strengthen State management of seed businesses in the area.
