National Assembly discusses tightening advertising with celebrities and KOLs

This morning (May 10), the National Assembly will discuss the draft Law amending and supplementing a number of articles of the Law on Advertising.

The bill has supplemented and formalized the concept of "advertising product carriers", especially influencers (celebrities, KOLs). From there, it sets out clear legal obligations, attaching responsibility to the influence they create.

According to the draft law, the person delivering the advertising product must comply with the provisions of the law on consumer rights protection and other relevant legal provisions on providing information related to the features and quality of products, goods and services when advertising.

Fulfill tax obligations when generating revenue from advertising services in accordance with tax laws. Provide documents related to advertising content when requested by competent state agencies.

Be responsible before the law in case the advertising content does not ensure the requirements as prescribed. Influencers when transmitting advertising products must fulfill the above obligations.

At the same time, it is necessary to verify the credibility of the advertiser; check documents related to the advertised products, goods and services. In case you have not used or do not clearly understand the goods, products and services, you are not allowed to introduce the goods, products and services.

Notify the advertiser in advance of the advertising activity.

The National Assembly will also discuss the amendment of the Law on Technical Standards and Regulations. In the afternoon, the National Assembly will discuss in groups the amendment of the Law on Enterprises, the Law on Planning, and the Law on Economical and Efficient Use of Energy.

Foreign investors net sold more than 13,228 billion VND worth of stocks

In the recently released April trading report, HoSE said the average trading value reached more than VND23,309 billion/day this month, up 14.41% in volume and 12.3% in value compared to March.

The report also said that the total transaction value of foreign investors in April 2025 reached over VND 118,162 billion, accounting for more than 12.67% of the total transaction value of the entire market.

Foreign investors made net sales during the month with a value of more than 13,228 billion VND.

Also according to HoSE, as of April 29, there were 613 listed and traded securities, including 391 stock codes, 4 closed-end fund certificates, 17 ETF fund certificates and 201 covered warrant codes with a total listed securities volume of more than 178.4 billion securities.

The capitalization value of stocks on HoSE reached more than VND 5.12 million billion, down 6.12% compared to the previous month and equivalent to 44.5% of GDP in 2024, accounting for more than 93.67% of the total capitalization value of listed stocks in the whole market.

Of which 40 enterprises have a capitalization of more than 1 billion USD, only 1 enterprise has a capitalization of over 10 billion USD, which is the Joint Stock Commercial Bank for Foreign Trade of Vietnam (VCB).

Nearly 200,000 new securities accounts opened

According to data from the Vietnam Securities Depository and Clearing Corporation (VSDC), by the end of April 2025, the total number of securities accounts nationwide reached more than 9.88 million units.

Of which, domestic individual investor accounts reached more than 9.81 million, equivalent to about 9.8% of the population. In April alone, the number of accounts increased by 194,948 units, the highest increase since August last year.

The number of domestic institutional investor accounts also increased slightly, reaching 18,129 accounts.

Meanwhile, the number of foreign investor accounts decreased slightly to 48,233 units, mainly from personal accounts.
